PLAN COMMISSION PUBLIC HEARING MINUTES
April 2, 2002

PUBLIC HEARING for a Conditional Use in accordance with Section 6.03 of the City of Muskego
Zoning Ordinance for Muskego Norway School District for the purpose of constructing outdoor
lighted recreational facilities on the high school property, located in the SW ¼ of Section 34 (Tax
Key No. 2242.999 and 2237.999.001 / W183 S8750 Racine Avenue).
PRESENT: Mayor De Angelis, Alderman Le Doux, Commissioners Schaumberg, Brodel,
Stinebaugh, Gummer, Plan Director Turk and Recording Secretary Asti.
ABSENT: Commissioner Hulbert
Secretary Asti reported that the meeting was properly noticed in accordance with the Open
Meeting Law.
Mayor De Angelis declared the Public Hearing open at 7:02 p.m.
Plan Director Turk stated that the original submittal did not conform to City lighting guidelines,
and the revised submittal was not received in time to allow the consulting engineers or staff to
review the plan. Staff is requesting that the resolution for this matter be deferred until the April
16, 2002 Plan Commission meeting.
Mr. Bob Vajgrt, Eppstein Uhen Architects, addressed Commission stating that the revised
drawing shields redirects amount of light spillage. Mr. Vajgrt stated that the proposal will light
all four ball fields, three soccer fields and the tennis courts. No monies have been approved
for the lighting of the sport fields.
Mayor De Angelis at this time asked for members in the audience to address the Commission
with their input of concerns, questions, comments, etc.
Mr. Scott Villenauve, S86 W18575 Sue Marie, is opposed. Mr. Villenauve would like the
Commission to consider minimizing the glare, and lights being illuminated at lot lines. He
further requested that none of the lights face north. Looking for hours of operation, would like
to have lights off at 9:00 pm with no use on weekends.
Mr. David Angst, W188 S8640 Brooke Lane, is opposed and concerned with the proposed
lighting. Mr. Angst, who is new to the community, asked Commission for a definition of the
Gridiron Club. Mayor De Angelis stated that it is an organization of parents and teachers that
promote sports programs at the high school. Mr. Angst asked if there are plans to prevent
recreation department and tavern league use of the ball fields. Mayor De Angelis stated that
the fields would be used jointly. Mr. Angst submitted for the record, written concerns from
neighbors relating to this proposal.
Mr. Chris Pollack, W188 S8675 Brooke Lane, is opposed. Mr. Pollack feels there will be an
increase in traffic; he is requesting that lights face another direction; he does not want lights

illuminated on weekends or for the fields to be used for non-school activities; and no
illumination past 9:00 p.m.
Mr. George Haynes, Muskego-Norway School District, stated that minimum lighting is being
proposed for the parking lot, that the building’s existing security light at the observatory area
will be moved to another location.
Mr. Toby Whipple, member of the Park and Rec Board and President of the Soccer Club
addressed Commission stating that there is a demand for lit athletic fields. Mr. Whipple said
that the lighting on soccer fields is designed at a diagonal coming from the corners of the fields
which should not produce an excessive amount of light. Mr. Whipple does not anticipate high
usage with one or two varsity tournaments, and coaches training being held in the spring and
fall. He also felt that 9:30 p.m. or 10:00 p.m. would be realistic times for the lights to be turned
off.
Mr. Dave Greiber, W187 S8675 Jean Drive, also opposed would like to see lights turned off at
9:00 p.m. or 9:30 p.m. at the latest. Mr. Greiber would like more information on the location of
the parking lot.
Mayor De Angelis stated this matter would be discussed under New Business later this
evening, however, due to the lateness of the submittal this item will be deferred until the next
Plan Commission meeting on April 16, 2002. There being no further questions or comments,
the Public Hearing was adjourned at 7:35 p.m.
