PCM20041116 CITY OF MUSKEGO PLAN COMMISSION MINUTES 7:00 PM Tuesday November 16, 2004 Muskego City Hall, Muskego Room, W182 S8200 Racine Avenue Alderman Salentine called the meeting to order at 7:10 p.m. Those present recited the Pledge of Allegiance. PRESENT Acting Mayor Salentine, Alderman Buckmaster, Commissioners Hulbert, Schaumberg, Simpson, Michalski, Interim Plan Director Muenkel and Recording Secretary Asti. ABSENT Commissioner Stinebaugh Acting Mayor Salentine noted that the meeting was properly noticed in accordance with the Open Meeting Law. MINUTES Commissioner Schaumberg made a motion to approve the minutes of the November 2, 2004 meeting. Commissioner Hulbert seconded. Upon a voice vote, motion to approve the minutes was adopted unanimously. OLD BUSINESS FOR CONSIDERATION None. OLD BUSINESS SCHEDULED FOR DEFERRAL None. CONSENT BUSINESS None. NEW BUSINESS FOR CONSIDERATION RESOLUTION #P.C. 118-2004 - Approval of an Amended Building Site and Operation Plan for Great Lakes Dart Company property located in the SE ¼ of Section 17 (S84 W19093 Enterprise Drive / Tax Key No. 2228.999.013). This resolution was read by title only. Alderman Buckmaster made a motion to approve. Commissioner Schaumberg seconded. Petitioner proposing to construct a 30,000 square foot addition. Interim Plan Director Muenkel stated that Plan Commission Minutes, continued November 16, 2004 the overall submittal was very concise. No signage is proposed. The amount of parking is more than required by code. City Forester has reviewed the landscaping plan and recommended additional enhancements. Materials and colors will match those of the existing structure. Access will be provided with one new entrance off of Enterprise Drive and one existing entrance off of Enterprise Drive. After lengthy discussion regarding required curbing, petitioner agreed to install curbing on the new west portion of the site. Petitioner’s representatives. Mr. Tim Seidel, Architect, and Mr. Pete Cook, Project Manager will work with staff regarding stormwater retention plans. Upon a roll call vote, Resolution #P.C. 118-2004 was Adopted unanimously. RESOLUTION #P. C. 119-2004 - Approval of Conditional Use Grant for the purpose of defining a barn as a Rustic Structure on the Rusdahl property located in the NW ¼ of Section 13 (W135 S8266 Durham Drive / Tax Key No. 2210.989). This resolution was read by title only. Alderman Buckmaster made a motion to approve. Commissioner Hulbert seconded. A Public Hearing was held tonight regarding this petition. Petitioner is requesting a “Rustic Structure” designation for barn outbuilding. The definition for a Rustic Structure is: Any permanent accessory structure or building which is distinctly set apart and unique from other structures and buildings due to its construction technique, materials, age, local historic significance or design, and characteristic of past agricultural practices or rural life, whether presently utilized or not for agricultural practice and which is structurally safe at the time conditional use is applied for. (Ord. #1099 - 04-18-02) Upon review, staff finds that the barn is of agricultural quality. The age of the structure, as best determined by the Assessor’s office is approximately some time in 1901. Currently, the building is being used for storage, however, the original use was agricultural. Upon further review, Staff has determined that this item must go before the Conservation Committee to receive a recommendation to the Plan Commission. Plan Commission also requested that the Building Department do an assessment of the structure. Commissioner Hulbert made a motion to defer. Commissioner Michalski seconded. Upon a voice vote, Resolution #P.C. 119-2004 was Deferred unanimously. NEW BUSINESS PLACED ON FILE No action intended for these items. DOCKET #P.C. 105-2004 – Approval of a four lot Certified Survey Map for the Village at Muskego lakes Partnership property located in the NE ¼ of Section 26 (Tax Key Nos. 2261.979.001/ Groveway Lane). DOCKET #P.C. 108-2004 – Approval of a four lot Certified Survey Map for the Fitzpatrick property located in the NW ¼ of Section 12 (Tax Key No. 2205.990 / Tess Corners Drive). DOCKET #P.C. 121-2004 - Recommendation to Common Council to rezone the Dumke property from B-4 Highway Business District to R-3 Country Home District located in the NE ¼ of Section 24 (Tax Key No. 2253.997.001 / W127 S9062 North Cape Road).
