PAGE 2 CITY OF MUSKEGO PLAN COMMISSION MINUTES 4:30 PM Tuesday June 7, 2011 Muskeqo City Hall, W182 S8200 Racine Avenue Mayor Chiaverotti called the meeting to order at 4:30 PM. Those present recited the Pledge of Allegiance. PRESENT Mayor Kathy Chiaverotti, Commissioners Hulbert, Stinebaugh, Jacques and Director Muenkel and Recording Secretary McMullen. ABSENT Ald. Borgman, Commissioners Noah and Burke Recording Secretary McMullen noted that the meeting was properly noticed on June 3, 2011 in accordance with the Open Meeting Law. APPROVAL OF THE MINUTES OF THE MAY 3, 2011 MEETING Commissioner Hulbert made a motion to approve the minutes of the May 3, 2011 meeting. Commissioner Jacques seconded. Upon a voice vote, motion to approve the minutes was ADOPTED unanimously. OLD BUSINESS FOR CONSIDERATION RESOLUTION #P.C. 022-2011 — Approval of an Annual Review for Frey Auto located in the NE '/4 & SE '/4 of Section 34 (S107 W16311 Loomis Road / Tax Key Nos. 2296.996 & 2293.996.002). Director Muenkel explained another inspection was completed and the site is in full compliance. Citations have been processed and there will be a couple of days' worth of fines the business owner will have to pay. Director Muenkel noted that Mr. Frey is working on plans for a new building. Commissioner Hulbert expressed concern that cars are parking on the street. Director Muenkel explained there are only about 8 parking stalls for customer parking, but Mr. Frey has a location outside the city where he stores overflow cars. Commissioner Hulbert questioned why citations are going to the tenant instead of the property owner. Director Muenkel explained in the past citations could go to either the property owner or the tenant. Commissioner Hulbert requested that in the future citations be issued to the property owner for this property. Upon a roll call vote, Resolution #P.C. 022-2011 was adopted unanimously. OLD BUSINESS SCHEDULED FOR DEFERRAL None. CONSENT BUSINESS Commissioner Hulbert made a motion to ADOPT Resolutions #P.C. 031-2011, and 032-2011 engross. Commissioner Jacques seconded. Upon a roll call vote, the motion passed unanimously RESOLUTION #P.C. 031-2011 — Approval of a three lot Certified Survey Map for the Anderson property located in the NE '/4 of Section 12 (Tax Key No. 2205.991 / S71 W13031 Tess Corners Drive). Resolution #P.C. 031-2011 was ADOPTED unanimously. RESOLUTION #P.C. 032-2011 - Approval of a One Lot Extraterritorial Certified Survey Map for the Pakulski property located in the NW 1/4 of Section 36 in the Town of Vernon. July 5, 2011 REQUEST: Building Site and Operation Plan Amendment for Global Precision Group TAX KEY NO. 2228.999.004 / S84 W18999 Enterprise Drive SE '/4 of Section 17 PETITIONER: Anderson Ashton, Inc. INTRODUCED: January 5, 2010 LAST AGENDA: N/A PREPARED BY: Jeff Muenkel, AICP BACKGROUND PC 033-2011 Global Precision Group is located along Enterprise Drive in the City's Business Park along Racine Avenue. This property currently operates with a 14,194 SF warehouse/office structure. The petitioner is proposing to add -on to the existing structure with a 14,880 SF addition. CONSISTENCY WITH ADOPTED PLANS 033-2011 Comprehensive Plan: The 2020 Plan depicts the area for industrial uses. The proposed uses are consistent with the 2020 Plan. Zoning: rTheszoning of the property is M-2 General Industrial District. The proposed eare consistent with said zoning. Parks and The Parks and Conservation Plan does not identify any planned features in (Conservation Plan: this area. The proposal is consistent with the Plan. Sanitary Sewer Service Public sanitary sewer serves the development. The proposal is consistent with ,Area: the Plan. Water Capacity Public water serves the development. The proposal is consistent with the Assessment District: Plan. Stormwater The grading/stormwater details are subject to Engineering review and approval Management Plan: before the issuance of building permits. No extra stormwater management requirements should be needed, such as a pond, since not more than a half - acre of "new" impervious surfaces are being applied. The proposal is within the auspices of the General Design Guide. The Design Guides: redevelopment appears to meet the intentions of the guide. Redevelopment District The BSO petition is within Redevelopment District #3. The proposal of simply #3: adding onto the current structure with the same architecture only further aid in the goals of the Plan. The proposal is non -substantial and doesn't require official CDA approval. STAFF DISCUSSION PC 033-2011 A submittal is included in the supplement consisting of a site plan, building elevations, colored rendering, photometric plan, and floor plan. As stated above, the petitioner requests approvals for an addition and some site improvements. The overall plan is to add 14,880 square feet of new warehouse space in addition to the existing 14,194 SF of office/warehouse. Small site improvements in the form of a new parking lot are also proposed. ArrhitPcfiire The entire proposed addition will be made of the same materials and colors as the existing front office and warehouse structure. The structure will be constructed out of 100% masonry product consisting of smooth and split face block as shown in the colored rendering. Zoning It should be noted that the proposal shows the addition adjoining the existing structure along the west property line along a 10-foot offset. A 10-foot offset from the west property line is non -conforming, however, an owner may continue an existing non -conforming offset as long as they are not getting any closer to said property line and as long as the proposed improvements are less than 50% of the current value of the existing structure. The resolution is worded that the owner will have to demonstrate that they are meeting the 50% non -conforming value requirement at the time of building permits before the permit can be approved. Staff doesn't see any issue with meeting this requirement for the block constructed warehouse structure as the current value of the existing structure is over $800,000 already. Parking and Access A total of twenty-nine (29) parking stalls (14 new and 15 old) are now found on the proposed site plan which meets code requirements. Appropriate access ways are maintained throughout the design. Dumpsters/Refuse Containers No refuse enclosure is proposed as part of the proposal at this time. If any dumpsters/refuse containers are desired they will need to be screened with an enclosure (board -on -board fencing or similar) and will need to be approved by the Planning Division. Landscaping No new landscaping is proposed as part of the proposal at this time. A formal landscape plan will need to be submitted and approved by the City prior to the issuance of building permits. The only landscaping that appears to be required is along the eastern property line between said line and the parking lot. Signage No new signage is proposed at this time. Lighting New wall pack lighting is shown to occur along the new eastern fagade of the proposed addition, and the lighting meets the city requirements of no more than 0.5 foot-candles at the property lines. Sewer, Water, Storm, Grading The development is served by City sewer/water. No Stormwater management improvements are required as less than a half -acre of impervious surfaces are being added as part of the overall project (Adding 21,242 SF at this time).
