PUM19880616PUBLIC UTILITIES COMMITTEE - CITY OF MUSKEGO • MINUTES OF MEETING HELD JUNE 16, 1988 The meeting was called to order at 7 00 P.M. by Chairman Sanders. Also present were Committee Member Hilt, Utility Superintendent Kloskowski, Mayor Salentine and those per the attached list. Ald. Repischak was absent. Mayor Salentine updated the Committee on the Status of FLOW. The next meeting is scheduled for June 21, 1988. The Committee reviewed the status of the Hillendale Sewer Project. A notice has been sent to the fire departments and police departments alerting them of the Hillendale road closing starting Monday, June 20, 1988. The Committee reviewed the status of Bellview/Bay Lane Sewer Restoration. The Committee reviewed the mail box complaint received from Dennis Bauer which has been referred to the Contractor by the City Engineers. Utility Superintendent Kloskowski updated the Comittee on the status of required permits for MMSD - Septic Haulers. A Zoning Use Permit application form has to be filled out by MMSD and returned to the City. Utility Superintendent Kloskowski will • obtain signed permit application and $30.00 fee. Mayor Salentine updated the Committee on the.Janesville Road Sewer Project. The Committee reviewed sewer easement with Mr. Harold DeBack. Ald. Sanders moved to request the Building Inspection Department to supply Mr. DeBack with 2' topography maps for all quarters of Section 17 along with copies of the corresponding cadastrals. Seconded by Ald. Hilt, motion carried. The Committee recognizes that the project requires easement acquisition from the affected landowner. Utility Superintendent submitted the following quotes for purchase of a Utility Vehicle. Hiller Ford $17,163.00 Badger Truck $15,975.00 Ald. Hilt moved to recommend acceptance of the low quote of Badger Truck in the amount of $15,975.00. Seconded by Ald. Sanders, motion carried. Mr. Tom Wernette appeared before the Committee to request a sewer extension for Freedom Acres. Ald. Sanders moved to approve eight sewer connections to serve the eight lot division. Seconded by Ald. Hilt, motion carried. 0 Public Utility Committee - June 16, 1988 Page 2 The Committee discussed Valley View Heights Subdivision with Mr. Ken Purdy. Mr. Purdy requests to authorize the City Engineers to report the feasibility of establishing a gravity sewer in this area. Ald. Sanders moved to authorize the City Engineers to review the feasibility of establishing a gravity sewer with the cost of the report not to exceed $500.00. Seconded by Ald. Hilt, motion carried. Odor complaints were received from the Woods Road Lift Station. The Committee reviewed police reports which indicated that the odor was minimal. Utility Superintendent Kloskowski will continue to monitor the lift station. The Committee reviewed a reimbursement claim received from Ricky Medrow, W187 56876 Jewel Crest, in the amount of $89.00 for cleaning clogged City sewer main. Ald. Sanders moved to recommend that the Utility Clerk contact Mr. Medrow to receive a copy of the bill and that the Utility pay the service call portion only. Seconded by Ald. Hilt, motion carried. This follows the procedure that was established on the last clogged sewer main claim which is to pay the service call only. This places the burden on the repair service to check if the City's main is the problem before costs are incurred working on a private lateral. The Committee reviewed sewer extension plans for the Dale Dawson . Development on Tans Drive and Racine Avenue for nine large lots. The proposed development is in the sewer service area. Ald. Hilt moved to direct the City Engineers to determine whether or not this division can be connected to sewers, the cost to be paid by the developer. Seconded by Ald. Hilt, motion carried. The Committee discussed metering request received from Tudor Oaks with Uility Superintendent Kloskowski to prorate sewer usage fee for water used in air conditioning unit. Ald. Hilt moved to approve installation of second meter to monitor water by-passing the sewer system. Seconded by Ald. Sanders, motion carried. The Committee recommended a policy that all commercial and multi - housing units who are serviced by both City water and sewer will be billed quarterly. The Committee reviewed restoration of Water Projects. Madison Underground has started restoration on Lannon Drive and all other contractors have been given a punch list by City Engineer Ken Ward of all required restoration. The Committee reviewed the status of Bay Lane Water Project. The project has been completed. • Public Utility - June 16, 1988 Page 3 • Utility Superintendent Kloskowski updated the Committee on the Guernsey Meadow Water Service. To date approximately one-half of the water meters have been installed. The Committee was advised that no progress has been made toward acquiring the Kristin Downs Water Trust. City Engineer Ken Ward is working on this project. Mr. Robert Klenz appeared before the Committee to request review of the sewer plans for Durhamswood Addn. #2. There will be thirty-one (31) lots in the final stage of the subdivision. Ald. Sanders moved to approve sewer plans. Seconded by Ald. Hilt, motion carried. The Committee reviewed legislation on Fire Protection Costs as outlined in League of Municipalities Bulletin Number 87-58 dated June 7, 1988. Ald. Hilt moved to recommend approval of proposed resolution. Seconded by Ald. Sanders, motion carried. The League is stating that if the City does not pass a resolution by August 1, the Water Utility may not bill either the Municipality or the water customers for water -related fire protection service costs without PSC approval. By adopting the proposed resolution, the City will be "buying time" so that the Utility may make an informed decision as to whether it wants to (a) have the • Municipality continue to pay these charges, or (b) develop a system for charging water customers directly. The Committee discussed Water Usage charges to Woodcrest Subdivision for flushing water system in the Subdivision with Mr. Robert Klenz. Utility Superintendent Kloskowski advised Mr. Klenz that this was a required PSC charge. The Utility Superintendent's report was read and placed on file. The meeting adjourned at 8:42 P.M.
