PCM20031007 PH MEINERZ MINI-STORAGE CITY OF MUSKEGO PLAN COMMISSION PUBLIC HEARING MINUTES October 7, 2003 Muskego City Hall, Muskego Room, W182 S8200 Racine Avenue To consider a petition for the grant of a Conditional Use for mini-warehouse and storage at the property legally known as Parcel 1 of CSM 9249, being a part of the NW ¼ of the SE ¼ of Section 25, and a part of the NE ¼ of the SW ¼ of Section 25, T5N R20E, City of Muskego, Waukesha County, Wisconsin (Tax Key No. 2259.995.004 / Loomis Drive). PRESENT Mayor Slocomb, Alderman Madden, Commissioners Hulbert, Schaumberg, Brodel, Michalski, Plan Director Turk and Recording Secretary Asti. ABSENT Commissioner Stinebaugh Those present recited the Pledge of Allegiance. Mayor Slocomb declared the Public Hearing open at 7:00 p.m. Plan Director Turk stated that petitioner is proposing to construct four storage buildings, each being 4,000 square feet in size. This proposal would require a rezoning approval from Common Council to rezone from RSE, Suburban Residence and A, Agriculture to B-4, Highway Business. It would also require an amendment to the 2010 Comprehensive Plan. A Public Hearing is scheduled for these items for October 14, 2003. The Public Hearing tonight is for approval of a Conditional Use Grant. Petitioner and staff have met to discuss the outstanding issues. The site layout has a number of concerns that need to be addressed and petitioner will be submitting revised plans. This proposal conforms to the dimensional requirements of this zoning district. The landscape plan has several conflicting items that will need to be resolved. Plan Director Turk has suggested that this item be deferred with no action taken until the Public Hearing is held on October 14. Ms. Nancy Meinerz stated that the list of issues has been addressed and she will be submitting revised plans this week. Ms. Meinerz said that she visited with surrounding neighbors and the majority did not have a problem with this concept. She gave a brief presentation on location of facility in relation to the surrounding neighbors. She is proposing four buildings, each one will be 40’ x 95’. There will be computerized security gates that will be able to determine who entered, how long they were on the premises and when they leave. Ms. Meinerz compared this proposal to her existing warehouse facility and feels that the amount of people on the property along with additional traffic will be minimal. She feels this is a good way to merge the residential and business in this area. Mayor Slocomb asked for members in the audience to address the Commission with their input of concerns, questions, comments, etc. Mr. Skip Bartes, S98 W12878 Loomis Drive, stated that he has a signed petition opposing this proposal. The petition was not submitted or placed on file. Mr. Bartes said that the neighbors were not in favor of a zoning change. He believes this business will bring excessive traffic, security issues, and the lighting, fencing and gates will give the appearance of a confinement Plan Commission Public Hearing Minutes, continued October 7, 2003 facility. In his opinion, property values would be impacted. He stated this area does not need a third storage facility. Opposes this proposal. Mr. Mike Watson, 7709 West Ryan, Franklin, shares a driveway with Ms. Meinerz’s existing warehouse facility. He stated that there have been no problems with traffic, lighting, or fencing. The property is kept very clean and the landscaping surrounds the perimeter. Ms. Meinerz keeps a very professional business. Ms. Peggy Counter, S98 W13259 Loomis Drive, does not have a problem with this facility. The neighbors she has talked with are in favor of this proposal. Chairman Slocomb noted that Mr. Chris Krause, Muskego Lakes Country Club, left a voice message in the Plan Department stating that he is not in favor of this proposal. He feels this storage facility could be built in the Business Park. There is an existing facility in this area already. He would like to see some other development in this area. He opposes this proposal. Mayor Slocomb stated this matter would be heard through a resolution under New Business later this evening.
