MINUTES OF MEETING HELD JULY 20, 1989
The meeting was called to order at 7:08 P.M. by Chairman H.
Sanders. Also present were Committee Members Simmons and D.
Sanders, Mayor Salentine, Superintendent Kloskowski and those per
the attached list.
Mayor Salentine updated the Committee on FLOW and indicated that
a full presentation will be given at the July 25, 1989 Common
Council meeting.
All restoration work on sewer projects has been completed.
Utility Superintendent Kloskowski reported that the carbon filter
system for the Woods Road Lift Station is on order and expected
to be delivered within the next couple of weeks. The Committee
directed Utility Superintendent Kloskowski and City Engineer Tom
Renner to review specifications for the capping of the McShane
Lift Station to determine where costs could be reduced and notify
the City Engineer to prepare plans and specifications and to bid
the project.
Mr. Scott Krause and his engineer appeared before the Committee
• to discuss the preliminary draft of the Facilities Plan prepared
by the City Engineers. The Committee directed that the Mayor,
Chairman Sanders, Scott Krause and Utility Superintendent
Kloskowski meet with the City Engineers to review alternatives to
the Facilities Plan. Ald. Dumke expressed an interest to also
also attend this meeting.
Utility Superintendent Kloskowski updated the Committee on the
progress of the Woods Road Sewer Project (Mystic to Durham) and
stated that the project is anticipated to start around the 26th
of July.
The Committee reviewed Mayor Salentine's correspondence of July
12, 1989, to Mr. Frank Agenten informing him of a meeting held
between the City of Muskego and the City of Franklin to discuss
the request to extend sewers. The City of Franklin supplied a
report from their engineering firm which documented that the new
10" main extension provided by MMSD does not have sufficient
capacity to serve the area requested in the City of Muskego.
The Committee reviewed the City Attorney's opinion regarding
assessments for corner lots and recommended adoption of amendment
to both sewer and water ordinances.
Utility Superintendent Kloskowski advised the Committee that a
new motor was ordered to replace a burned out 15 hp motor for the
Jensen Lift Station. This new motor is high efficiency and
qualifies for Wisconsin Electric Company rebate.

The Committee reviewed correspondence from FLOW regarding request
for two additional FLOW payments totaling $42,000. Ald. H.
Sanders moved to recommend approval of payments. Seconded by
Ald. Simmons, motion carried.
Mr. & Mrs. Haut appeared before the Committee to request sewer
capacity for property on Crowbar & Kelsey Drive. Utility
Superintendent Kloskowski reported that approximately 356
connections are available in the Lake Denoon area. The Committee
approved reserving 100 connections for a one year period for this
proposed subdivision and referred Mr. Erwin & Mrs. Pearl Haut to
the Parks & Recreation Board to obtain an easement across park
land between the Haut property and the Lake Meadows
Subdivision. Mr. Erwin & Mrs. Pearl Haut were also directed to
the Department of Planning & Development to determine where
exactly this connection would be made.
Ald. D. Sanders moved to approve request received from Reesman's
Excavating & Grading, Inc. to extend the Woods Road -Lannon Drive
West water project completion date two weeks (August 15, 1989).
Seconded by Ald. Simmons, motion carried.
Mayor Salentine updated the Committee on the Kristin Downs Water
• Trust agreement and indicated there are several easements to be
obtained and title searches are being done.
Utility Superintendent Kloskowski advised the Committee that the
Ann/Valley Water Project is complete except for restoration.
Some trench settling has been noticed and the contractor has been
notified.
The Committee reviewed Attorney Molter's correspondence dated
July 11, 1989, regarding proposed amendments to the Water
Ordinance and changes to administrative matters. The Committee
agreed with Attorney's recommendations.
The Committee reviewed agreement prepared by the City Attorney
between Don & Kathy Ross and the City of Muskego and recommended
approval.
Mr. Walter Hampe appeared before the Committee to request
extension of a private lateral from the end of the water main on
Valley Drive to their property which is approximately 50 ft.
Ald. Simmons moved to grant connection assessing Mr. Hampe $15.29
per front foot, as well as a WCA of $486., and directed the City
Attorney to draft an agreement providing for municipal water
connection for the Hampe property using public road right-of-
way. Seconded by Ald. D. Sanders, motion carried. Mr. Hampe
• also was advised of plumbing permit fees and inspection fees.
This project will be done by a private contractor and inspected
by the City. Mayor Salentine stated that the private lateral

from the City's main to the house will be the property owner's
responsibility.
Mr. & Mrs. Dick appeared before the Committee to request water
service for their property at W175 S7583 Park Drive. Mrs. Dick
presented a petition with four property owners on Park Drive
requesting water service. Ald. Simmons moved to recommend to the
Common Council that the City Engineers provide the specficiations
and bid a water project to connect from Bay Breeze water main to
serve Park Drive and Lake Drive to Lannon Drive. Seconded by
Ald. D. Sanders, motion carried.
Utility Superintendent Kloskowski requested extension of
temporary help for the Utilities Department for an additional
four (4) weeks. Ald. Simmons moved to approve request. Seconded
by Ald. H. Sanders, motion carried.
The Committee reviewed Utility Superintendent Kloskowski's report
and directed the Utility Clerk to advise aldermen of residents,
within their district, who haved not complied with the well
testing regulations.
