PC MIN 04-03-2001 PH PAYNE & DOLAN CITY OF MUSKEGO PLAN COMMISSION PUBLIC HEARING MINUTES Tuesday April 3, 2001 7:00 PM Muskego City Hall, Muskego Room, W182 S8200 Racine Avenue PUBLIC HEARING for a renewal of a Conditional Use in accordance with Section 6.03 of the City of Muskego Zoning Ordinance for Payne & Dolan for the purpose of continued mining and processing of sand and gravel, and the extension of use of a portable asphalt plant at the NW corner of Crowbar Road and Janesville Road, in the NE ¼ and SE ¼ of Section 13, T5N R19E. Present: Mayor De Angelis, Alderman Le Doux, Commissioners Hulbert, Schaumberg, Brodel, Smith, Gummer, Plan Director Turk, Engineering/Building Inspection Director McMullen, Assistant Plan Director Wolff, Land Planning Intern Trzebiatowski and Recording Secretary Asti. Secretary Asti reported that the meeting was properly noticed in accordance with the Open Meeting Law. Mayor De Angelis declared the Public Hearing open at 7:00 p.m. Assistant Plan Director Wolff stated that he met with petitioner on site. The site inspection discovered property to be well maintained. Additional landscape screening has been installed. Items proposed to be installed this year are screened gate and additional landscaping. Product pickup area is paved to eliminate tracking of material off site. Night time operation schedule has not been established. However, when the night operations are scheduled, notification letters will be sent to property owners along with telephone numbers of individuals to contact for any concerns or complaints. The City has not received any complaints regarding this operation. Commissioner Hulbert questioned if petitioner has schedule for night time operation. Mr. Doug Buth, Payne & Dolan, stated that potentially night operations may take place in late June or July. The hours would be from 7:00 pm until 5:00 am four nights a week for approximately twelve nights. Traffic will be monitored and all drivers required to follow the past policy. Mayor De Angelis asked for members in the audience to address the Commission with their input of concerns, questions, comments, etc. There were none. Mayor De Angelis stated this matter would be heard through a resolution under New Business later this evening.
