PLAN COMMISSION PUBLIC HEARING MINUTES APPROVED

7:00 PM PUBLIC HEARING Upon petition of Frey Auto be granted an amended Conditional
Use Grant in accordance with section 6.03 of the City of Muskego Zoning Ordinance for the
purpose of sales and service establishment for automobiles at the property located at the SE ¼
of Section 34 (Tax Key Nos. 2296.996 & 2293.996.002 / Loomis Road).
PRESENT
Mayor Damaske, Alderman Buckmaster, Commissioners Hulbert, Schaumberg, Simpson,
Stinebaugh, Plan Director Muenkel and Recording Secretary Asti.
ABSENT
Commissioner Michalski
Mayor Damaske declared the Public Hearing open at 7:00 p.m.
Plan Director Muenkel stated that petitioner is requesting a Conditional Use Grant to expand
the use of sales and service of automobiles on two properties. The properties are located on
the corners of Loomis Road and Muskego Dam Road. Mr. Frey operates the sales and service
of automobiles on the property south of Muskego Dam Road, however, he has petitioned for a
Conditional Use Grant to expand this use onto the property north of Muskego Dam Road. A
Building Site and Operation Plan is part of the Conditional Use Grant, however that resolution
will not be heard this evening as Mr. Frey is looking to make more amendments. This hearing is
to allow the sale and service of automobile use on the properties. A full Building Site and
Operation Plan will need to be approved in conjunction with this Conditional Use Grant when
the Building Site and Operation Plan is brought to a future Plan Commission meeting.
Commissioner Stinebaugh spoke as a local resident, stating he has no objection to this petition.
Commissioner Hulbert had a concern that in the future there could be two car dealerships
competing with each other on both properties due to the fact that the petitioner does not own
both properties. Plan Director Muenkel stated that the Building Site and Operation Plan is
intended to be used on both properties. Mr. Frey’s intention is to move the entire business to
the property to the north. Should the use stop on the property to the south, the Conditional Use
Grant would be removed from that property. Once the use is removed, any similar uses for
the property to the south would go through the Plan Commission process.
Mayor Damaske asked for members in the audience to address the Commission with their input
of concerns, questions, comments, etc. There were none.
