Conservation Commission -Minutes-20060424 Conservation Commission Approved City of Muskego Minutes of Meeting Held on Monday, April 24, 2006 Chairman Len Pilak called the meeting to order at 6:04 PM. Present: Mr. Ted Decker, Mr. Bill Miller, Ms. Sharon Roy, Alderman Melcher and Conservation Coordinator Tom Zagar. Absent: Mr. Howard Schneider Guest: Ms. Karen Hartwell, Mr. Bill Carity, and Mr. Dennis Fermenich Those present recited the Pledge of Allegiance. The meeting was posted on April 19, 2006 in accordance with the open meeting law. APPROVAL OF PREVIOUS MEETING MINUTES - A motion was made by Mr. Miller to approve the Conservation Commission minutes of April 12, 2006. Seconded by Ms. Roy and carried by all. OLD BUSINESS EROSION CONTROL PROJECT ON HOLZ ISLAND – LITTLE MUSKEGO LAKE – Conservation Coordinator Zagar left message for Faye Emerson to discuss the plan. He will have more information on this item to discuss at the next meeting. CONSERVATION EASEMENT FOR THE RIDGES CONSERVATION LANDS LOCATED IN THE SE ¼ of Section 6. – Nothing new to report. Still waiting for a response from Muskego Lakes Land Conservancy. DISCUSS IMPLEMENTATION OF MUNICIPAL CODE REGARDING TREE MITIGATION – Conservation Coordinator Zagar and Mr. Miller will continue to work on this item. Chairman Pilak suggested contacting other municipalities and compiling information for the next meeting. DEVELOPMENT OF ENGEL CONSERVATION AREA – Last week, Conservation Coordinator Zagar performed a controlled burn on a 10-acre reed canary grass area on the Engel conservation site. DISCUSS RECOMMENDATIONS FOR CITY OF MUSKEGO CONSERVATION PLAN UPDATE – Conservation Coordinator Zagar is currently drafting a conservation plan and is asking for input from the Commissioners. He asked them to consider the following items:  Management of city-owned land.  Assist/cooperate with state, county, nonprofits in purchases, protection & management.  Greenways  Endangered resources  Wildlife habitat  Education Conservation Commission Meeting April 24, 2006 Page 2  Volunteerism  Tree mitigation  Code changes  Natural landscaping  Watershed protection  Retention basins, enhancing storm water outlots  Erosion control  Water conservation REVIEW BELLE CHASSE PRELIMINARY PLAT – Mr. Carity appeared before the Commissioners with changes to the preliminary plat of Belle Chasse subdivision. At the last meeting, Commissioners expressed concerns regarding the preservation of wooded areas on the plat. The plat presented by Mr. Carity showed that the cul de sac that extended into the woodlot adjacent to the recreation trail on the south end of the property had been removed. The Commissioners also expressed concern about the effect of lots extending into the woods on the north side of the property. In response Mr. Carity offered to shorten the cul de sac (Court H) so that building pad areas would not extend into these woods. Conservation Coordinator Zagar noted the city would be interested in acquiring outlot 3 that abuts Bluhm Park and would offer to waive the conservation dedication fees. Also the city would like the ability to perform land management on the conservation easement areas. Chairman Pilak asked Mr. Carity to label each wooded area with a letter A, B, C and D on the plat so that any modifications could be expressed. After further discussion of each area, the Commissioners agreed that they were satisfied with the changes. Mr. Carity will present a plat with the Conservation Commissioners’ changes/recommendations to Plan Commission nd members at the May 2 meeting. Chairman Pilak made a motion to accept the plan as presented with the following four step recommendation to Plan Commission (1) accept area A as presented; (2) accept area B as presented (lots 79-84 as depicted); (3) accept area C as presented; (4) will accept area D pending provision to shorten the cul de sac labeled (Court H) such that only preservation areas of lots extend into wooded area; seconded by Mr. Miller and carried by all. Mr. Carity further indicated that he would have Mr. Dennis Fermenich consult with future homeowners who purchase wooded lots to maximize tree preservation. NEW BUSINESS MISCELLANEOUS BUSINESS- Nothing new to report. MEETING DATE- At this time, Commissioners did not set a date for the next meeting. ADJOURNMENT Being no further business to discuss, Mr. Ted Decker moved to adjourn; seconded by Alderman Melcher and carried by all. Meeting adjourned at 7:09 PM.
