PCM20040921 CITY OF MUSKEGO PLAN COMMISSION MINUTES 7:00 PM Tuesday September 21, 2004 Muskego City Hall, Muskego Room, W182 S8200 Racine Avenue Mayor Slocomb called the meeting to order at 7:05 p.m. Those present recited the Pledge of Allegiance. PRESENT Mayor Slocomb, Alderman Buckmaster, Commissioners Simpson, and Michalski, Associate Planner Trzebiatowski and Recording Secretary Asti. ABSENT Commissioners Hulbert, Schaumberg and Stinebaugh Recording Secretary Asti noted that the meeting was properly noticed on September 15, 2004 in accordance with the Open Meeting Law. MINUTES Commissioner Michalski made a motion to approve the minutes of the September 7, 2004 meeting. Commissioner Simpson seconded. Upon a voice vote, motion to approve the minutes was adopted unanimously. OLD BUSINESS FOR CONSIDERATION None. OLD BUSINESS SCHEDULED FOR DEFERRAL None. CONSENT BUSINESS Upon hearing Resolutions #P.C. 100-2004 and #P.C. 102-2004 read by title only, Commissioner Michalski made a motion to Adopt these items engross. Commissioner Simpson seconded. Upon a roll call vote, the motion passed unanimously. RESOLUTION #P.C. 100-2004 – Approval of a Final Plat of Baumgart Gardens Estates Subdivision located in the Town of Waterford. Resolution #P.C. 100-2004 was Adopted unanimously. RESOLUTION #P.C. 102-2004 – Approval of a four lot Certified Survey Map for the St. Andrews Village properties located in the NE ¼ and the NW ¼ of Section 25 (Tax Key Nos. 2258.994 and 2261.978). Resolution #P.C. 102-2004 was Adopted unanimously. Plan Commission Minutes, continued September 21, 2004 NEW BUSINESS FOR CONSIDERATION RESOLUTION #P.C. 101-2004 – Approval of a monument sign for Lincoln State Bank located in the NW ¼ of Section 1 (Tax Key No. 2162.999.001 / Janesville Road). This resolution was read by title only. Commissioner Michalski made a motion to approve. Commissioner Simpson seconded. Associate Planner Trzebiatowski stated that petitioner is proposing a monument sign totaling 73.4 square feet. The proposed sign complies with the Zoning Code requirements. A landscape plan will be required to be submitted. Associate Planner Trzebiatowski gave two examples of previously approved reader boards. Petitioner would like to use the message board to its fullest extent. Discussion took place regarding conditions placed on past approvals, safety issues and setting a precedence for future proposals. Commissioner Michalski felt that the same conditions required for Walgreens should be required for this proposal. Commissioner Michalski made a motion to amend the resolution to add, BE IT FURTHER RESOLVED, That the LED reader board will only change once daily and that the messages cannot be scrolling or animated. Commissioner Simpson seconded. Upon a voice vote, Resolution #P.C. 101-2004 was Amended. Upon a roll call vote, Amended Resolution #P.C. 101-2004 was Adopted unanimously. NEW BUSINESS PLACED ON FILE No action intended for these items. The following will be placed on the agenda as a resolution at a future meeting. DOCKET #P.C. 077-2004 – Approval of an amended Building Site and Operation Plan for the Muskego Area Family Moose Lodge located in the SW ¼ of Section 18 (Tax Key No. 2231.995 / Janesville Road). DOCKET #P.C. 081-2004 – Approval of a Preliminary Plat and Yield Plan for Heather’s Way Subdivision located in the SE ¼ of Section 18 (Tax Key Nos. 2232.980 and 2232.981 / Hillendale Drive). DOCKET #P.C. 092-2004 – Approval of a Final Plat for the Fireside Orchard Subdivision located in the NE ¼ and SE ¼ of Section 18 (Tax Key No. 2229.990.001 / Hillendale Dale). DOCKET #P.C. 098-2004 - Approval of a condominium plat and a Building, Site, and Operation Plan amendment to Lindale Villas located in the SE ¼ of Section 3 (Tax Key No. 2169.987.004 / Martin Drive). DOCKET #P.C. 099-2004 – Approval of a two lot Certified Survey Map for the Erdmann and Ritzman properties located in the NE ¼ of Section 25 (Tax Key Nos. 2257.981 and 2257.982). DOCKET #P.C. 103-2004 – Approval of a three lot Certified Survey Map for the Rusdahl property located in the NW ¼ of Section 13 (Tax Key Nos. 2210.989). Associate Planner Trzebiatowski informed commissioners that staff has been working on incorporating comments/suggestions. Staff plans on submitting an updated version within the next few months. A suggestion was made to incorporate LED requirements in the Design Guide. ADJOURNMENT Commissioner Michalski made a motion to adjourn at 7:32 p.m. Commissioner Simpson seconded.
