PUBLIC UTILITIES COMMITTEE - CITY OF MUSKEGO
MINUTES OF MEETING HELD JANUARY 17, 1991
The meeting was called to order at 7:00 P.M. by Co -Chairman
Hilt. Also present were Committee Member D. Sanders, Mayor
Salentine, Supt. Kloskowski, Stan Potrykus, Steve Tietz and Ken
Purdy.
The Committee reviewed the status of the MMSD Contract and were
advised that the Public Service Commission entered an Order
dismissing the City of Muskego from the proceeding. Non-WPAP
project and interest costs, both estimated and actual were
reviewed for 1991-1992.
The time scheduled for the following sewer projects were
reviewed: Woods Road South, Hillendale/Wentland & Tans, and
Hillendale North of Hwy. L. The City Engineers will be
advertising for bids on January 17 and January 24, with bid
openings scheduled for February 5, 6, & 7, 1991.
Assessment Resolution for Terra Development was reviewed. The
total special assessment is $261,367.68. The assessment
resolution pertains to Phase 3 which includes 32 lots. Ald. Hilt
moved to recommend if a sale of any of the 32 lots is made during
the period of deferral, it will be charged at 125% of the
total. If a sale of any of the 32 lots is made during the period
in which installment payments are due, it will be charged at 100%
of the total. If this resolution is not accepted by the property
owners on the date of passage, it is null and void. Seconded by
Ald. D. Sanders, motion carried.
Mr. Stan Potrykus appeared before the Committee to review the
sewer and water plans for Lake Point Estates. Correspondence
from the City Engineers dated January 17, 1991, was also
reviewed. The subdivision would connect to the water main off of
Bay Lane and connect to sewers on Woods Road. The City discussed
with Mr. Potrykus a possible looping of water from Bay Lane to
Woods Road which would require approximately 500 ft. of 12"
watermain which would include a portion of the Pellmann lot and
several lots on Woods Road. Mr. Portykus will contact the owners
of the property and set of a meeting with the City to further
discuss.
The Committee reviewed the following quotes received for forced
hookups for the two properties which were part of the Woods
Road/Mystic to Durham Sewer Project:

Ald. Hilt moved to recommend acceptance of the two quotes
received from John Lang Trenching in the amounts of $2,375.00 for
the forced sewer hook-up of the Daniel Serdynski property at W150
S7526 Woods Road and $2,675.00 for the Dave Richert property at
S74 W14829 Woods Road. Seconded by Ald. D. Sanders, motion
carried.
The time schedule for the following water projects were
reviewed: Woods Road South Water and Hillendale/North of Hwy. L
Water. The City Engineers will be advertising for bids on
January 17 and January 24 and bid openings are scheduled for
February 7 and February 6, 1991.
The Committee reviewed the Hillendale/North of Hwy. L Water
Project assessment roll. Ald. Hilt moved to recommend the
following corrections to be send to the City Engineers:
Asst. #2 - Liebner & Ozechowski - Tax Key 2188.002
The footage should be calculated at 152.5 ft. as
it is a corner lot 120 x 185 ft.
Asst. #19 - Michael & Eileen Benson - Tax Key should
be 2188.995.001.
Asst. #21 - Rick & Cynthia Kamnetz - Tax Key 2191.022
Corner Lot (164.66 x 150 ft.) should be 157.33 ft.
Asst. #40 - Lembezeder-Cook VFW Post - Tax Key 2232.978
One Water Service Assessment instead of two.
Seconded by Ald. D. Sanders, motion carried.
No representatives from the Freedom Square Water Trust appeared
so the request for service was not discussed.
The Committee reviewed draft of letter to be sent to all
residents of Kristin Downs Subdivision informing them that there
was an error in their first quarter billing and that they will
receive a credit on their next bill. Ald. D. Sanders moved to
approve the letter. Seconded by Ald. Hilt, motion carried. The
total credit will amount to $480.00.

Ald. Hilt moved to approve the following front foot water rates
for 1991:
$16.78 (residential) $19.19 (commercial)
The above rate was arrived at by taking the Consumer Price Index
of 6.1% and multiplying it by the original front foot assessment
established in 1986 and adding that figure to the 1990 rate of
$15.93 residential and $18.21 commercial.
Utility Superintendent Kloskowski is researching the best way to
meter the Lake Forest Development; by building or unit.
Correspondence from City Clerk Marenda, dated January 15, 1991,
indicated that the Administrative Rules of the PSC suggest that
the quarterly service charge, an amount based on meter size, be
prorated on a daily basis, except for that period ten days on
either side of the billing date. The Committee determined that
the prorata policy will become effective with the first quarter
of 1991 water bills.
