PUM19900419PUBLIC UTILITIES COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD APRIL 19, 1990 • The meeting was called to order at 7:05 P.M. by Chairman H. Sanders. Also present were Committee Members Simmons and D. Sanders, Ald. Hilt, Mayor Salentine, Superintendent Kloskowski and those per the attached list. Mayor Salentine updated the Committee on the status of FLOW and reported that the peak flow issue has not been resolved but the District and FLOW representatives are currently meeting to resolve the concern. The Committee reviewed the status of the Hwy. L sewer project. Scott Kloskowski reported that the main line has been installed and laterals are currently being installed. The engineer is anticipating a June 1st completion date. The Committee reviewed correspondence from City Engineer Ken Ward, dated April 17, 1990, in regard to extending the sewers 800 ft. west to accommodate connection to the Stage Coach tavern. Engineer Ward stated that this extension can be accomplished by a change order. Ald. H. Sanders moved to approve the change order. Seconded by Ald. D. Sanders, motion carried. The Committee discussed the Woods Road South Water/Sewer Project with affected property owners in attendance. Ald. D. Sanders moved to direct the City Engineers to prepare the plans and • specifications and bid out the water and sewer projects. The sewer project will be to serve all properties that can be serviced by gravity and the water project to coincide. Seconded by Ald. Simmons, motion carried. Mrs. Just, W194 56945 Hillendale Drive, appeared before the Committee to request three laterals to her property to service her home and two additional lots as part of the Hillendale/Lembezeder/Wentland sewer project. Mayor Salentine advised the Committee that a letter had also been sent to Mr. & Mrs. Roger Johnston, W194 S7031 Hillendale, requesting that they contact the City to advise if they wish laterals or a main extension stub to their property. To date they have not responded. It was noted that the property owners at W194 56968 (old Wentland farmhouse) will also need to be contacted to question future plans for land divisions to assist in determining required laterals and location. The City Engineers are in the process of preparing the plans and specficiation for bid for the Hillendale/Lembezeder/Tans sewer project. Mr. Mutza, W206 S7844 Pasadena Drive appeared to discuss his assessment on Hillendale Drive which is part of the Hillendale/North of Hwy. L proposed sewer project. J Public Utilities Committee - Page 2 April 19, 1990 The Committee discussed the extension of the Hwy. L sewer project to Crowbar Road with petitioners. Mrs. Knutowski stated that with the Hwy. L,extension, she will sign a statement that she is receptive to not being granted a deferment on 300 ft. of business frontage for a proposed restaurant on her property. The remainder of the property is zoned A (Agriculture) and the minimum zoning size for a lot is 300 ft. The Committee felt that it is unrealistic to charge that large an assessment (300 ft.) for this property and determined that the land with the existing home will be assessed for 120 ft., which is the minimum required zoning for RS-1. Mrs. Knutowski requested that the portion of her property, which will not be benefited because of its severe topography, be determined as non -assessable. The Committee was agreeable with the stipulation that the remainder of the property will be a deferred assessment. Ald. H. Sanders moved to direct the City Engineers to prepare the plans and specficiations and bid the project. Seconded by Ald. D. Sanders, motion carried. Mr. Craig Lawdanski appeared before the Committee and requested using the alternate method of providing sewer service for four (4) properties on the Certified Survey Map. Ald. H. Sanders moved to grant four (4) connections and the property owner will install the main; thus eliminating the need for a theoretical assessment. Seconded by Ald. D. Sanders, motion carried. The Committee reviewed the Sewer Assessment Policy and discussed a minimum zoning frontage for lots which were served by an existing septic system where the land division was made under 40 non-sewered zoning. The Committee will continue to review the policy. The Committee reviewed letter from Waukesha County Department of Health dated April 11, 1990, which indicated the control which the Health Department has when septic systems are in need of repair. The Kristin Down representative provided the City Clerk with easements signed by the property owners but failed to secure lending institutions and, in one case, the correct easement width. The agreement was satisfactory and a homeowner's vote could be secured expediently, pending City Attorney review. The Committee acknowledged the effort to meet the time frame estabished for WCA being waived and requested that the Mayor, in consultation with the City Attorney, review the material. The Committee reviewed the results of the Lake/Park/Richards Drive survey which indicated that 17 were in favor, 20 opposed and 1 neutral. The property owners affected by the looping of Richards Drive were one -hundred percent opposed and questioned the necessity of the loop. The Committee agreed to not provide service to those properties that were assessed because of the loop. Mr. David Nelson, Tax Key 2193.128, expressed concern about a corner lot calculation for his assessment, because the frontage on one street will never have water installed as it only 46 extends past his lot to the lake. The Committee acknowledged that Mr. Nelson's property, and four similar properties, should be recalculated for frontage abutting the improvement only. Public Utilities Committee - Page 3 April 19, 1990 The City Engineer is also directed to correct the following . assessments: Tax Key 2193.092 Tax Key 2193.098 Tax Key 2193.100 Tax Key 2193.102 Frontage should be 50' instead of 78.50' Frontage should be 75' instead of 70' Frontage should be 75' instead of 80.00' Add Lateral Assessment of $469.19 Ald. H. Sanders moved to recommend to the Common Council to award the bid to Underground Pipe Line. Seconded by Ald. D. Sanders, motion carried. The City Engineer is requested to secure an extension of time from the contractor because the required easement has not been secured and Attorney Molter is instructed to proceed with securing an appraisal in the event that condemnation is necessary. The City Engineers are proceeding with the field work to prepare necessary plans and specifications for the Racine Avenue/Gemini • North Water Project. Mr. William Carity, representing Terra Development, appeared before the Committee to request 200 multiple connections, sewer service for a commercial property, and 165 residential connections for sewers and requested water service for the development known as Lake Forest (formerly Cambridge Meadows). The Committee was aware that a booster pump and amendment to the WCA District will be required. Ald. H. Sanders moved to allow required connections and to direct the City Engineer to provide sizing and cost information on a booster pump. Seconded by Ald. Simmons, motion carried. Mr. Ken Purdy, W208 S8543 Hillendale, requested sewer service to Valley View Heights Subdivision which would require an extension of the main in the area which is intended to be Phase #2 of the Terra Development. The result of Mr. Purdy's poll is that 26 lots are in favor or sewers and that water was acceptable to most of the property owners. The item for WCA rate adjustment for John Ingersoll was removed from the agenda. The Utility Superintendent's report was reviewed and placed on file.
