PLAN COMMISSION PUBLIC HEARING MINUTES

PUBLIC HEARING for Conditional Use in accordance with Section 6.03 of the City of Muskego Zoning
Ordinance for the Goff/Guziewicz property for the purpose of a guest house located in the SW ¼ of
Section 24.
PRESENT
Mayor Slocomb, Alderman Madden, Commissioners Hulbert, Schaumberg, Brodel, Stinebaugh,
Michalski, Interim Plan Director Muenkel and Recording Secretary Asti.
Those present recited the Pledge of Allegiance.
Mayor Slocomb declared the Public Hearing open at 7:01 p.m.
Interim Plan Director Muenkel stated that petitioner is requesting to construct a guest house
at S94 W13272 Ryan Road. A guest house is permitted by Conditional Use Grant. This use is
permitted on lots with a minimum of 120,000 square feet. The structure shall not be rented or
leased and shall be a minimum of 1,200 square feet. This proposal meets all code
requirements. Interim Director Muenkel stated this matter would be heard through a resolution
under New Business later this evening.
Mayor Slocomb asked for members in the audience to address the Commission with their input
of concerns, questions, comments, etc.
Nancy Pekel, S94 W14285 Groveway Lane, addressed the Commission stating she does not
understand why a guest house is needed. How will the City know if this will be used as a
business or rental property? Does the City check on this type of property? Asked how many
guest houses are currently in the City? Interim Director Muenkel stated that a biannual or
annual review of the property can be added to the resolution and mentioned that there are
under ten guest houses throughout the City. Ms. Pekel questioned why build another house
when you can build onto existing home? Could this be a halfway house? How is this type of
property taxed? Mayor Slocomb answered that it is taxed as a separate home not as a
business.
Chris Guziewicz responded to Ms. Pekel’s questions that this will be used as a guest house for
their parents to use when they come to visit. He stated that their parents stay from time to time
and this will make the situation of having house guests more comfortable. Messrs. Guziewicz
and Goff looked at various options of expanding their existing home, tearing down the house
and rebuilding or doing the guest house. Building a guest house was the best solution. They
do not have a garage for parking and this facility will house a three car garage, add living space
and recreation space. They have no intentions of renting this space or running a business
from this location.
There being no further questions or comments, the Public Hearing was adjourned at 7:10 p.m.
