Board President Whipple called the monthly meeting of the Parks and Recreation Board (Board), City of
Muskego, to order at 6:00 p.m.
PLEDGE OF ALLEGIANCE
Those present recited the Pledge of Allegiance.
The meeting notice was posted in accordance with the Open Meeting Law on Wednesday, July 9. 2008.
Present: Mr. Gary Boisits, Mr. Eric Hetzel, Mr. Brett Hyde, Mrs. Kelly Koble, Ald. Dan Pavelko, Mr. Toby

APPROVAL OF MINUTES:
June 9 Minutes
Mr. Brett Hyde moved to approve the minutes of the June 9, 2008 meeting, seconded by Mr. Eric
Hetzel. Mrs. Koble noted that Mr. Boisits and Mrs. Koble were reported in the minutes as present and absent.
The minutes should be corrected to reflect they were not present at the meeting. Upon a voice vote, the
motion to approve the minutes, as corrected, carried unanimously.
PERSONAL APPEARANCES:
Horn Field Beer Sales by The Muskego Impact
Mr. Rick Henneberry of The Muskego Impact was not present. Director Anderson explained that at the last
meeting in June, Mr. Henneberry had asked for beer sales during their All-Star Game at Horn Park which was
yesterday. Director Anderson said the event went fine and the park was clean and the field was okay after the
event. Mr. Henneberry had wanted to ask approval for beer sales at their other home games but this wasn’t
listed on the June agenda and the discussion never ensued. On the permit that he had filled out, he had
asked for all the remaining dates. Due to the time elapsing between this Board’s meeting and the next
Finance Committee/Common Council meetings, he would not be able to have beer sales approved for the July
20 game. Mr. Eric Hetzel moved to recommend the approval of beer sales, not for the game on July 20,
but for The Impact’s remaining home games for this season/summer. Mr. Brett Hyde seconded. Ald.
Pavelko inquired if they would get the whole season next year. Board members felt that would be requested
but it would have to come before the Board again. Mrs. Koble inquired if they had done this before, any
problems. Board President Whipple stated this was the first year and only one date. Mr. Hyde said they would
then have feedback for next year. Upon a voice vote, the motion carried unanimously.

WRITTEN CORRESPONDENCE:
Skate Park Clean-up Schedule
Ald. Schaefer had provided the Board with a skate park clean-up schedule for the Teen Advisory Board
members. The members will be assisting in clean-up of the park once school lets out. Limited discussion
ensued on the litter and graffiti that has been an ongoing problem at this park area.
Moorland Park Pond Area Volunteer Clean-up
Director Anderson shared an email from a gentleman that lives in the Quietwood subdivision volunteering to
clean up a small strip of park land in the area of Quietwood and Westfield. He had no problem with this
request. Mr. Boisits inquired about liability issues. Director Anderson stated that they are covered under the
city as long as they call and get permission as a volunteer and the city has knowledge of it.
Water Bugs Ski Team, Inc. Compliance Check
Board members were in receipt of the June compliance check from the Muskego Police Department. There
was one citizen complaint on the music and the announcer being too loud. There was also a report from a
police officer who resides on Hillendale Drive that he could hear the announcer. Director Anderson said a lot
depends on the wind and he has also discussed with Mr. Christopher starting at a much lower volume. Mr.
Christopher advised the Board that they have implemented three things to address the problem: They have
changed announcers this year. They have added a person on the sound board to monitor the mikes which
keeps the volume lower. They added more characters in the show so that the main announcer isn’t doing all
the talking. Since the implementation of these measures, it has been much better. Board President Whipple
thanked Mr. Christopher for his input.
Vandalism of Launch Boxes, Signs on MRT
Director Anderson reported that some of the launch boxes have been broken into again. Staff and the ranger
empties the boxes twice a day so the money lost isn’t a lot. Also, signs along the Muskego Recreation Trail
have been hit with graffiti which is promptly removed.
Older Adult Considerations for Moorland Park
Director Anderson thought it would be a good idea as they are developing Moorland Park to consider putting in
horseshoe playing area or shuffleboard area for the older adults that lived in the area. Once the grading and
seeding is done, the Board could look at locations for some of these other activities. Mrs. Koble commented
that the presence of an older person would help keep the teen stuff in check.
NEW BUSINESS: None.
ALDERMAN’S REPORT: Ald. Pavelko mentioned that when he was on the county board and when Moorland
Road came in the subject of planting flowers in the medians was discussed. After three years, it looks like they
will have people volunteer to plant flowers and upkeep the medians.
STATUS OF PROJECTS:
Park Arthur
An email received from Tom Blotz of the WDNR (Wisconsin Department of Natural Resources) was shared
with the Board members. There were 33 applications and only 11 received funding. Director Anderson and
Mr. Burch will be meeting with Tom Blotz to see how they came out on their point totals and what can be
added as the department will be applying again next year for the stewardship grant. Mr. Hyde questioned how
this affects Park Arthur. Director Anderson and Mr. Burch will be looking at what Phase 1 will contain with
what money has been allocated for 2008 and 2009. These would be park dedication and landfill funds so they

