Park & Rec Board - MINUTES - 7/12/2004 MINUTES PARKS AND RECREATION BOARD MEETING CITY OF MUSKEGO July 12, 2004 APPROVED 8/9/04 Audio Recording Available Board President Toby Whipple called the monthly meeting of the Parks and Recreation Board, City of Muskego, to order 6:30 p.m. PLEDGE OF ALLEGIANCE Those present recited the Pledge of Allegiance. The meeting notice was posted in accordance with the Open Meeting Law on Thursday, July 8, 2004. Present: Mr. Richard Manchester, Ald. Bob Melcher, Mr. Howard Schneider, Mr. Toby Whipple and Director Craig Anderson. Absent: Mr. Eric Hetzel (excused), Mr. Jerald Hulbert (excused), Mrs. Kelly Koble (excused) GUEST: Jerry Pronschinske APPROVAL OF MINUTES: June 14, 2004 Mr. Manchester moved, Mr. Schneider seconded, to approve the minutes of the June 14 meeting. Upon a voice vote, the motion to approve the minutes carried unanimously. ALDERMAN'S REPORT Ald. Melcher gave his report on what recently transpired at the Council level. The report included an upcoming referendum to change the terms of aldermen to three years and the mayor to four years. They did the first reading of the changes to the Chapter 26 ordinance regarding mooring of boats. They discussed the pool being left out of the facilities agreement with the school district. PERSONAL APPEARANCES: Muskego Community Festival— Mr. Jerry Pronchinske reviewed with the Board members the site plan for the upcoming Muskego Community Festival at Veterans Memorial Park, August 27, 28 and 29. They are going to try and include the historical society and the tractor club into the event this year with the activities after the parade on Sunday. The tractor club will have some tractors on display. There is also proposed a kiddy train ride and possibly having a corn-shelling demonstration. The equipment for the corn-shelling exhibition would be in a snow-fence enclosure. Also, a possible hay ride from the park over to Horn Field and return depending on the condition of the trail. The historical society will have its buildings open. These organizations will be included in the advertising for the festival. He submitted the form for use of the shelter and the beer permit for consumption of alcoholic beverages in the park. Director Anderson inquired if they would be using the shelter bathrooms? Mr. Pronchinske said they would be and they have hired Minutes, Parks & Recreation Board Meeting, July 12, 2004, page 2 someone to clean the bathrooms. Director Anderson advised that the park has only a 4-yard dumpster and he expected it would probably get filled. Mr. Pronchinske will keep an eye on the dumpster and also stated they will have two 30-yard dumpsters and one 20-yard dumpster for the event. He’ll contact Onyx for disposal as necessary. They don’t plan on using the bathrooms at the Old Settlement Centre. Mr. Manchester moved to approve the request for use of Veterans Memorial Park from August 27-29. Mr. Schneider seconded. Upon a voice vote, the motion carried. WRITTEN CORRESPONDENCE: Boxhorn Launch—Director Anderson shared that people see what is being done with the Idle Isle launch and they want to see something done with the launch at Boxhorn. He believed that the Common Council and the Parks and Recreation Board would want to see a longer lease on the property. With a longer lease, then a grant could be written for funding through the Waterways Commission. STATUS OF PROJECTS: Director Anderson advised the Board on the status of the following projects: Denoon Park—nothing to report. Idle Isle Launch Project—Ald. Salentine and Mayor Slocomb asked if they could look into bringing the old launch back. Director McMullen went out and looked at the old launch and saw that some work needed to be done. It was discussed to include it with the Idle Isle launch project. They brought David Dahms out to look at it and he was 99% sure that it could be included in the grant. It’s possible that when one is done, the other one can be done. Then, when the ski team is using the park, the gate to the old launch would be opened up for use by the general public. Kurth Park—still waiting for it to dry out. Moorland Corridor Parkland—the name change did go though Council. It is now Moorland Park. Park Arthur—There is still fill and grading being done. Board members discussed if the lease for the Martin portion of the park had in place a provision for ground cover during the idle months. (Note: A check of the lease with Mr. Schaefer did provide if the land is not used for active cropping, a grassy cover crop must be planted on the land, acceptable to the Parks and Recreation Board. If the land will be placed in the "set aside program" all N.R.C.S. guidelines must be followed.) Land Acquisitions— nothing new to report on the Paepke property. Security Cameras—The department is still waiting on Officer Mrotek to work on installing the cameras at Bluhm and Kurth parks. Recreation Trails—nothing to report. MHS Athletic Fields—August 9 is when the fields will be ready. Park Dedication Budget—no update. Old Town Hall— Board members will be doing a short tour after the meeting. Minutes, Parks & Recreation Board Meeting, July 12, 2004, page 3 Skate Park—He still has not heard back from the original sponsor. He has contacted another sponsor and should be consulting with them next week. Geese Program—Board members received another update on the number of geese at Idle Isle. The department has not received any complaints on goose droppings. Bye Bye Birdies will be