PUM19910418PUBLIC UTILITIES COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD APRIL 18, 1991 The meeting was called to order at 7:00 P.M. by Co -Chairman Hilt and Co -Chairman Simmons. Also present were Mayor Salentine, Utility Superintendent Kloskowski and those per the attached list. The Committee reviewed the status of the Woods Road -South, Hillendale-North of L and Hillendale/Wentland/Tans sewer projects. The Committee reviewed a letter from Mary Thomas of the Hillendale/Wentland/Tans Sewer project indicating she felt there was an error in the footage for her assessment. The Committee requests the Director of Planning & Development to review the footage and to submit the correct footage to the Committee for their May 16th meeting. The Committee continued to review the new sewer and water assessment policy. Mr. Chester Spitzner appeared before the Committee to request pro -ration of deferred assessment for his property on Woods Road which is part of the Woods Road -South sewer and water project. . The Committee determined that when more than 50% of the assessable frontage is sold, the entire assessment will be due. When there is a land division of less than 50%, only the frontage of the affected land division will be due, The Committee reviewed Amendment to Subdivider's Agreement for the West Lake Development along with a Letter of Credit in the amount of $10,000 as a guarantee that the sewer line improvement between the prior existing manhole in the intersection of Fairfield and Courtland and Manhole No. 1 of this development which is 68 feet more or less west of said prior existing manhole is installed and operating correctly in the opinion of the City of Muskego engineers. If at any time within five (5) years from the date of this Agreement the City Engineers determine that said sewer line is not installed or operating correctly, the City may draw upon this Letter of Credit to correct the same. Ald. Hilt moved to recomend approval of agreement. Seconded by Ald. Simmons, motion carried. The Committee discussed request for sewer extension on Kelly Drive with Ald. Taube and affected property owners. Jeff Wuerl indicated that two properties are in need of sewer service. The sewer service can best be accomplished by connection to Lions Park Drive which would require the participation of the land owned by the Kelly family. It was noted that three property owners on Kelly Drive would be receptive to water and the water extension would coincide with the sewer project. Ald. Taube will contact the owners of the Kelly property. Public Utilities Committee - Page 2 April 19, 1991 Mr. Carl Gratzek requested that the Pufall property owners participate jointly in a water and road extension to connect Lions Park Drive to Kelly Drive. It would be advantageous to incorporate the Kelly Drive road extension and the Gratzek request for Lions Park Drive as a joint venture. Ald. Taube will meet with the property owners to try to coordinate the two projects. The Committee reviewed expenditure of funds for prorata share of Town of Norway's addition to Treatment Plant. Ald. Hilt moved to recommend approval of payment subject to Mayor Salentine and Utility Superintendent Kloskowski reviewing the expenditures with Town of Norway. Seconded by Ald. Simmons, motion carried. The Committee discussed police powers relating to the Utilities. Mayor Salentine will work with the Building Inspection Director on a new procedure which will give citation authority to the Utility Superintendent. The Committee reviewed the status of the water projects on Hillendale/North of Hwy. L and Woods Road -South. The Committee reviewed status of Lake Point Estates water project. It was noted that Attorney Molter is presently reviewing the Subdivider's Agreement and Letter of Credit for this development. • Ald. Hilt moved to defer action on the proposed water extension on Woods Road, East of Racine Avenue until we have received notification from the Muskego-Norway School District as to whether or not they wish to proceed with the project. Utility Superintendent Kloskowski made the Committee aware that conservation in multi -family units can be accomplished by separate meters. Ald. Hilt moved to require all multi -family units to be metered separately. Seconded by Ald. Simmons, motion carried. The Committee reviewed the Auditor's water report and requests the Financial Consultant to make a recommendation on the proposed increase in water rates. The Committee discussed the number of residential equivalencies that should be allocated per year in compliance with the MMSD contract. The meeting adjourned at 10:40 P.M.
