Plan Commission Minutes 04-20-99PH-Graves PLAN COMMISSION PUBLIC HEARING MINUTES OF PUBLIC HEARING HELD APRIL 20, 1999, 7:50 P.M. Upon the petition of Arthur Graves for a Conditional Use in accordance with Section 6.03 of the City of Muskego Zoning Ordinance for the purpose of sales and service of new and used snowmobiles, all-terrain vehicles (ATV’s), motorcycles and personal watercraft at the property located at S83 W18410 Saturn Drive. Present were: Mayor De Angelis, Alderman Salentine, Commissioner’s Gummer, Smith, Schaumberg, Hulbert, Acting Plan Director Wolff and Recording Secretary Asti. Secretary reported that the Public Hearing was properly noticed in accordance with the Open Meeting Law. Mayor De Angelis declared the Hearing open at 8:05 P.M. Acting Plan Director Wolff stated that petitioner proposes to operate a snowmobile and ATV dealership providing service and sales of snowmobiles, ATVs, personal watercraft, motorcycles and lawn and garden equipment in a multi-tenant building. Staff has concerns with noise during service and site constraints for parking/traffic circulation for drop-off and pick-up of machines and deliveries; along with site maintenance and appearance with outdoor displays and storage. There will be no storage of any kind on the outside. This use should be confined to a single user site. Staff also suggests annual review required for this operation. Mayor De Angelis asked the petitioner if he wished to speak on this matter. Mr. Arthur Graves, petitioner, addressed Commission that this type of business does not have a high volume of traffic and the location he has chosen is the first driveway so there should be no increase in traffic in this area. Mr. Graves has spoken to tenants in the building and everyone seems to be very receptive to his operation. Mr. Graves handed out letters of recommendation from tenants in the area. Mr. Graves also stated that his clients would contact him rather than driving out to this location with notification. The total number of vehicles stored would be 51 snowmobiles; 9 ATV’s; and 6 personal watercraft. Mr. Graves would like to have 2 outside displays that would be brought into the building each evening. Most of his business would be based on servicing equipment. Mayor De Angelis asked for members in the audience to address the Commission with their input of concerns, questions, comments, etc. A concerned citizen stated that in the past he petitioned to operate a marine dealership in this same area and had been denied. He had been aware of concerns with traffic, parking and noise. He also stated that he would like the Commission to keep in mind that with snowmobiles there is the possibility that during winter snow storms these vehicles are driven throughout the area especially in the Industrial Park. 04-20-99 PC Public Hearing for Graves Page 2 Mayor De Angelis stated this matter would be heard through a resolution under New Business later this evening.
