PLAN COMMISSION PUBLIC HEARING MINUTES
Tuesday, February 15, 2000
MINUTES OF PUBLIC HEARING HELD FEBRUARY 15, 2000, 6:50 p.m.
Upon the petition of Mr. Michael Kostecki for a Conditional Use in accordance with
Section 6.03 of the City of Muskego Zoning Ordinance for the purpose of
operating a day care center on a property located in the SE ¼ of Section 9 (Tax Key No.
2196.957 / S75 W17461 Janesville Road).
Present were: Mayor De Angelis, Alderman Salentine, Commissioners, Gummer,
Smith, Brodel, Schaumberg, Hulbert, Plan Director Turk, and Recording Secretary Asti.
Secretary reported that the Public Hearing was properly noticed in accordance with the
Open Meeting Law.
Mayor De Angelis declared the Hearing open at 6:52 p.m.
Plan Director Turk stated that petitioner proposing to operate a childrens day care
center in an existing structure located on Janesville Road. Petitioner received
conceptual approval on January 4, 2000. Existing structure will be refurbished to meet
all applicable Codes. The existing free standing sign will be refaced by petitioner. The
existing sign is in conflict with requirements of the Downtown Design Guide. Future
signage not using existing sign structure will be required to conform to the Downtown
Design Guide. Previously, Staff noted that surface of parking lot is declining and may
be in need of repaving. Any revisions to parking lot should conform to Downtown
Design Guide. The service drive required to be paved with hot rolled asphalt within six
months of occupancy. A one year review by the Plan Staff will evaluate adequacy of
existing parking. After yearly review, additional requirements may be necessary. All
State and Federal permits must be obtained and copies submitted to City prior to
occupancy.
Mayor De Angelis asked the petitioner if he wished to speak on this matter. Mr.
Kostecki stated that the back yard of the building will become a play yard for the
children and enhance the appearance of the existing back yard.
Mayor De Angelis asked for members in the audience to address the Commission with
their input of concerns, questions, comments, etc. There were none.
Mayor De Angelis stated this matter would be heard through a resolution under New
Business later this evening. There being no further questions or comments, the Public
Hearing was adjourned at 6:57 p.m.
