CALL TO ORDER
Mayor Petfalski called the meeting to order at 5:52 pm.
ROLL CALL
Present: Alderpersons Madden, Kubacki, Engelhardt, Terrence, Hammel, and Wolfe. Absent:
Alderperson Kapusta. Also present: City Attorney Warchol and Assistant Deputy Clerk -Treasurer
Crisp.
STATEMENT OF PUBLIC NOTICE
Ms. Crisp stated the meeting was noticed in accordance with the open meeting law.
APPROVAL OF AGENDA
Moved by Alderperson Engelhardt; seconded by Alderperson Terrence to Approve. Motion Passed
Unanimously.
APPROVAL OF MINUTES
December 14, 2021 — Moved by Alderperson Kubacki; seconded by Alderperson Madden to Approve.
Motion Passed Unanimously.
NEW BUSINESS
MRA HR Audit
Mayor Petfalski sent a copy of the Audit that was conducted in November/December. The report
included needs from the department heads and staff members as far as what they are looking for
in HR and what areas they believe are missing. Also included is what the auditor's thoughts are.
From a technical standpoint we are in compliance.
He talked about a couple of options: We can (1) go through MRA, (2) try hiring someone on our
own, (2) hire MRA to do the recruiting and bring someone in to create the policies and procedures
in how we want that position to look going forward, or (4) do something in between where we hire
MRA to come in with consultant to act as our HR director for a period of time for a number of days
each week which would set up the position, get some of the procedures in place, and then have
MRA do the recruiting and help us find the correct person for that position.
A concern is that once everything is set up, we may have trouble keeping that person busy 40
hours a week. One thought is after the first year or so, we find some additional duties for that
person either through administration, the Mayor's office, or CA's office to fill up that role. It may be
difficult to find someone to take the position part time.
The consensus of the Council Members is to have an MRA consultant come in 2-3 days a week to
get everything set up for a 3-4 month period using the budget we have. Then transition to an
employee we hire at a lower rate. They would like to make sure the staff keeps them informed as
to how things are going.
