PC MIN 07-18-2000 PH TIF #8 CITY OF MUSKEGO PLAN COMMISSION PUBLIC HEARING MINUTES Tuesday July 18, 2000 Muskego Public Library, Conference Room 5, S73 W16663 Janesville Road PUBLIC HEARING to Create Tax Incremental District and Adopt the Project Plan Tax Incremental District No. 8. Present: Acting Mayor Slocomb, Alderman Chiaverotti, Commissioners Gummer, Schaumberg, Brodel, Plan Director Turk, City Engineer McMullen, Assistant Plan Director Wolff and Recording Secretary Asti. Absent: Mayor De Angelis, Commissioners Hulbert and Smith. Secretary Asti reported that the meeting was properly noticed in accordance with the Open Meeting Law. Acting Mayor Slocomb declared the Public Hearing open at 7:12 p.m. Acting Mayor Slocomb noted that several staff members were present to answer any questions. Ms. Dawn Gunderson, Finance Director; Laura Mecha, Assessor; Sean McMullen, City Engineer and Brian Turk, Plan Director. Also available is Mr. Dave Anderson from Ehlers & Associates. Plan Director Turk gave a description of the public work projects that are to be implemented with this district. Mr. Dave Anderson, Ehlers & Associates, went over the figures that are listed in the project plan. Mr. Anderson assured the Commission that all projects would have to be approved by Common Council prior to distribution of any monies. Mr. Henry Elling, MSA Professional Services, representing Parkland Ventures, agrees with Mr. Anderson that this plan should move forward. There would be a developer’s agreement with each project that is proposed. The development projects will be in accordance with the 2010 Comprehensive Plan recommendations and Downtown Design Guide requirements. Acting Mayor Slocomb asked for members in the audience to address the Commission with their input of concerns, questions, comments, etc. Mr. Rene Farias, W167 S7294 Briargate, happy to see that something will be done with the mall. This project is something that the neighbors have been waiting to happen for a long time. However, Mr. Farias is wondering what will happen to the existing ponds. The ponds are becoming a hazard to the property owners and there is a concern as to type of impact the new development will have on the existing ponds. Mr. Bob Bueckers, W186 S6790 Jewel Crest Drive, concerned with stormwater impact on Little Muskego Lake when redeveloping the site. Acting Mayor Slocomb stated this matter would be heard through a resolution under New Business later this evening.
