CALL TO ORDER
Meeting was called to order at 6:OOPM by Commissioner Kuspa.

Commissioners Kuspa, Jaske and Boyer were present. Chief Westphal was also present.
STATEMENT OF PUBLIC NOTICE Posted 07/15/22.
APPROVAL OF MINUTES
Commissioner Boyer made a motion to approve the minutes from the 04/21/22; 04/27/22;
04/28/22 and 05/01/22 meetings. Commissioner Jaske seconded. Motion passed all in favor.
PUBLIC APPEARANCE
REPORT FROM POLICE DEPARTMENT
Chief Westphal advised that the July 3rd fireworks went well. Lt. Johannik did a great job and
the event went smooth. Jammin on Janesville was also a success in June, Lt. Ondricka was in
charge of that event, which was heavily attended and all went well with the road being shut
down. The safety of the citizens at both events was top priority and the need to implement
certain changes is for that. With that being said, Dandelion Daze are coming in August, Lt.
Rozeski is working with the festival committee on plans to make this event safe as well. The
parade route will be shortened, and go down Pioneer Drive. In case of a critical incident Chief
and Lt. Rozeski believe Racine Avenue needs to remain open as a main thoroughfare for
assistance if needed.
Officer David Funderburk and Officer Adam Mrotek will be starting on Monday, 07/25/22. They
will both be sworn in on Tuesday, 07/26/22, at 3:OOPM.
Barbara Hohnke will be joining us as a dispatcher in August.
K9 Sirius has officially retired. Chief thanked Lt. Andy Kraus and Sgt. Shawn Diedrich for their
dedication to the program and success of it. Sgt. Diedrich will be taking over as K9 coordinator.
A new K9 will be coming in fall, with a handler to be named this week.
Chief explained to the commissioners what he submitted for capital budget. The biggest item
will be the Axon body cameras that will encompass, squad cameras, ALPRS, evidence.com
and cloud storage. The department is also asking for helmets, gas masks, vests and rifle
shields for all cars. Chief is also asking for a pay scale change for the dispatchers in order to
keep our department competitive to others in the area, as two have left in the last few months,
needing better pay/hours.
The detective bureau, school resource officers and community resource officer will be starting
an on -call schedule in order to provide the highest level of service to the citizens in the event of
a critical or traumatic incident.
Chief advised this is a negotiation year with the police union.

Election of Commission President — Commissioner Boyer nominated Commissioner Kuspa.
Commissioner Jaske seconded. All in favor.
Election of Commission Vice-President/Secretary — Commissioner Boyer nominated
Commissioner Jaske. Commissioner Kuspa seconded. All in favor.
Discussion of Policy Change Regarding Meeting Dates — It was discussed about moving
meeting dates one month forward that what they are now. The reason is so the elections can
take place at the May meeting, directly after any new or re -appointments. After a short
discussion, all commissioners agreed it made sense. Verbiage will be drawn up for voting on at
the next meeting. It will include quarterly meetings, taking place in February, May, August and
November.
Discussion of New Policy Regarding the Convening of a Special Meeting in the Event of
Resignation, Incapacitation or Non -Appointment of Board Member - The commissioners
discussed a need for a possible special meeting in the event something happens to one of the
board members, so another one is put in place as soon a possible. Lisa will talk with the city
attorney in order to get language for resignation or incapacitation of a board member.

NOTICE OF CLOSED SESSION
PLEASE TAKE NOTICE that the Police & Fire Commission of the City of Muskego will convent
upon passage of the proper motion into closed session pursuant to State Statute, Section 19.85
(1) (C ): Considering employment, promotion, compensation, or performance evaluation data of
any public employee over which the governmental body has jurisdiction or exercises
responsibility for the specific of considering employment, promotion, compensation, or
performance evaluation data, more specifically for the purpose of discussing specific personnel
issues within the police department.
Commissioner Boyer made a motion to go into closed session, Commissioner Jaske seconded.
All in favor. Meeting went into closed session at 6:39PM.
OPEN SESSION
Commissioner Jaske made a motion to go back into open session, Commissioner Boyer
seconded. All in favor. Meeting was back in open session at 7:06PM.
ADJOURNMENT
Commissioner Jaske made a motion to adjourn, Commissioner Boyer seconded. All in favor.
