2 MINUTES OF MEETING HELD MAY 17, 1990
The meeting was called to order at 7:00 P.M. by Co -Chairman
Hilt. Also present were Committee Member D. Sanders, Mayor
Salentine, Utility Superintendent Kloskowski and those per the
attached list.
Mayor Salentine updated the Commitee on Status of FLOW.
The Committee reviewed the following sewer projects:
Highway L Sewer Project
Utility Superintendent reported that the project has been
completed with the exception of the change order to extend the
main to serve the Stave Coach Tavern.
Woods Road South Sewer Proiect
The City Engineers reviewed the extent of the project and it has
been determined that the last two possible lots on the Spitzner
property will not be served by gravity. These two lots may be
served by grinder pump. The Committee was advised that the Plan
Commission reviewed the anticipated zoning change. Ald. Hilt
moved to petition to rezone the affected properties from R2 to
RS-2. Seconded by Ald. D. Sanders, motion carried.
Woods Road South Water Project
The Committee discussed the status of Woods Road/South of Hwy L
Water Project. Ald. Hilt moved to direct the City Engineers to
extend the water main to the end of the Spinner property as the
last two divisions could possibly be served by grinder pumps.
Seconded by Ald. D. Sanders, motion carried.
Hillendale/Lembezeder/Wentland
Mr. and Mrs. Laschen (Tax Key 2130.979) have contacted the City
regarding possible service to their existing home. The City
Engineers have estimated an additional $12,000.00 to serve the
home because of the extra depth. Mayor Salentine was directed to
meet with the property owners and work out an agreement to
connect this existing house by grinder pump. Mr. Roger Johnston
(Tax Key 2180.985.001) appeared before the Committee to request
that risers be installed for future development.
Hillendale/Lembezeder/Tans
The Committee determined that Mr. Beatka's property (Tax Key
2177.932.003) will receive a theorectical assessment for the
frontage on Hillendale. The City is waiting for response from
Mr. Clarence Froelich as to quantity and placement of laterals
• and also a signed agreement that with the installation of sewers,
the exisiting home will be razed.

Hillendale/North of Hwy. L
The City Engineers have advised that in order to serve the Yaeger
property (Tax Key 2229.999), it will require extra depth at a
cost of $17,000. Aid. Hilt moved to approve the extra depth.
Seconded by Aid. D. Sanders, motion carried. The City Engineers
also reported that the Cox property (Tax Key 2188.991) and the
Kebbekus property (Tax Key 2188.994) can both be served by
gravity and should be informed that they will be part of the
project. The Committee requested that all property owners in the
project that have the ability to make land divisions, be sent a
letter requesting that they notify the City of their intentions
for future divisions.
Aid. Hilt moved to petition to rezone the affected properties
from R1 to RS-1. Seconded by Aid. D. Sanders, motion carried.
Highway L Extension (Annamax to Crowbar)
The City Engineers are preparing the plans and specifications for
the project and the Committee agreed to pick up cost for
nonassessable frontaee.
The Committee further discussed Sewer Assessment Policy.
The Committee discussed the Theoretical Assessment Policy for
sewer projects. Aid. Hilt moved to amend (d) of the Assessment
Sewer Policy to read:
(d) Theoretical front foot cost for sewer
projects shall be based upon the most recent
sewer project where construction -in -aid
monies are not received.
Seconded by Aid. D. Sanders, motion carried.
The Committee recommended adoption of the following procedure:
When a proposed sewer project has been approved,
and a landowner has not determined where his lot
and road layouts areT-tie City Engineer will
determine such layouts, the layouts will be sent
to the Planning Commission for approval, and the
landowner will be advised.
The Committee discussed sewer/water service for Valley View
Heights with affected property owners who were invited to
attend. They were advised that Terra Development is willing to
extend sewer at this time, but only phase water service in as
they expand their development over a 3 to 5 year period.

