MINUTES OF MEETING HELD APRIL 21, 1988
The meeting was called to order at 7:10 P.M. by Chairman
Sanders. Also present were Committee Members Hilt and DeAngelis,
Mayor Salentine, Utility Superintendent Kloskowski and those per
the attached list.
The Committee elected the 6th District Alderman to be Secretary
of the newly formed Public Utilities Committee.
Further discussion was held in regard to the proposed Waste
Management Sewer Extension (Highway 24 Sewer Project - Enterprise
to W21392). Ald. Hilt moved to recommend that the Engineers be
directed to prepare the plans and specifications and to direct
the City Attorney to prepare the necessary easements. Seconded
by Ald. Sanders, motion carried.
The Committee reviewed material supplied by the Building
Inspection Department regarding a request for sewer service for a
proposed land division of the Vesbach property on Woods Road west
of Lannon Drive. The Committee determined that the approved land
division would receive a front foot assessment of $30.38 per
foot. Ald. Hilt moved to approve the above request subject to
• the 120 ft. of required frontage pursuant to the RS-1 zoning.
Seconded by Ald. Sanders, motion carried. The front foot cost is
charged because in the future a sewer extension may be made on
Woods Road and the property would not receive a benefit if
already having sewer service.
Utility Superintendent Kloskowski updated the Committee on the
status of the Septic Hauler Agreement. The agreements have been
mailed to all prospective haulers and are to be returned by April
29, 1988. Upon receipt and payment of $30.00 per truck, the
haulers will receive a license listing all of the trucks to be
used and each truck will receive an individual sticker. Only
licensed vehicles will be allowed to use the services on College
Court.
The Committee discussed the status of the following forced hook-
ups:
W167 S6869 Oak Hill Drive - The Building Inspector
is in the process of securing bids.
Ludwig/Strampe - The Building Inspector has sent a
15 day deadine notice to the contractor, Mr. Ed Zidar, to
finish the job.
Hook-up for the Irish Springhouse was completed on
April 19, 1988

Mayor Salentine updated the Committee on the status of FLOW.
Mayor Norquist of Milwaukee is appointing new MMSD commissioners.
Mr. Dalsbo of W188 S6495 Gold Drive has contacted the City
requesting sewer service on a parcel of land on Hillendale
Drive. The Committee requests that the Clerk write a letter to
Mr. Dalsbo recommending that he make an appointment with the
Building Inspector to review the request for sewer service.
The Committee reviewed minutes of the public hearing on the
Hillendale Sewer Project and placed on file.
The Committee reviewed the Chairman's summary of the meeting held
with Mayor Salentine and Attorney Molter where the letter from
Attorney Schober, representing Lynn Kurer, was discussed. It is
the opinion of Attorney Molter that the requirement for a front
foot cost to be paid on the proposed land divisions on Courtland
Drive be removed because the developer installed the sewer main
and the City did not incur any cost. Ald. Hilt moved to remove
the required front foot assessment and to reaffirm the four
connections originally approved. Seconded by Ald. Sanders,
motion carried.
• Mrs. Diane Severson, W14240 College Avenue, a New Berlin
Resident, appeared before the Committee to request sewer service.
It was determined that sewers were not in the vicinity of their
home.
The Committee reviewed the status of the Guernsey Meadows Water
Trust. Mr. Brownwell, President of the Guernsey Meadows
Homeowner's Association is obtaining the necessary easements.
One property is providing a five foot easement due to the
placement of a swimming pool on the property. Mr. Brownell has
been requested to obtain a ten foot easement per the City
Engineer's recommendation. The Committee determined that if only
a five foot easement can be obtained, the City should proceed
with the approved agreement.
The City Engineer and City Attorney are working with the Kristin
Downs Homeowner's Association to secure the necessary documents.
Utility Superintendent Kloskowski advised the Committee that the
Bay Lane Water Project is nearing construction completion.
The Committee discussed the following restoration complaints and
directed the Clerk to compile a final list and forward to City
Engineer Ken Ward:

Correspondence was reviewed from Attorney James Morgan, on behalf
of Clementine Knutowski, S85 W21531 Janesville Road, stating that
it is not Mrs. Knutowski's intent to hook-up to the Municipal
Water System and, therefore, would be willing to reimburse the
City for costs incurred for bringing the lateral to within five
feet of her residence. The Committee requested that the City
Engineer estimate the cost to bringing the lateral to within five
feet of Mrs. Knutowski's residence and submit to the Committee
for further review.
The Utility Superintendent reported that a determination of the
Water Utility acquiring the well on the Dandilion property has
• not been made.
The Commitee reviewed a telephone request from Mr. Larry Peterson
to provide water service on Pioneer Drive. The Committee
determined that installation of a water main on Pioneer Drive
would require the support of the affected property owners.
Utility Superintendent's report was reviewed and placed on file.
Minutes of the previous meeting were reviewed and placed on file.
