PUBLIC UTILITIES COMMITTEE - CITY OF MUSKEGO
MINUTES OF MEETING HELD AUGUST 11, 1988
The meeting was called to order at 7:10 P.M. by Chairman
Sanders. Also present were Committee Member Hilt, Mayor
Salentine, Utility Superintendent Scott Kloskowski and those per
the attached list.
Mayor Salentine updated the Committee on Flow. The next meeting
is scheduled for Tuesday, August 16, 1988.
The Committee reviewed Hillendale and Bay Lane/Bellview Sewer
Projects. Scott advised that Hillendale Sewer Project has been
completed and that approval from MMSD has been received for Bay
Lane/Bellview. Connection letters for Bellview/Bay Lane will be
mailed shortly.
The Committee reviewed the proposed Highway 24 Sewer Project.
The City Engineer is preparing plans for submittal and the
Engineer's responsibility of preparing data for the agreement
with Waste Management is being supplied to the City Attorney for
drafting. A meeting to negotiate the easement by Chairman
Sanders, Mayor Salentine and the property owner, Mr. Harold
DeBack, has been held and the terms upon which the City Attorney
will draft an agreement have been agreed upon. When the terms
were reviewed by the City Engineer, it was recommended that a
value for the non -assessable easement be applied toward the
• interest escalation for the assessment. Mr. DeBack indicated
that this is not acceptable because it would establish a time
limitation upon non -escalation of the assessment. The Committee
will research the David Ludwig deferred assessment on Kurtze Lane
and contact Mr. DeBack. The Committee also determined that
gravel backfill should be added to the agreement and that
construction be done in winter months.
The Committee reviewed correspondence from Mr. Kostello on
delinquent sewer usage bill for property located at W172 S7369
Lake Drive. The Committee agreed that the bill is uncollectable
due to error in closing statement.
Mr. Bill Yach, a representative of Waste Management, appeared
before the Committee to request that leachate from the Franklin
Landfill and the Muskego Landfill be discharged at the College
Court collection point. Approximately 5 to 6 loads per day from
Franklin Landfill and approximately 10 loads per month from the
Muskego Landfill. Ald. Sanders moved to allow the request for a
trial period and directed the City Attorney to draw up an
agreement with Waste Management which allows them to discharge,
but if a problem results, the agreement could be terminated.
Seconded by Ald. Hilt, motion carried.
There has been no further communications on the sewer request for
the Dale Dawson property.
Odor emission complaint from Northeast Lift station was deferred
until Ald. Repischak can be present.

Mrs. Dona Gnas appeared before the Committee to object to three
outhouses on Denoon Road. Mr. Walter Chrisman representing the
40 owners of the outhouses stated that one of the outhouses has been
removed because the resident is connected to sewer, the second
outhouse will be removed shortly because sewer is being installed
and the third outhouse serves a cottage with no inside
facilities.
The Committee discussed enclosing open wet well at the Northeast
Lift Station. Ald. Hilt moved to direct City Engineers to design
a cover and filter system to eliminate odors and to give
estimated cost to construct such a system. Seconded by Ald.
Sanders, motion carried.
Mayor Salentine informed the Committee that approval for
connection to sewers from MMSD was received for Brittany Estates
Addn. #1.
Mr. Stan Potrykus and Greg Boehm appeared before the Committee to
discuss sewer plans for Meadow Green West Subdivision. Ald. Hilt
moved to approve forty-four lot connections. Seconded by Ald.
Sanders, motion carried.
Mr. Stan Potrykus also appeared before the Committee to request
sewer connections for two additional lots on the Vesbach property
• on Lannon Drive & Woods Road. The Committee suggested that the
potential property owners contact Mrs. Dorothy Vesbach to suggest
her participation in construction costs for a deeper sewer main
which would service her entire property. If accomplished, the
Committee was receptive to their installing sewer laterals at no
cost to the City.
Mayor Salentine reported on the sewer extension to Highway "00"
and Highway "45". The request for the determination at this time
is in conjunction with the Feasibility Plan which must be
designed to serve the Muskego Lakes sewer service area. The lift
station and oversizing would have to be designed simultaneously
with the present sewer service area. A meeting instigated by
SEWRPC had the landfill operators, affected communities, DNR and
MMSD in attendance and indicated SEWRPC's desire to have the
landfills provided with sewer service for the conveyance of
leachate. The City of Franklin indicated that there was sewer
service available to serve Waste Management's Franklin site.
Both DNR & SEWRPC indicated that they would be receptive to
amending the sewer service area without a reduction in our
present area because of funds and leachate conveyance. After
considerable discussion with the impacted property owners, Ald.
Sanders moved to amend the sewer service area to include the
Highway 45 corridor. Seconded by Ald. Hilt, motion carried.
• Restoration on Water Projects was discussed. Re -seeding has
started on Highway 24. Scott has removed dead shrubbery from the
Parkland Mall area and Sentry. The contractor will replace in
Fall.

• Scott reported that meter installation in the Guernsey Meadow
Subdivision is incomplete. The Committee directed the Clerk's
Office to send out letters to all affected property owners
informing them that it is mandatory that all meters be installed
and to alert them of the consequences if they continue to refuse
entry to install meters.
Kristin Downs Water Trust is waiting for new PSC rates and, if
they are favorable, they will join the Utility. The City
Attorney and City Engineers are working with the Water Trust's
representative to acquire the necessary information.
The Committee discussed the possibility of providing water
service to Valley Drive and Ann Drive. The Committee requests
that affected property owners be invited to the September
meeting.
The Committee reviewed the water plans for the Meadow Green West
Subdivision. Ald. Sanders moved to approve. Seconded by Ald.
Hilt, motion carried.
The Utility Superintendent's report was read and placed on file.
The meeting adjourned at 10:05 P.M.
