PUM19901114. PUBLIC UTILITIES COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD NOVEMBER 14, 1990 The meeting was called to order at 7:00 P.M. by Water Chairman Hilt and Sewer Chairman Simmons. Also present were Utility Superintendent Kloskowski, Steve Tietz (Community Newspapers), and those per the attached list. Mayor Salentine reviewed with the Committee the status of FLOW. The Committee is recommending that the 5th FLOW contribution in the amount of $21,000 be withheld for further review. The Committee reviewed the status of the following projects: Hwy. L, Woods Road -South, Hillendale/Lembezeder/Tans, Hillendale/Lembezeder/Wentland, Hillendale/North of Hwy. L, and Hwy. L Extension to Crowbar. The Committee noted that the agreement for the sewer main approval for West Lake Estates is being worked on between Attorney Molter and the Developer's attorney. The Committee requests an update from Attorney Molter. • Mr. Bill Carity, Terra Development, appeared before the Committee to discuss an arrangement which will provide a sewer extension through Lake Forest Development to accommodate providing service to Valley View Heights Subdivision. The proposed financial arrangement would include the cost of the project, the Developer's engineering costs, and the City Engineer's costs for review and inspections. The request would include a three year deferral and the Developer is receptive to going on a ten (10) year payment plan and, upon sale of any benefited property, will pay the outstanding balance of the lot at 125%. The interest rate was established at 8%. Ald. Simmons moved to direct the City Attorney to draft an agreement. Seconded by Ald. Hilt, motion carried. The Committee reviewed properties that have not yet connected to the sewer system and were part of the Woods Road -Mystic to Durham Sewer Project. The properties in question are: Tax Key 2202.996 Dave Richert S74 W14829 Woods Road Tax Key 2203.018 Daniel Serdynski W150 S7526 Woods Road Ald. Simmons moved to have the Director of Planning & Development secure bids for forced hook-ups on the above properties. . Seconded by Ald. Hilt, motion carried. • Public Utilities Committee - Page 2 November 14, 1990 The Committee reviewed a request for sewer extension for Lester Gerlach for property off of Woods Road opposite Maclen Drive. Mr. Gerlach is requesting five new connections for a proposed land division. Ald. Simmons moved to approve the five connections. Seconded by Ald. Hilt, motion carried. The Committee reviewed the 1991 Sewer Budget. The Committee noted that the RCA for 1991 will increase to $340.00 for existing homes and $2,040.00 for new construction; the WCA will increase to $558.00 for existing homes and $930.00 for new construction per the Sewer Utility Ordinance and the Water Utility Ordinance. The Sewer Usage fee for 1991 will remain at $375.00. The Committee requests that the City Clerk identify the dollars budgeted for maintenance and the dollars budgeted for the proposed 19 hours per week clerical employee. The Committee reviewed the status of the following water projects: Hillendale/North of Hwy. L, Woods Road -South, Valley View Heights. The affected property owners invited to the meeting for the proposed water project on Pioneer Drive (Janesville to Racine Avenue) were questioned as to whether or not they were in favor • of the proposed water extension. Forty-one residents were in attendance and a vote was taken which resulted in forty-one residents voting against the project. Ald. Hilt moved to table the project. Seconded by Ald. Simmons, motion carried. Ald. Hilt assured the property owners that no further action will be taken at this time and if the status of their wells change, there will be a future recommendation. The Lake Forest water plans were reviewed and it was noted that they were approved by Resolution #257-90 at the Common Council meeting of November 13, 1990, subject to Committee review. The Commitee reviewed the City Engineer's report on water capacity and will review further at the December meeting. Superintendent Kloskowski discussed with the Committee costs received from the City Engineers for renovation of the pumphouse facilities and control system and identified priority expenditures. The Committee directed the Mayor to include cost figures in the 1990 borrowing, if it is determined by the Financial Consultant to have a minimal effect on the water rates.
