PUM19890817PUBLIC UTILITIES COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD AUGUST 17, 1989 The meeting was called to order at 7:00 P.M. by Chairman H. Sanders. Also present were Committee Members Simmons and D. Sanders, Mayor Salentine, Utility Superintendent Kloskowski and those per the attached list. Mayor Salentine updated the Committee on the status of FLOW. Supt. Kloskowski reviewed sewer restoration and advised that the restoration work has started on the Woods Road/Mystic to Durham sewer project. Mr. and Mrs. Robert Salmen, S74 W14941 Woods Road (Mystic to Durham Sewer Project) appeared before the Committee requesting a reduction in their assessment due to the Salmens giving the City an easement for the project. The Committee denied the request. Supt. Kloskowski advised that the odor control units for the lift stations have not arrived. The McShane lift station blew out some expensive units which are thought to be a result of the recent storm. The Committee discussed the amended Facilities Plan for the amended sewer service area. Supt. Kloskowski checked out Franklin sewer main which was thought to be 24 inches and reported that it is actually 8 inches. The Committee determined that a meeting should be scheduled for Mr. Krause, his engineer, Ken Ward and Seegar Swanson to review. The Committee reviewed correspondence from Attorney Molter which indicated that the final verbage was being worked out for the Highway L Waste Management agreement. The Committee discussed Usage Charge billing for multi-Rec properties and deferred until the September meeting. The Committee discussed proposed water project for Lake Drive and Park Drive. All affected property owners had been invited. The City received a petition from 13 residents representing 11 properties indicating that they were against the project. Ald. Simmons moved to defer until September meeting and request that the Clerk's Office do a phone survey of people who have not responded. Those unable to be contacted by telephone will be contacted personally by a Committee member. Seconded by Ald. H. Sanders, motion carried. The Committee reviewed the status of the Kristin Downs water trust. The City has received title commitments for the six required easements and PSC approval is being obtained by the City Engineers. 0 Public Utilities Committee - Page 2 August 17, 1989 �. Restoration on the Ann/Valley Water project is nearing completion. Road has been repaired and seeding is being done. Sections of road along the Woods Road -Lannon West Water Project are being repaved and seeding and top soil still need to be done. The discussion on interest penalty on water bills was removed from the Agenda as the person initiating the item did not appear. The Committee discussed the attorney and engineering costs that are incurred to implement Theoretical Assessments. In all City water and sewer projects, the front foot cost contains a 20% contingency which provides for the payment of engineering and attorney fees. A Theoretical Assessment is based upon the City's latest project front foot cost which includes the 20%; thus, when a Theoretical Assessment is levied and engineering and attorney fees are incurred, the City will credit up to 12% of the total front foot Theoretical Assessment for the costs incurred. Ald. Simmons moved to recommend to Council adoption of the above amendment to the Theoretical Assessment policy. Seconded by Ald. H. Sanders, motion carried. The Committee reviewed report on status of well tests. It was determined that the ordinance and procedure will be followed whereby if a well tests unsafe after two tests, the City will • notify the property owner that a forced hook-up to the municipal water will occur and all charges will be billed to the property owner. A letter will be sent to all property owners who have not submitted well test results advising that they have 90 days from the Julyl 1st deadline to submit a safe sample from their well or the City will proceed with forced hook-up. The Committee reviewed sewer and water plans for the Woodside Estates subdivision and noted that the sewer easements should be recorded on the plat per the City Engineer's recommendation in their correspondence of August 14, 1989. The Committee reviewed the Utility Superintendent's report and noted the damage due to power outage at the lift stations as a result of the recent storms. Mr. Bob Pelzman of Klenz Realty appeared before the Committee to discuss sewer service to Lot 16 of the Narlock land division. Ald. Simmons moved that there will be no future sewer assessment to this lot due to petitioner having installed forced main and grinder pump through property at his own expense. The lot in question is on the corner of Lakeview and Hillendale (copy of survey attached). Seconded by Ald. H. Sanders, motion carried. Public Utilities Committee - Page 3 • August 17, 1989 Supt.
