K CITY OF MUSKEGO Staff Report to Public Works and Safety Committee To: Public Works and Safety Committee From: Scott Kroeger, PE, PLS, Public Works and Development Director Subject: Vision Corner Waiver Request for Muskego Moose Lodge Date: October 17, 2022 The City of Muskego Public Work and Safety Committee has received a request for a vision corner waiver for the Muskego Moose Lodge which is located at the southeast corner of Janesville Road and Crowbar Drive. The property owner plans to erect a sign monument within their property in an area defined as a vision triangle. The Muskego Moose Lodge has provided a very detail and thorough request which I have attached. City Staff has read their request and agrees with their assessment of the situation. Recommendation for Action by the Committee: The Public Works and Development department does not have an issue with this waiver request of allowing the sign monument to be erected within the vision corner. The Public Work and Safety Committee will have the final decision on whether or not to allow this waiver request. 3 Iq Muskego Moose Lodge Vision Triangle Exception Request The Moose lodge of Muskego located at S86 W21693 Janesville Rd (the intersection of Janesville Rd and Crowbar Rd on the southeast corner) is requesting approval to place a new monument in a location on our property that falls within a vision triangle as defined by the Muskego "Ultimate Right -Of -Way" document and the Muskego ordinances which are used by Muskego to determine the sign locations. As per the sign code a sign can be located in the vision triangle as long as it does "not affect safety" We believe the proposed location of the sign does not affect safety for a number of reasons including: • The intersection of Janesville Rd. and Crowbar Rd. is a controlled intersection with Crowbar Rd. having stop signs in both the north and south directions. As a controlled intersection drivers travelling west on Janesville Rd. have clear vision of cars stopped at and approaching the stop sign. Drivers travelling north on Crowbar Rd. when stopped at the stop sign have a clear view of traffic approaching from the east. This document contains pictures demonstrating the visibility. • The proposed location of the sign is located on the top of an existing mound which currently has large shrubs and a moose statue. The shrubs and moose are to be removed and the sign placed in that location, The shrubs and moose have been there many years and have not presented a safety hazard. Since the proposed sign is in the same location it is assumed that it also will not be a safety hazard • The location of the vision triangle is based on Muskego's "future" ultimate right-of-way map which has a 100 ft right-of-way for both Janesville and Crowbar roads from the center of the roadway to the property line. Both roads are single lane roads approximately 12 ft wide in each direction. The distance of 100 ft for the right of way line is appropriate for a much wider future road that to the best of our knowledge is not planned for the foreseeable future. • If the intersection is eventually widened and the location of the sign does become a safety hazard it can be moved to a new location relatively easily. The attached photos and illustrations demonstrate that from our perspective the proposed sign location is not a safety hazard. We appreciate you taking the time to review this request. This would vacate the ROW for Kurtze Court ROW off of Kurtze Lane located on the west side of Bass Bay. The City of Muskego will no longer be responsible to maintain this road. The City of Muskego would require a sanitary sewer easement for the existing sanitary sewer located in the Kurtze Court ROW. City of Muskego policy says the Public Work and Safety Committee needs to determine if the City should receive compensation for the property to be vacated. If the City of Muskego vacates the Kurtze Court ROW and this property gets development in the future, the requestor potentially could have a financial advantage or even gain a lot by this ROW vacation. There are no plans to drop the speed limit along Woods Road. Below are photos of the existing intersection. I estimated about $8,000 to $10,000 to do this work. Crash Data In the last 5 years the Police had one reportable accident at this intersection. Here is some background information on the use of crosswalk lines per different guidelines. • According to MUTCD (Manual on Uniform Traffic Control Devices for Streets and Highways), "Crosswalk lines should not be used indiscriminately. An engineering study should be performed before a marked crosswalk is installed at a location away from a traffic control signal or an approach controlled by a STOP or YIELD sign. The engineering study should consider the number of lanes, the presence of a 24 median, the distance from adjacent signalized intersections, the pedestrian volumes and delays, traffic volumes, the posted or statutory speed limit or 85th-percentile speed, the geometry of the location, the possible consolidation of multiple crossing points, the availability of street lighting, and other appropriate factors." • According to a FHWA (Federal Highway Administration) study, "Marked pedestrian crosswalks may be used to delineate preferred pedestrian paths across roadways under the following conditions: 1. At locations with STOP signs to direct pedestrians to those crossing locations and to prevent vehicular traffic from blocking the pedestrian path when stopping for a STOP sign. At unsignalized street crossing locations in designated school zones. Use of adult crossing guards, school signs and markings, and/or traffic signals (when warranted) should be considered in conjunction with the marked crosswalk, as needed. 