Mayor Johnson called the meeting to order at 6:00 PM.
Those present recited the Pledge of Allegiance.
PRESENT
Mayor Johnson, Commissioners Hulbert, Burke, Stinebaugh, Jacques, Planner Trzebiatowski
and Recording Secretary Renk.
ABSENT
Ald. Fiedler and Commissioner Noah
Recording Secretary Renk noted that the meeting was properly noticed on January 30, 2008 in
accordance with the Open Meeting Law.
MINUTES
Commissioner Hulbert made a motion to approve the minutes of the January 15, 2008 meeting.
Commissioner Burke seconded. Upon a voice vote, motion to approve the minutes was
ADOPTED unanimously.
OLD BUSINESS FOR CONSIDERATION
None.
OLD BUSINESS SCHEDULED FOR DEFERRAL
RESOLUTION #P.C. 089-2007 – Approval of a Two Lot Certified Survey Map for the Michael
Lawlis property located in the SE ¼ of Section 11 (Tax Key No. 2204.998 / W145 S7644 Durham
Drive). Commissioner Jacques made a motion to defer. Commissioner Stinebaugh seconded. Upon
a roll call vote Resolution #P.C. 089-2007 was DEFERRED unanimously.

NEW BUSINESS FOR CONSIDERATION
RESOLUTION #P.C. 003-2008 - Approval of a Final Plat for Belle Chasse Subdivision located in
the SE ¼ and SW ¼ of Section 11 (Tax Key Nos. 2203.990, 2203.990.001, & 2204.996 / Durham
Drive). Commissioner Stinebaugh made a motion to ADOPT Resolution #P.C. 003-2008.
Commissioner Burke seconded. Planner Trzebiatowski explained the preliminary plat for Belle
Chasse was approved on May 2, 2006 by Resolution #PC 011-2006. The final plat includes 42 single
family lots, 4 outlots for wetland preservation, stormwater management, a sanitary sewer lift station,
open space preservation, and 2 outlots for future phases, which will require separate final plat
approval. There was a recent change in the approval process that applied to this development. In
the past the approval process was as follows: preliminary plat, final plat, construction plans,
subdivision construction, new home construction. There were problems that arose and some
developers were requesting to be able to build homes before the site construction was completed to
City requirements. The new process is as follows: preliminary plat, construction plans, subdivision
construction, final plat, new home construction. Most of the construction for Belle Chasse is
completed. Staff is recommending approval of the final plat subject to pending technical corrections.

Commissioner Hulbert questioned the recreational trail not continuing along Durham Drive due to a
privately owned house located along the west side of Durham Drive. Planner Trzebiatowski stated
the developer does not have the right to force a trail across the privately owned property, but this may
be an issue the City will have to look into through the Park Board in the future. Commission Hulbert
suggested the developer set-aside money for the future construction of the recreational trail as part of
this development. Commissioner Hulbert made a motion to AMEND Resolution P.C. 003-2008 to
read, BE IT FUTHER RESOLVED, That City staff will explore options of requiring a bond for the
construction of a recreation trail, within five years, across the privately owned property on
Durham Drive. Commissioner Stinebaugh seconded. Mayor Johnson questioned if this should be
something that should have been taken care of at the time of the construction plan approvals or
during a future additional phase of this development. Commissioner Stinebaugh expressed concern
with the new process of approving final plats. Upon a roll call vote Resolution #P.C. 003-2008 was
AMENDED unanimously. Upon a roll call vote AMENDED Resolution #P.C. 003-2008 was adopted.
NEW BUSINESS PLACED ON FILE No action intended for these items. The following will be placed
on an agenda as a resolution at a future meeting.
DOCKET #P.C. 097-2007 – Approval of a Two Lot Certified Survey Map for the Jeffrey Jasicki
property located in the NW 1/4 of Section 12 (Tax Key No. 2206.998.017 / Sherwood Circle).
DOCKET #P.C. 002-2008 - Approval of a Preliminary Plat for Edgewater Heights Subdivision
located in the NE ¼ of Section 21 (Tax Key Nos. 2241.999 / Racine Avenue).
DOCKET #P.C. 005-2008 – Recommendation to Common Council to rezone properties from RS-2
(Suburban Residence District) to B-2 (Local Service Center District) located in the NW ¼ of Section
4 (Tax Key No. 2174.991 / S63 W18063 Martin Drive).
DOCKET #P.C. 006-2008 – Recommendation to Common Council to rezone properties from M-2
(General Industrial District) to B-2 (Local Service Center District) located in the NE ¼ of Section 17
(Tax Key No. 2225.999.012 / Mercury Drive and Janesville Road).

Upon a voice vote, motion carried. With no further business to come before the Commission, the
meeting was adjourned.
