PLAN COMMISSION PUBLIC HEARING MINUTES

PUBLIC HEARING for a Conditional Use in accordance with Section 6.03 of the City of
Muskego Zoning Ordinance for WFI (f.k.a The Walter Group, Inc.) for the purpose of
constructing a 190 foot tall monopole telecommunications tower and equipment shelter on
the Addis property, located in the SW ¼ of Section 34 (Tax Key No. 2295.996 / Loomis
Road).
PRESENT:
Mayor De Angelis, Alderman Salentine, Commissioners Hulbert, Schaumberg, Brodel,
Gummer, Plan Director Turk, Assistant Plan Director Wolff and Recording Secretary Asti.
ABSENT:
Commissioner Smith
Secretary Asti reported that the meeting was properly noticed in accordance with the Open
Meeting Law.
Mayor De Angelis called the Public Hearing to order at 7:00 p.m.
Plan Director Turk stated that petitioner previously sought Building, Site and Operation and
Conditional Use approval for facility located on Muskego Dam Road. Petitioner proposing
to construct a 190 foot tall monopole telecommunications tower and equipment shelter. A
Public Hearing was held in September, 1999, with the consensus that an alternate site
from the Muskego Dam Road proposal be required. At that time Plan Commission
requested that petitioner seek alternate sites generally being west of landfill property and
east of Highway 36. Petitioner has proposed site on the Addis property located south and
east of Highway 36. This proposal is reapplication of Resolution #P.C. 113-99 as required
by Plan Commission and is exempt from the wireless facilities moratorium. Staff feels that
petitioner has met criteria proposed.
Mayor De Angelis asked the petitioner if he wished to speak on this matter. Mr. Pedar
Christenson, WFI, Inc., stated that the alternate site is located on Loomis Road with
driveway on Loomis Road. The Addis property has a wooded area. The tower and shelter
equipment will be located behind the woods. This area is suitable for the equipment, is out
of floodplain, and will be out of view.
Mayor De Angelis asked for members in the audience to address the Commission with their
input of concerns, questions, comments, etc. Mr. John Barker, Wentland Drive, wished to
comment on statement made by petitioner. Mr. Christenson stated that there is good
coverage on the north side of the City. Mr. Barker wished to disagree with this statement
stating that on a regular basis he has trouble making phone calls from his home.

Mayor De Angelis stated this matter would be heard through resolutions under New
Business later this evening. There being no further questions or comments, the Public
Hearing was adjourned at 7:10 p.m.
