PUM199103060 PUBLIC UTILITIES COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD MARCH 6, 1991 The meeting was called to order at 3:30 P.M. by Co -Chairman Hilt and Co -Chairman Simmons. Also present were Committee Member D. Sanders, Mayor Salentine, Utility Superintendent Kloskowski and Steve Tietz (Community Newspapers). The Committee reviewed proposed amendments to the Sewer and Water Assessment policies due to the assessments that were incurred on lots with frontages that exceed zoning. The Committee recommended a policy which would provide for a 150 ft. maximum frontage assessment, or actual if less that 150 ft. The balance of the frontage exceeding 150 ft. would remain deferred until the improvement is used. Lots that are not of record at the time of assessment will assume actual frontages, based upon the deferred assessment rate which includes an escalation by simple interest of eight (8) percent. If extra sewer laterals are requested at the time of construction, the laterals will be financed under a two year payment plan. The Lake Forest item was removed from the agenda. Mayor Salentine reviewed with the Committee the proposed resolution that is being introduced at the March 12, 1991 meeting which directs the City Attorney to determine the legality of implementing a growth management program.
