PCM20060919 PH Tess Corners Emergency Wireless Facility CITY OF MUSKEGO PLAN COMMISSION PUBLIC INFORMATIONAL MEETING MINUTES 6:00 PM Tuesday September 19, 2006 Muskego City Hall, Muskego Room, W182 S8200 Racine Avenue 6:00 PM PUBLIC INFORMATIONAL MEETING to hear comments on the proposed emergency/wireless facility at the Tess Corners Fire Department located in the SE ¼ of Section 2 (Tax Key No. 2168.982 / W144 S6731 Tess Corners Drive). PRESENT Mayor Damaske, Commissioners Hulbert, Burke, Stinebaugh, Michalski, Plan Director Muenkel and Recording Secretary Asti. ABSENT Alderman Buckmaster and Commissioner Schaumberg Mayor Damaske declared the Public Hearing open at 6:02 p.m. Plan Director Muenkel stated that a memo was sent to residents within three hundred feet notifying them of this Public Informational Meeting. The petitioner is requesting approval to construct a wireless communications facility and 130 foot monopole at the Tess Corners Fire Department. Proposal is to replace the current 88 foot communications tower. The Wireless Facilities Ordinance states that a monopole is exempt from the ordinance if used for Emergency wireless communications facilities of public officials. This submittal also proposes to co-locate two wireless facilities. The co-locations will require a Building Site and Operation approval. Plan Commission did review this proposal at the last meeting and voted to defer to allow residents in the area an opportunity to give their concerns and/or comments regarding the proposal. Staff did receive one email from Terra-Firma stating that they have no problems with the proposal. Mayor Damaske asked for members in the audience to address the Commission with their input of concerns, questions, comments, etc. th Mr. Ron Zechel, U. S. Cellular, 3545 North 124 Street in Brookfield, stated that the 130 foot pole would be able to carry up to three additional carriers. Mr. Jeff Fowk, from T-Mobile the other co-locator, was present to answer any questions. Mr. Zechel informed the Plan Commission that U. S. Cellular does a lot of work with municipalities and wants to support the Fire Department. Mr. Phil Dibb, W149 S7594 Dorothy Drive, on behalf of the Tess Corners Fire Department, stated that the existing tower was constructed in 1953 and the top forty feet was destroyed in a wind storm leaving the bottom overstressed. They are in need of communicating with their Station #2 with a wireless communications system and the height of this tower will allow them to have that opportunity. This tower is used as the main back-up for the Police Department. The tower will be located in a painted blocked in area to match the existing building.
