MINUTES OF MEETING HELD MAY 19, 1988
The meeting was called to order at 7:00 P.M. Also present were
Committee Members Hilt and Repischak, Mayor Salentine, Utility
Superintendent Kloskowski and those per the attached list.
Mayor Salentine updated the Committee on the status of FLOW.
There has now been a change of committee members and Mayor of the
City of Milwaukee. The State Supreme Court decision on the
statute should be received shortly.
The Committee discussed status of sewer projects. Bay Lane Sewer
Project is at the restoration stage.
All pending forced hook-ups have been completed.
Utility Superintendent Kloskowski updated the Committee on the
status of the Septic Haulers. He will be checking with Zoning
Officer Lee as to his concerns on required permits for MMSD.
The iterim Waste Management Sewer Agreement was reviewed. Ald.
Repischak moved to recommend Common Council adoption of the
• iterim agreement. Seconded by Ald. Hilt, motion carried. The
Chairman of the Committee will negotiate an agreement for the
easement crossing on the Harold DeBack property.
The new vehicle request was discussed and Utility Superintendent
Kloskowski is to obtain quotes for the June meeting.
The 1987 Auditor's report for charges to Muskego from the Town of
Norway was reviewed and placed on file. The request for a sewer
connection in the Town of Norway area was approved subject to
RS2-OLS overlay zoning which results in a front foot assessment
of 77 ft. at a front foot rate of $30.38 which is the front foot
assessment rate for the latest sewer project. This property is
zoned agriculture.
Utility Superintendent Kloskowski and City Engineer Ken Ward made
a tour of all water projects and a list of restoration orders is
being completed.
The Committee reviewed correspondence of May 9, 1988, regarding
lateral costs for the Knutowski property which had been requested
by the Public Utility Committee to establish the cost to bring a
1" water service to within 5'feet of the residence. The
Committee directed the City Clerk to refer the $2,934.00 cost to
the attorney representing the property owner and indicate that
the Utility would be receptive to reimbursement of the above
dollar amount in lieu of connection.

The Committee was made aware that Guernsey Meadows Water Trust is
now part of the City 's Water Utility and that the Public Service
Commission has been notified.
The Committee is requesting that the City Engineers actively
pursue the Kristin Downs Water Trust's connection to the Water
Utility and file an updated report for the June meeting.
During the review to establish a policy for water main
extensions, it was determined that areas within the WCA District
which main extensions can be provided to and which have 51% of
the propety owners affected in favor, can petition the Public
Utility Committee for a water main extension. This will require
an informational hearing to be held for the propeties involved in
the project. The hearing will be the basis for the Committee to
determine if water will be provided and assessed upon the
benefited properties.
The Committee reviewed information supplied by the Clerk's Office
regarding an error in the assessment roll for MW-3-87 for Tax Key
#2193.086 (Wyrowski) and Tax Key #2193.087 & #2193.088 (Sawicki).
Ald. Hilt moved to recommend amending the Final Resolution and
Assessment Roll for MW-3-87 to make the following changes:
Assmt. #3 - Ervin & V. 4Xrowsk_i, Tax Key #2193.086
Reduce front footage from 1 .75 ft. to 59 ft., therefore
reducing front foot assessment from $1,868.00 to $944.00
Assmt. #4 - Floyd & Lois Sawicki, Tax Key112193.087
Delete lateral assessment of 1,0 9.05.
Assmt. lk5 - Floyd & Lois Sawicki, Tax Key#2193.088
Reduce ront ootage rom t. to 59 ft., therefore
reducing front foot assessment from $1,512.00 to $944.00.
Seconded by Ald. Repischak, motion carried.
The Utility Superintendent's report was reviewed and placed on
file.