3. At unsignalized locations where engineering judgment dictates that the number of motor vehicle lanes, pedestrian exposure, traffic volumes, posted speed limit, and geometry of the location would make the use of specially designated crosswalks desirable for traffic/pedestrian safety and mobility." According to WisDOT FDM (Facilities Development Manual), "Regions may permit the placement of crosswalk markings, which shall be based on a community pedestrian plan and/or a traffic engineering assessment of need. When used, the traffic study and/or engineering judgment should consider the following site -specific characteristics. • Pedestrian volumes and types and pedestrian delay • Traffic volumes including trucks and turning movements • Traffic control; signal, stop, yield or none • Posted speed • Geometrics including number of lanes and width of crossing • Visibility Additional measures necessary for safety may need to be addressed. More detailed guidance on pedestrian safety measures can be found in TCRP Report 112 / NCHRP Report 562, "Improving Pedestrian Safety at Unsignalized Crossings", FHWA 2005 Final Report, "Safety Effects of Marked Versus Unmarked Crosswalks at Uncontrolled Locations", and the "Wisconsin Pedestrian Best Practices Guide"." Recommendation for Action by the Committee: From an engineering standpoint here are my findings: 1. There is not enough pedestrian traffic, currently or in the future to justify a cross walk at this location. Furthermore, the City of Muskego would incur an upfront cost and would be obligated to maintain which is not justifiable. 2. Based on my research, practices on the use of crosswalk pavement markings at an unsignalized intersection vary. I have provided three guidelines as background for the committee to review. There is not a strong warrant under any of three guidelines to justify these crosswalks. To provide a similar situation in the City of Muskego, would be to look at Woods Road from Racine Avenue to Moorland Road. Woods Road has a speed limit of 35 mph. There is a trail along the entire north side of the road. Currently, there is a stop sign at Coventry Lane and uncontrolled for McShane Drive. McShane Drive has a speed limit of 25 mph in the City of Franklin and 30 mph in the City of Muskego. McShane Drive is classified as a collector road by Waukesha County. A collector street is defined as "a street used or intended to be used, to carry traffic from minor streets to the major system of arterial streets including the principal entrance streets to residential developments". There are no plans to drop the speed limit along McShane Drive. Ryan and I met on site with the requestor. The main concern is when traveling west on McShane Drive there is a hill located just east of the intersection (refer to attach view). This makes it difficult for a driver to see cars on McShane heading west and vice versa. The City of Muskego DPW cleaned up the vision triangle at the intersection by cutting down trees and trimming branches. The plan is to relocate or adjust signage near the intersection as well. There have been no accidents at this intersection in the last 5 years. I have also attached a speed study performed by the police. From an engineering point of view, this is scenario that is being described: "INADEQUATE VISIBILITY OF THE INTERSECTION OR THE REGULATORY TRAFFIC CONTROL DEVICE Definition: The motorists' ability to see an upcoming intersection and/or the intersection traffic control sign along that approach is limited. Explanation: Regardless of the traffic control used, the intersection should be visible far enough in advance so that the motorist is able to react appropriately and safely. A basic principle of highway design is to provide enough stopping sight distance continuously along each highway or street such that drivers can stop if necessary (under yield control) or if required (under stop control). The minimum sight distance (visibility) depends on the control that exists. For an uncontrolled intersection, motorists approaching from all directions should be able to see not just the intersection but also the opposing minor street approaches from a distance that would be sufficient for them to safely react. If the intersection is controlled by a STOP or YIELD sign, the motorist approaching on the major road should be able to see the intersection from at least the stopping sight distance. The minimum stopping sight distance depends on the design speed of the road. Published by the American Association of State Highway and Transportation Officials (AASHTO) and commonly referred to as the Green Book, the national design guide A Policy on Geometric Design of Highways and Streets provides direction on how to determine the appropriate stopping sight distance for a given location. A yellow warning sign for intersection ahead has been installed heading west on McShane Drive. Recommendation for Action by the Committee: My recommendation is for the City of Muskego to maintain the vision triangle at this intersection by trimming trees and cutting trees down as needed. Police need to continue to enforce the speed limit in the area. The intersection does not warrant stop signs to be place on McShane Drive.