doing the third treatment on Wednesday or Thursday of this week. Staff had used the goose poopbuster for a test on June 8, then used it on June 29, July 1, July 2 and again July 12. He reported that when he has gone to the park to count geese, he has noticed people in the grass, lying out so they are able to use the park. The program seems to be working. Mr. Schneider shared that when they were in the park for clean-up after the July 3 event, he did not notice any droppings. Idle Isle Water Quality—Other than the first test, other tests have been well within the norm. If the test results are between 235-1,000, then an advisory is given; if the test is over 1,000, then the park is closed. UNFINISHED BUSINESS: Water Bugs Ski Team, Inc. Monthly Review—Board members were in receipt of the memo from the police department and the compliance checklist as part of their monthly review of the ski team activities. Director Anderson reported that there were three complaints received. Two of the complaints were about the noise/music from the shows on June 9 and 30. The ski team was advised of these complaints. On the June 30 complaint, Officer Leon responded and found that the music was not too loud at the time he was there. The third complaint was from a citizen who did not realize that the ski team was allowed to practice on other dates. The only other contact with the ski team was in the form of their members calling the police department in order to assist and coordinate the July 3 show and fireworks. CONSERVATION COMMISSION REPORT Mr. Schneider had nothing to report. DIRECTOR’S REPORT Recreation Fall Program Guide—Staff is working on the Fall Program Guide. There will be a lot of new programs. Also, getting information on the programs that the department has currently going on for the fall. He mentioned the difficulty with less staff, but staff is handling it well. Mr. Manchester shared the conversation he had with his tennis partner. The person indicated the citizens of Muskego don’t realize how lucky they are to have so many baseball fields, soccer fields and other facilities compared to the Milwaukee area. Parks Philosophy of Recreation Trails—Director Anderson had received a call from an alderman regarding the philosophy of the Board in relation to the recreation trails. He referred to the Chapter 7 of the Park and Open Space Plan which states, in part: “…These trails should serve to link the City of Muskego together with a system of safe and functional off-street recreation trails to facilitate such activities as running, biking, cross-country skiing, in-line skating, hiking, and nature study. Recreation trails should be thought of as extensions of the transportation system of the City….It is also recommended that a citywide system of supplementary local trails be developed to connect the existing and planned City of Muskego park and open space sites and Muskego Park (Waukesha County Park System). All future land developments and subdivisions should be requested to make trail connections within reasonable distances of existing parks Minutes, Parks & Recreation Board Meeting, July 12, 2004, page 4 and other recreation trails.” Board members reaffirmed their opinion on the philosophy on the recreation trails. Mooring Permit Update—Director Anderson said the Chapter 26 ordinance update that there will be no mooring on public docks for the public lake accesses will get its second reading tomorrow. He mentioned the other problem with people putting in posts near the docks and then jumping from the dock to their boats. Mr. John Planke, who is the warden supervisor, recommended that anybody who puts posts out in front of the land or the water rights of the landowner has to get approval from the landowner which in this case would be the Parks and Recreation Board. Director Anderson, therefore, can approach the person and asked if they have approval for the posts; if not, they have to come before the Board. If they decide not to come before the Board and they leave the posts in place, then Director Anderson can contact the warden and a citation will be issued. Lake Access #8 Gate—Director Anderson reported that Chief Johnson had met with him on the issue of gating the access. As indicated in his original request whereby he guaranteed access for the public to the dock, Chief Johnson stated the lake access would not be gated. The access would be open for the public to use. NEW BUSINESS: None. OTHER BUSINESS Subdivision Plans from Plan Commission Crystal Lake subdivision, which is located south of Muskego Dam. Director Anderson reported that a public access to the lake would be given to the city, in addition to park dedication fees. There is a question whether the access will be 60’, 80’ or 100’. Mr. Howard Schneider moved to accept park dedication fees in lieu of land dedication. Mr. Manchester seconded. Upon a voice vote, the motion carried. Forest Glen subdivision is located north of Janesville Road. Director Anderson pointed out on the plan the location for the recreation trail and this in accordance with the Park and Open Space Plan. Mr. Manchester moved that the Parks and Recreation Board recommended an 8-foot, asphalt pedestrian trail along Bay Lane and on Oak Hill Trail and then accepting park dedication fees. Mr. Schneider seconded. Upon a voice vote, the motion carried. Next Meeting—August 9, 2004. COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW—Director Anderson shared the sad news of Harry Udvare’s death.
