CCM.2022.07.26 ApprCITY OF MUSKEGO COMMON COUNCIL MINUTES July 26, 2022 6:00 PM Muskego City Hall, W182 S8200 Racine Avenue CALL TO ORDER Mayor Petfalski called the meeting to order at 6:02 pm. ROLL CALL kSKEGO APPROVED Present: Alderpersons Wolfe, Hammel, Terrence, Kapusta, Schroeder, Kubacki & Madden. Also present: Public Works & Development Director Kroeger, Attorney Warchol, and Deputy Clerk Roller. STATEMENT OF PUBLIC NOTICE Deputy Clerk Roller stated that the meeting was noticed in accordance with the open meeting law. PUBLIC COMMENT L. Glen Roethle, W191S6456 Hillendale Dr, provided comments regarding the No Parking on Hillendale and School Drives, Resolutions #060-2022 and #061-2022, respectively. COMMUNICATIONS FROM THE MAYOR'S OFFICE The August 9, 2022, Common Council meeting is canceled due to the 2022 Partisan Primary being held that day and voting activity will take place in Council Chambers. CONSENT AGENDA Alderperson Kubacki moved to approve the following items under Consent Agenda; Alderperson Madden seconded. Motion carried. • Approval of June 28, 2022 Common Council Meetings • Resolution #058-2022 - Approval to Purchase Virtual Reality Simulator • Resolution #059-2022 - Resolution Terminating a Termination and REC Agreement between The City of Muskego and the Village of Muskego Lakes Partnership • Resolution #062-2022 - Dedication of Public Improvements for PEGARL LLP • Resolution #063-2022 - Approval of Letter of Credit Reduction for PEGARL LLP NEW BUSINESS • Reconsideration of Resolution #047-2022 - Resolution to Approve Three Water Utility Policies Alderperson Hammel moved to reconsider approval; Alderperson Madden seconded. Motion carried. After a brief discussion; Alderperson Hammel made a motion to amend Resolution #047-2022 concerning the Private Water Trust Connection Policy to change the policy in the event of any catastrophic failure of water main system or part of the system would be the responsibility of the previous water trust for the first 5 years at 100%. Any failures would require a special assessment against the property financed by the Water Utility at 0% interest over 15 years to be paid in full upon the sale of the home. Alderperson Madden seconded. ■ Roll Call Vote to amend: 5 aye, 2 nay. Motion passes 5 to 2. ■ Roll Call Vote on motion as amended: 5 aye, 2 nay. Motion passes 5 to 2. Resolution #060-2022 - Establishing Traffic Regulations (No Parking Signs - Hillendale Drive) Alderperson Kubacki moved to approve; Alderperson Schroeder seconded. Motion carried. Common Council Minutes July 26, 2022 • Resolution #061-2022 - Establishing Traffic Regulations (No Parking Signs - School Drive) Alderperson Kubacki moved to approve; Alderperson Schroeder seconded. Alderperson Madden made a motion to amend so that signs read "3 Hour Parking" instead of "2 Hour Parking" and "No Parking on Weekdays between 3:30 and 4:30 PM" to be placed on the North side of School Drive from the stop sign to the first driveway, rather than from Hillendale Drive to Gold Drive. Alderperson Hammel seconded. ■ Voice vote to amend; all in favor. Motion carried. ■ Voice vote on amended motion; all in favor. Motion carried. REVIEW OF COMMITTEE REPORTS Finance Committee Minutes - June 14, 2022 No action taken. LICENSE APPROVAL None. VOUCHER APPROVAL Alderperson Kubacki moved to approve Utility Vouchers in the amount of $98,297.27; Alderperson Madden seconded. Motion carried. Alderperson Kubacki moved to approve General Fund Vouchers in the amount of $336,538.87; Alderperson Schroeder. Motion carried. Alderperson Kubacki moved to recommend approve Wire Transfers for Payroll/Invoice Transmittals in the amount of $387,899.50; Alderperson Schroeder seconded. Motion carried. CITY OFFICIALS' REPORTS None. COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW Alderperson Schroeder noted the parade route for the DandiLion Daze Festival Parade has changed. The starting point remains on Janesville Road, but the parade willl be turning on Pioneer Drive and ending at Veteran's Park. FUTURE AGENDA ITEMS None.
