PUM19891005• PUBLIC UTILITIES COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD OCTOBER 5, 1989 The meeting was called to order at 7:05 P.M. by Chairman H. Sanders. Also present were Committee Member D. Sanders, Mayor Salentine, Utility Superintendent Kloskowski, Ald. Dumke, Ald. Hilt and those per the attached list. City Engineer Ken Ward and Financial Consultant Seegar Swanson appeared before the Committee to review the amended Facilities Plan for the extension of sewer service in the Area Southeast of Big Muskego Lake. Ken Ward explained that there are a number of alternatives available with Alternative #6 being the least cost alternative at 2.2 million. An estimated 400 to 700 connections would be available with this alternative. Properties along the force main would not be assessed because an individual home could not be connected to the system. All affected property owners will be invited to a Public Hearing scheduled for November 1, 1989, at 7:00 P.M. to discuss the Facilities Plan. The Committee discussed the 1990 Reserve Capacity Assessment and the 1990 Water Capacity Assessment and noted that the dollars for funding the infrastructure for the Area Southeast of Big Muskego Lake is calculated on an 8% escalation of the original • assessment. The front foot assessment will be reviewed for water projects at the November meeting. Mayor Salentine updated the Committee on the status of FLOW. The Committee discussed the status of the Highway L Sewer Project. City Engineer Ken Ward reported that the bids will be let within the week and anticipate that the City will be awarding bid in early January. The Committee reviewed the revised Agreement between City of Muskego and Waste Management and recommended Council approval. The Utility Superintendent reported on Sewer Restorations and noted that Woods Road is just about completed with the exception of some ditching to be done on the north side of the road. The Utility Superintendent advised the Commitee that the Odor Control equipment for the Woods Road Lift Station has been installed and he is waiting for the electrician to provide service. The Committee reviewed the status of the Lake/Park/Richards Water Project. The City Engineers are drawing up the plans. The Utility Superintendent alerted the Committee that four homes on Lannon Drive, north of Highway L, have received bad well samples, and the Committee should consider possibly including Lannon Drive in this project and creating a loop on Highway L. Public Utilities Committee - Page 2 October 5, 1989 The Utility Superintendent reported on the status of the Woods Road -Lannon West Water Project. The contractor is finishing with some ditching work still to be completed. Mr. Joe Beatka, W192 S6685 Hillendale, appeared before the Committee to request that the City look into the feasibility of sewering this property and G & W Pattern, S66 W19444 Tans Drive. The Committee moved to direct the City Engineers to determine if these properties can be served. Mayor Salentine updated the Committee on his meeting with the City of New Berlin in regards to the MMSD contract. The City of New Berlin's Committee of the Whole recommended approval, subject to staff review, of continuing to include the entire service valuation in Muskego's contract with the cost of the unconnected valuation to be paid by New Berlin.
