Park & Rec Board- MINUTES - 7/10/2006 PARKS & RECREATION BOARD Monday, July 10, 2006 Approved 8/14/06 Vice-president Koble called the monthly meeting of the Parks and Recreation Board (Board), City of Muskego, to order at 6:06 p.m. PLEDGE OF ALLEGIANCE Those present recited the Pledge of Allegiance. The meeting notice was posted in accordance with the Open Meeting Law on Thursday, July 6, 2006. Present: Mr., Jerald Hulbert, Mr. Brett Hyde, Mrs. Kelly Koble, Mr. Richard Manchester, Mr. Toby Whipple (6:10 p.m.) and Director Craig Anderson. Absent: Mr. Eric Hetzel (excused), Ald. Tracy Snead (excused) GUEST: None APPROVAL OF MINUTES: June 12, 2006 Mr. Hulbert moved to approve the minutes of the June 12, 2006 meeting, seconded by Mr. Hyde. Upon a voice vote, the motion to approve the minutes carried unanimously. PERSONAL APPEARANCES: Appreciation Plaque for Howard Schneider Director Anderson presented Howard Schneider with the City of Muskego’s certificate of appreciation for the years he served on the Parks and Recreation Board from May 11, 1993 to April 10, 2006. A plaque from the Parks and Recreation Board was awarded to Howard Schneider in grateful appreciation of his service, personal commitment, leadership and special efforts to the Parks and Recreation Board and the citizens of Muskego. Upon President’s Whipple’s arrival, Vice President Koble relinquished the chairing of the meeting. WRITTEN CORRESPONDENCE Kurth Park/Denoon Park Vandalism Director Anderson reported a broken toilet on June 15 at Kurth Park with the seal being broken necessitating replacing the toilet. Also, on June 18, the men and women’s doors were ripped off and gone. At Denoon Park, the bubble panel on the playground equipment was broken. The lack of the bubble does not create a safety concern so it will not be replaced. NEW BUSINESS None Minutes, Parks & Recreation Board, July 10, 2006, page 2 UNFINISHED BUSINESS: Lions Club Extension of Hours Request The department received a clarifying email from Mr. Stewart as far as the close down and clean up for their lobster/steak event. The event will end at 11:00 p.m. and they will be cleaning the facility from 11:00 p.m.- 11:45 p.m. Mr. Hulbert moved to approve the extension of hours until 11:45 p.m. with the serving of beverages ending at 11:00 p.m. Mrs. Koble seconded. Mr. Manchester asked if the entertainment would last until 11:00 p.m. Director Anderson stated that was correct. Mr. Manchester questioned if the department had received any complaints on the event in the past. Director Anderson said no complaints received on this event. Upon a voice vote, the motion carried unanimously. ALDERMAN'S REPORT: None STATUS OF PROJECTS: Director Anderson updated the Board members on the following project: Kurth Park—The area between the parking lot, trail and the creek still needs to be graded and then reseed the area. Mr. Hulbert questioned if the area west of the trail with weeds was in private ownership. Director Anderson said some is and some is not, to the left of the trail it serves as a buffer between the park and the neighboring property. He thought that Mr. Zagar had planted the area in prairie grasses. Park Arthur—Director McMullen advised Director Anderson that they did put out the bids for the grading but had no response. He is now contacting other grading companies to find out if they are interested. Idle Isle Building—Board members will be touring after the meeting. Geese Control Program—The program using the Border Collies has worked out real well. He did not think the parks crew used the goose poopbuster equipment once. For the last two weeks, he did not have to call the vendor to bring the dogs. He noted the cleanliness of the park as people were sitting on the grassy areas and the beach and no visible droppings on pavement. He explained the program in detail to the Board members. Today, a complimentary call was received on the cleanliness of the park in years. This program is on an “as needed” basis and they charge $250 a week. However, the first two-four weeks is mandatory as they have to establish the program in the park. Idle Isle Water Quality—The water quality has been very good. The last reading was a 9 ppm due to no geese and not a lot of rain. Mr. Hyde asked about the scale on the readings. Director Anderson stated that at 235 ppm, they would post the water and over 1000 ppm, the beach would be closed. Water Bugs Compliance Check—Most recent compliance check was provided in the meeting packet. The police have not done a lot of the tests. They did respond to a complaint on the volume and had the announcer turn it down. Mr. Hulbert inquired about the auxiliary parking lot on Martin Drive. Will they be painting crosswalks or installing pedestrian signs? Director Anderson will check into it. Mr. Hulbert also asked if the runoff from the weed was an issue. He had observed that the liquid (green scum) from the dumped weeds was running behind the parking lot down toward the creek. Minutes, Parks & Recreation Board, July 10, 2006, page 3 DIRECTOR’S REPORT Summer Programming Director Anderson reported the summer programming has been outstanding. All of the program numbers are up; more in the all-sport camp, more in the all-day playground program, more basketball camps, more rhythm dance and pom. Mrs. Koble added that the drop-in playground program is wonderful. Her son is having such a good time. Decibel Testing The decibel testing was done by Officer Mrotek. The speakers were supposed to be positioned up but they haven’t done that yet. He pointed out on the facility where the wires and speakers were supposed to be installed. They will have attachments to put the speakers out and take them in. The testing was done as they have the speakers around the columns and the beach facing the facility. They tested in the two locations where they place the speakers. He did advise the Water Bugs (Water Bugs Ski Team, Inc.) that they needed to have the speakers installed before the end of the season so another decibel testing can be done during their show. If they don’t have the speakers in by the end of the season, he would expect the Board to have some issues on it at the October review. This was one issue with the shelter going up. Mr. Hulbert mentioned that if the speakers aren’t up in 30 days, then they couldn’t use the speakers at all. President Whipple asked if any feedback had been given why it was not done. Director Anderson said one was that the public address announcer wasn’t involved in how the speaker wires were going to go. He had discussed with the announcer that the Water Bugs had representatives that sat on the committee and it was not the department’s concern as it was the Water Bugs role. Mr. Hulbert moved that if the speakers are not installed permanently in the original location by August 1, that they (Water Bugs Ski Team, Inc.) would no longer be able to use the sound system in the park. Mr. Manchester seconded. Board President Whipple surmised this would give them two-three weeks roughly. Mr. Hulbert stated they had ample time to take care of the matter throughout the course of the summer. Board President Whipple said they had discussion on this right from the start of the project. If it creates a problem, then they should come to the Board with a reasonable date. Mr. Hyde thought they could come forward at the August Board meeting. Upon a voice vote, the motion carried unanimously. (Note: Mr. Christopher was at the park and after the meeting, he was verbally informed of the Board’s action.) Park Dedication Fees Director Anderson shared that the City of Muskego is taking a wait-and-see approach. There is nothing coming through in terms of developments. There is talk that the legislature will reconsider the issue as city leaders from across the state have been contacting the members. Sen. Lazich indicated to Ald. Buckmaster that she was willing to look at it again. President Whipple stated the Board members should take a proactive stand and send a letter to senators and representatives to appeal or to amend. Mrs. Koble voiced her concern that if they can only use impact fees for playgrounds and land purchases, then the children in the age group of 10-15 years, needs are not being addressed as they are the ones that are involved in sports that use athletic fields. Parks Projects Update Director Anderson said the steel for the Highway 36 bridge is somewhere in the area. The shelter at Veteran Memorial Park has been cleaned and it will be sealed one more time. The department may start looking into the gutter issue again. Mr. Hulbert in looking at the location of the trees relative to the shelter and did not see how leaves would be a concern of the parks supervisor. Director Anderson said the parks supervisor was more concerned about the vandalism to the downspouts as has happen with other shelters and also the water crossing the concrete and staining it. Minutes, Parks & Recreation Board, July 10, 2006, page 4 All the signage for the Martin Drive overflow parking lot has been installed. The trail has been mowed. The th projects were able to be done over the 4 as there were no fields to prepare Monday through Wednesday. Mr. Hulbert mentioned that the signs look good on the trail where equestrian usage is allowed. It doesn’t have to be mowed very often, but now it at least is defined. He still was concerned about the guy wires coming off the pole by the trail near the Big Bend end. He did note that it would be the electric company’s responsibility to address this issue. Director Anderson shared that a person had emailed him relative to traffic bond being put down from the county park to Hillendale. He replied that it would not have traffic bond at this time. OTHER BUSINESS Subdivision Plans--None COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW Next Meeting—August 14, 2006 ADJOURNMENT - There being no further business, Mr. Hulbert moved for adjournment at 6:36 p.m. Seconded by Mrs. Koble.
