PC MIN 05-02-2000 PH COMP PLAN CITY OF MUSKEGO PLAN COMMISSION PUBLIC HEARING MINUTES Tuesday May 2, 2000 Muskego Public Library, Conference Room 5, S73 W16663 Janesville Road PUBLIC HEARING to consider the adoption of the 2010 Comprehensive Plan. Present: Mayor De Angelis, Alderman Chiaverotti, Commissioners Gummer, Schaumberg, Brodel, Plan Director Turk, Assistant Plan Director Wolff and Recording Secretary Asti. Absent: Commissioners Hulbert and Smith. Secretary Asti reported that the meeting was properly noticed in accordance with the Open Meeting Law. Mayor De Angelis declared the Public Hearing open at 7:02 p.m. Mr. Tom Ludwig, Chairman of the Comprehensive Plan Committee, presented a history and goals of the Committee; and that the purpose of the 2010 plan is to update the 2005 Comprehensive Plan. The Committee has received input in the format of roundtable discussions with professionals in each of the ten major plan elements, from neighborhood meetings and from a survey of households. Mr. Ludwig mentioned that the Committee would take into consideration all comments addressed by the residents. Mr. Ludwig introduced members of the Comprehensive Plan Committee: Mr. Harry Brodel, Mr. Russ Kashian, Mr. Bruce Brownell, Mr. Dan Pavelko, Mr. Scott Garland (absent), and Alderman Sanders. Plan Director Turk gave a presentation on the Vision Statement and Goals of the Committee. The ten major plan elements that the Committee has studied are: Population Growth, Housing, Economic Development, Schools/Education, Transportation, Utilities, Parks & Recreation, Agriculture, Environment and Government. Plan Director Turk listed Committee recommendations under each major element. Mayor De Angelis asked for members in the audience to address the Commission with their input of concerns, questions, comments, etc. Mr. Ron Ford, Chairman of the Muskego Lakes Land Conservancy, read his May 1, 2000 letter regarding the Spring Creek Environmental Corridor. Mr. Ford stated the importance of maintaining the health of this stream for the future well being of the Muskego Lakes. Mr. Joe Dibb, S100 W13547 Loomis Drive, stated the importance of looking into the conditions of the roads in the south end of the City, particularly the Muskego Dam Road and Durham Hill Road. Mr. Dibb opposes the Industrial Park being placed in this area, as this will further decrease property values. Mr. Dibb questioned whether the City would offer the same values that the Landfill Committee has agreed to for the homes in this area. Mr. Skip Bartes, S98 W12878 Loomis Drive, opposes the suggestions by the Comprehensive Plan committee for a business park in the Durham Hill area. To change this area would create a hardship on all neighbors. PLAN COMMISSION PUBLIC HEARING MINUTES, 2010 COMP PLAN, Continued May 2, 2000 Ms. Cheryl Flores, President of Preserve Muskego, feels that the Vision statement does not conform to the information presented in the 2010 Comprehensive Plan Report. The household surveys should have been sent to all households not a small percentage of residents. Ms. Lisa Klein, S74 W14493 Settler Way, read a prepared statement opposing the expansion of Moorland Road and the business park at Moorland and College. Ms. Klein feels that the extension of Moorland Road is not in the best interest of the City and will create multiple problems including decreasing property values. Ms. Klein stated that the majority of residents that replied to the household survey were against the expansion of their roads; are frustrated that their responses are not being recommended and the land use decisions will destroy the rural atmosphere and open space. Ms. Karen Knopick, W146 S7434 Durham Drive, has a concern with the number of overweight trucks using Durham Drive as a cut-through. Ms. Knopick has notified the Police Department along with the Department of Transportation to evaluate this situation, which she believes is ruining the condition of Durham Drive. Mr. Wayne Peterson, S68 W16916 Martin Drive, member of Preserve Muskego and past member of the Comprehensive Plan Committee. Mr. Peterson opposes the industrial development along the Moorland Road corridor and disagreed with contents of the 2010 Comprehensive Plan. Mr. Peterson feels that people reside in Muskego for the quality of life and that the Committee needs to listen to the concerns and comments of the people. Mr. Jim Gruennent, S74 W14343 Settler Way, feels that the contents of the 2010 Comprehensive Plan does not support the Vision Statement by the Committee. Mr. Gruennent would like to see quality not quantity. The industrial details along the Moorland Road corridor do not support the Vision Statement. Mr. Gruennent feels that Muskego should be preserved with a rural quality with parks, trees, community centers, and natural attractions. Mr. Ed Stefaniak, W182 S8756 Racine Avenue, is interested in the property located near the High School, south of Woods Road and east of Racine Avenue, and would like to see zoning reconsidered to high density RSM zoning. Mr. Russ Jankowski, S102 W13815 Loomis Drive, commended the Committee on the amount of time and effort put into preparing the 2010 Comprehensive Plan. However, Mr. Jankowski opposes the Business Park located in the Durham Hill area. Ms. Lisa Klein, addressed the Commission for a second time, stating that she is a member of Preserve Muskego. If anyone is interested in joining Preserve Muskego they should contact Ms. Klein. The Group is always looking for new members. Mr. Chuck Wichgers, W153 S6463 Lawndale Place, opposes the development of the Moorland Road corridor. Mr. Wichgers would like to see the development of Parkland Mall and place businesses along Janesville Road and Tess Corners area. Mr. Wichgers asked the Committee to request Common Council to reconsider the rezoning of the Moorland Road corridor. Mr. Joe Grippe, W151 S6847 Golden Country Drive, feels that the Committee should stop and think why people have moved to Muskego. Mr. Grippe stated his belief to keep the commercial development in the downtown area. PAGE 2 PLAN COMMISSION PUBLIC HEARING MINUTES, 2010 COMP PLAN, Continued May 2, 2000 Mr. Joe Dibb, addressed the Commission and audience again, stating that most of the residents seem to be concerned with the Moorland Road corridor and their own “back yard”. Mr. Dibb stated that he did not recall any support from the residents of Muskego for the Durham Hill area when the landfill negotiations were being conducted. Mr. Dibb requested that the Durham Hill area be preserved. Mr. Nathan Olson, W135 S8266 Durham Drive, feels that any plan presented should have a commitment to follow-through on the proposal. Mr. Olson has a real concern in making random changes in a proposal. Mr. Olson would like to see the preservation of green space and lands for future parks not development. Ms. Pauline Jung, S99 W13277 Loomis Drive, stated that the proposed area for the business park houses mostly retired residents that would be forced to leave an area that they have resided in all their lives. This would put an additional hardship on the residents in this area. Ms. Kathy Arbinger, S99 W13381 Loomis Drive, opposes the rezoning and potential of a business park in the Durham Hill area. Ms. Arbinger has lived here all her life and is comfortable with the way the area looks and does not want to see the proposed changes occur. Mr. Stuart Scholz, S69 W14934 Dartmouth Circle, asked how the Committee can focus on the downtown area when recommendations are being made to the other areas of the City. Mayor De Angelis stated that the Committee will review all comments and prepare submittal to the Plan Commission for further action. Any published documents will be made available to the public.
