PC MIN 09-04-2001 PH NON-METALLIC MINING PINKY ELECTRIC CITY OF MUSKEGO PLAN COMMISSION PUBLIC HEARING MINUTES Tuesday September 4, 2001 Muskego City Hall, Muskego Room, W182 S8200 Racine Avenue PUBLIC HEARING In accordance with Chapter 38 of the Municipal Code, consider grant of a Non- Metallic Mining permit and Reclamation Plan for topsoil mining at the Pinky Electric property located in the SE ¼ of Section 17 (Tax Key No. 2228.999.012 / S84 W19249 Enterprise Drive). PRESENT: Mayor De Angelis, Alderman Le Doux, Commissioners Gummer, Brodel, Schaumberg, Hulbert, Plan Director Turk and Recording Secretary Asti. ABSENT: Commissioner Smith Secretary Asti reported that the meeting was properly noticed in accordance with the Open Meeting Law. Mayor De Angelis declared the Public Hearing open at 7:07 p.m. Plan Director Turk stated that petitioner is proposing to screen and extract topsoil from this location. Hours of operation are proposed from 7:00 am to 9:00 pm Monday thru Friday, and 7:00 am to 3:00 pm on Saturday. No operation on Sunday. Staff has no objection to the proposed weekend hours, however, proposes that all weekday operations cease by 6:00 pm. Proposed operations will continue until May 31, 2002 at which time the permit will expire. Mayor De Angelis asked the petitioner if he wished to speak on this matter. Mr. Paul Keske, Property Services, Inc. addressed Commission that operations will be removing topsoil from this location. All roadways will be cleaned as necessary. Mr. Keske had no objection to the hours of operations ending at 6:00 pm. Mayor De Angelis asked for members in the audience to address the Commission with their comments or concerns. Mr. Harold Wikel, W194 S8442 Summeridge Court, stated that his concern is with the amount of dust during the screening process. Mr. Wikel would like precautions taken during this process to eliminate as much dust as possible. Plan Director Turk noted that the site is subject to an outstanding erosion control permit, and non-compliance issues should be reported to the Building Department. Mr. Paul Keske addressed the concern by stating that they are willing to work with all residents to keep dust to a minimum. Mr. Keske stated that any resident may call their office with any type of concern or problem and matters will be handled promptly. Mayor De Angelis stated this matter would be heard through a resolution under New Business later this evening.
