Plan Commission Minutes 11-16-99PH-SMSA Ltd PLAN COMMISSION PUBLIC HEARING MINUTES OF PUBLIC HEARING HELD NOVEMBER 16, 1999, 6:50 p.m. Upon the petition of Milwaukee SMSA Ltd. Partnership for a Conditional Use in accordance with Section 6.03 of the City of Muskego Zoning Ordinance for the purpose of constructing a 100 foot tall monopole telecommunications tower and equipment shelter on property located in the SW ¼ of Section 1 (Tax Key No. 2162.999 / S63 W13951 West College Avenue). Present were: Mayor De Angelis, Alderman Salentine, Commissioners Gummer, Smith, Brodel, Schaumberg, Hulbert (arrived at 6:48 p.m.), Plan Director Turk, and Recording Secretary Asti. Secretary reported that the Public Hearing was properly noticed in accordance with the Open Meeting Law. Mayor De Angelis declared the Hearing open at 6:55 p.m. Plan Director Turk stated that petitioner proposing to construct a 100 foot tall monopole telecommunications tower and equipment shelter at the MW Marine site. Site is located within the Tess Corners Industrial Park and borders residential development to the north. Submitted information has been forwarded to City consultants, Evans and Associates for their review. A determination should be made if this site warrants a tower or if petitioner should locate at National School Bus parcel. Director Turk mentioned that in 1996 this site appeared before the Plan Commission for a PrimeCo/Sprint tower. That resolution was defeated. Mayor De Angelis asked the petitioner if he wished to speak on this matter. Attorney Jim Gormley of Foley & Lardner distributed to the Commission members a map representing the signal strength reception. Ameritech wishes to cover extended area that is marginal which is the reason that a 100 foot tower is needed. Attorney Gormley stated that the installation at this site can be made esthetically pleasing. The structural analysis will be provided at the building permit process. Until approval is granted from City of Muskego, petitioner will not apply for State approval. Attorney Gormley added that he objected to the Sprint tower approval which was granted without rezoning process and approved through the Building, Site and Operation plan process. Ameritech plans to go through the required process to obtain approval for this request. Mayor De Angelis asked for members in the audience to address the Commission with their input of concerns, questions, comments, etc. There were none. Mayor De Angelis stated this matter would be heard through a resolution under New Business later this evening.
