PUM19910919PUBLIC UTILITIES COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD SEPTEMBER 19, 1991 The meeting was called to order at 7:05 P.M. by Co -Chairman Hilt. Also present were Committee Member D. Sanders, Utility Superintendent Scott Kloskowski and those per the attached list. The Committee reviewed the status of the following projects: Woods Road South Sewer & Water Restoration is nearing completion. Hillendale-North of Hwy. L Sewer & Water Restoration has started. The rain storm on September 12th has caused a number of laterals to collapse in the pavement and the Contractor must come back to repair pavement. The Booster Pump Station has not been wired and we are constantly in communication with the contractor to get the station connected. Hillendale/Lembezeder/Wentland/Tans Sewer The City has received connection approval and as-builts from MMSD and connection letters have been sent to all property owners. Highway L - West to Crowbar The City has received approval for the sewer extension and the City Engineers are preparing plans and specifications and will bid the project for Spring 1992 construction. Valley View Heights Sewer & Water Project Construction has been started with an anticipated completion date of October 15th. Woods Road West to High School Water Project The City Engineers are preparing plans and specifications and will bid the project. The Committee reviewed memorandum from City Clerk regarding Special Assessment Policy. The re -zoning for the Kelly property on Kelly Drive is being finalized and the Committee will be discussing the possible sewer and water extension at their October meeting. MMSD is review the City's request for sewer service amendment to include the Highway 45 Corridor. The City is awaiting their response. The Committee discussed sewer main extension to Southeast portion of the City. Ald. Hilt moved to recommend extension of sewers to the Southeast area by directing the City Engineers to prepare the plans and specification and bid the project subject to approval by the Council of the Subdivider's Agreement and Letter of Credit. ,, Seconded by Ald. D. Sanders, motion carried. Public Utilities Committee - Page 2 September 19, 1991 The Committee reviewed RCA Public Hearing minutes of meeting of September 16, 1991. Ald. Hilt moved to recommend approval of the Final Resolution authorizing an area -wide Reserve Capacity Assessment for debt service for the southeastern portion of the City with a five-year payment plan at 9% interest. Seconded by Ald. D. Sanders, motion carried. Mr. Ronald Daliege, Debora Gross and Gloria Schmeling appeared before the Committee to discuss sewer service to their properties on Hillendale Drive, north of the Ferguson Development. The Committee discussed options for sewering their properties in the future. Mr. Bob Gassert, Metropolitan Engineering, appeared before the Committee to request sewer and water extensions for Lake Point Estates West, along with extension of sewer onto Parkland Drive from Marina Drive. The former planned extension off of Bridgeport Way has been eliminated. Water Main Extension to Bay Lane Terrace is shown on plat. The Committee reviewed sewer extension request for DeBack property west of Racine Avenue on Woods Road. Ald. Hilt moved to approve 8 connections for the four (4) duplexes subject to a permit being granted. Seconded by Ald. D. Sanders, motion carried. This permit must be acquired through the Planning Department. Superintendent Kloskowski advised the Committee that the City has received a request for sewer service for the lots on Crowbar, north of Kelsey Drive. The Committee is requesting that sewer service be made available to these properties when the Denoon Point Estates Subdivision extension is made. Superintendent Kloskowski discussed with the Committee a request received from a property in Linnie Lac for sewer connection. The property in question had been connected to sewers, but was disconnected when the property was razed. Ald. D. Sanders moved to approve connection as they had been connected to the system in the past. Seconded by Ald. Hilt, motion carried. The meeting adjourned at 9:05 P.M. Respectfully submitted, Ald.
