PLAN COMMISSION PUBLIC HEARING MINUTES

PUBLIC HEARING for a Conditional Use in accordance with Section 6.03 of the City of Muskego
Zoning Ordinance for Muskego Park and Recreation Department for the purpose of constructing outdoor
lighted recreational facilities on the Manchester Hill Park property, located in the SW ¼ of Section 10
(Tax Key No. 2198.990 / Parkland Drive).
Present: Mayor De Angelis, Alderman Chiaverotti, Commissioners Hulbert, Gummer, Schaumberg,
Smith, Brodel, Plan Director Turk, and Recording Secretary Asti.
Secretary Asti reported that the meeting was properly noticed in accordance with the Open Meeting
Law.
Mayor De Angelis declared the Public Hearing open at 7:00 p.m.
Plan Director Turk stated that plans were submitted for installation of a single pole 400-watt high-
pressure sodium fixture with twenty-degree tilt to illuminate the existing pond for an outdoor skating
rink. The submittal meets all City requirements. The fixture would be placed on the north side of the
existing pond. Commissioner Hulbert, on behalf of the Park Board, acknowledged that the light would
not illuminate the entire pond. A fire hydrant has been installed. The Park Board may be looking to
install a warming station at the location in the future.
Mayor De Angelis asked for members in the audience to address the Commission with their input of
concerns, questions, comments, etc.
Ms. Pat Bauer, W165 S7609 Bay Lane Terrace, after hearing what is being proposed, does not have
a problem with the fixture as long as it is facing as proposed. Ms. Bauer did state that consideration
should be given to installing a fence for the neighboring properties. Golfers are using the soccer field
as a driving range. Another concern is that the neighboring yards are being used as a short cut to the
recreational facility. A fence installed along property lines would alleviate these situations.
Ms. Marian Tate, S77 W16552 Bridgeport, is totally in favor of this proposal. Ms. Tate did ask what
the hours would be for the park. Mayor De Angelis stated that the light would be on from dusk until
10:00 pm. The park will close at 10:00 p.m.
Mayor De Angelis stated this matter would be heard through a resolution under New Business later
this evening. There being no further questions or comments, the Public Hearing was adjourned at
7:11 p.m.