may only be looking at grading the site and putting in some of the infrastructure on the east side and the
southern section.
Highway 36 Trail
Director Anderson reported funding should be received for the bridge. He was advised by Mr. Blotz not to do
any construction. Should receive something definite from the WDNR by the end of July or early August. DPW
(Department of Public Works) will be putting the trail in and this project should be completed this year.
Moorland Park
The biggest problem at Moorland Park is litter, broken glass, etc.
DIRECTOR’S REPORT:
Movies in the Park
July 25 movie in the park is The Bee Movie. In the past, there has been a problem with the poles and a sag
being created in the movie screen. WeEnergies will help alleviate the problem by installing guide wires and
since it will be for a city function, the cost would be $500. This should be done by the end of this week in time
for the next movie showing.
Operating Budget 8/11
Director Anderson will be presenting the operating budget for recreation at the August 11 meeting. A summary
sheet showing the changes to the budget and the affected GL accounting number and the reason for the
change will be included with the detailed budget.
MNSD Facilities Agreement
Director Anderson believed that the agreement was passed but only for one year. Mr. Hyde was not present
at the school board meeting but he, too, believed that it was passed.
Baseball Committee Meeting
Last week, the baseball league representatives met with department staff. One idea that was discussed was
the leagues to prepare their own game fields. The leagues are to get together to see what they can accomplish
for 2009 and come back to the Parks and Recreation Board with their proposal on how they are going to do it
and the things they need to accomplish it. The 2009 operating budget will reflect this change.
Operating Budget , Park Dedication, Capital Budget 8/11
These budgets will be coming before the Board at the August 11 meeting. Director Anderson questioned if
there was anything the Board members were looking for in the Park Dedication budget. Board President
Whipple commented it may be just to look at the park dedication projects and changing the priorities of the
projects.
OTHER BUSINESS
Subdivision Plans—none.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW:
Director Anderson shared the emails that the department had received on the ball diamond issues such as
field preparation, cancellation of games, etc.
Mrs. Koble, in regard to the flooding that took place, asked if anyone from the city or county had looked into
what exactly the flood water was because from the odor, she thought it was raw sewage in the area of Bluhm
Farm Park. It could be from the subdivision to the north or the farm fields, but something as it is really nasty.

Director Anderson will talk with the Superintendent Kloskowski to see what he can find out. Mr. Hyde
commented that some friends’ homes flooded across from Bluhm Farm Park and it appeared that the city had
just dumped water in the creek behind there so he was sure the water was tainted. Mrs. Koble’s concern was
how this would affect the park relative to tree or grass die off. (Conversation was had with Superintendent
Kloskowski and no raw sewage was dumped in Bluhm Farm Park. It was the odor from grass dying and
organic matter decomposing.)
In their packets, the Board members had information from the 2020 Comprehensive Plan to review and to
submit their comments either to Director Anderson or Director Muenkel.
Director Anderson shared that the Durham Drive trail will be staked. There’s one property that doesn’t provide
enough room for the trail so the area will be staked so the trail can be done to close the loop. Carity will then
put in the trail and the only thing the department will have to pay for is the asphalt that goes by this one
property.
Proclamation by the Mayor for July being the Parks and Recreation Month was shared by Director Anderson.
Mrs. Koble said it was brought to her attention that there was some suspicious person hanging around the
playground programs and the staff in charge of the programs contacted the police. She wondered if the
people that work these programs had some protocol or standards to follow as to what is a suspicious person or
vehicle. Director Anderson stated there is a safety manual and anytime they feel uncomfortable for the safety
of the children, they call the police. He did note that because of the tranquility of the parks, some people just
come to the parks to read a book or to eat their lunch.
ADJOURNMENT - There being no further business, Ald. Pavelko moved for adjournment at 6:35 p.m.
Seconded by Mrs. Koble. Upon a voice vote, the motion carried.