The water could be extended at the same time if it was served
through Hillendale extension. The property owners were receptive
to both sewer and water. Ald. Hilt moved to invite property
owners on Hillendale, North of Hwy. L, to attend the June meeting
to discuss proposed water extension on Hillendale north to serve
Valley View. Seconded by Ald. D. Sanders, motion carried.
Ald. D. Sanders moved to direct the City Engineers to prepare the
plans and specifications and bid the Valley View Sewer Project.
Seconded by Ald. Hilt, motion carried. The residents of Valley
View Subdivision were informed that this project is totally
dependent on the development of Lake Forest.
Mr. & Mrs. Earl Mattfes, Lot #40, Golden Country Estates,
appeared before the Committee to request permission to install a
driveway over sewer easement. Ald. D. Sanders moved to grant
permission and direct the Mayor to draft an agreement which will
be recorded with the property. Seconded by Ald. Hilt, motion
carried.
Ald. Hilt moved to recommend approval of third FLOW payment for
1990 in the amount of $21,000. Seconded by Ald. D. Sanders,
motion carried.
The Committee removed the request for sewer connection - S86
W11981 Woods Road from the Agenda at the request of the
petitioner.
The Committee review the gallonage and user charges from Town of
Norway for 1989 and requested an auditor's report on a pro-rata
share of the addition to their treatment plant.
The Committee reviewed the status of the transfer of the Kristin
Down Water Trust easements as follows:
Niemann - Property owner has been asked to re-sign.
D. Rowinski attempting to obtain signature.
Monreal - Signature of property owner and one of the
lending institutions has been obtained. City
attempting to obtain remaining two required
signatures.
Michael - All necessary signatures obtained.
Krieger - Document has been forwarded to lending
institution by Mr. Rowinski.

Mayor Salentine advised the Committee that the easement for the
Lake/Park/Richard Water Project has been signed. The City
Engineer has advised that the pre -construction meeting will be
scheduled within the next two to three weeks with construction to
start soon after. The Committee discussed request for
reconsideration of assessment for the Arrowood property (Tax Key
2193.075) to be a corner lot assessment instead of a three sided
assessment. The Committee rejected the request and determined
that the three sided assessment status will remain. The
Committee reviewed correspondence from City Engineer Ken Ward
dated May 17, 1990, recommending that the water main in the alley
between Richards Drive and Lake Drive be installed. Ald. Hilt
moved to approved installation of this water main, but not assess
affected homeowners on Center Drive. Seconded by Ald. D.
Sanders, motion carried.
The City Engineers are in the process of drawing the plans and
specifications to bid the Racine Avenue -Challenger to Lions Park
Water Project.
The Committee discussed amendment to WCA District in order to
include the Terra Development, Valley Heights Subdivision and
certain properties on Hillendale. Ald. Hilt moved to amend WCA
District and schedule public hearing for after the June Public
Utilities Committee meeting. Seconded by Ald. D. Sanders, motion
carried.
Mr. Peavy (W164 S7683 Bay Lane Terrace) appeared before the
Committee to request water service to his new home from the water
main on Bay Lane. The Committee is receptive to request with
petitioner being responsible for obtaining easements to his
property.
Utility Superintendent discussed with the Committee the latest
peak flows as a result of the May 11th storm.

SEWER ASSESSMENT POLICY FOR CONSTRUCTION
OF SANITARY SEWERS
7. Theoretical Assessments
A. Theoretical assessments may be levied on properties not
included in the original assessment roll and where
improvements may subsequently be made for certain
properties not abutting the improvement subject to
recommendation by the Public Utilities Committee and by
Common Council adoption of a Final Resolution and Waiver
of Assessments and Public Hearings.
B. Theoretical assessments shall be levied based on front
footage or zoning at the discretion of the Public
Utilities Committee.
C. If a determination is made by the Public Utilities
Committee that circumstances exist which would escalate
the cost of providing sewer service to the property, the
Public Utilities Committee has the authority to waive the
theoretical assessment.
* D. Theoretical front foot cost for sewer projects shall be
based upon the most recent sewer project where
construction -in -aid monies are not received.
E. A theoretical assessment can be put on a ten year payment
plan after the City Clerk has obtained signature on the
Waiver of Special Assessments & Public Hearings.
F. Credit shall be given for payment of attorney,
engineering, etc. bills up to 12% of the total front foot
theoretical assessment.
