Minutes of Meeting Held on Tuesday, December 14, 2004
Len Pilak called the meeting to order at 6:03 PM.
Present were Commission members Howard Schneider, Henry Posbrig and Conservation
Coordinator Tom Zagar and those per attached list. Gary Stewart and Alderman Madden
were absent.
Those present recited the Pledge of Allegiance.
The meeting was posted on December 8, 2004 in accordance with the open meeting law.
APPROVAL OF PREVIOUS MEETING’S MINUTES – A motion was made by Howard
Schneider to approve the minutes of December 6, 2004, seconded by Henry Posbrig and
carried by all.
OLD BUSINESS
TOUR OF ENGEL PROPERTY AND BLUHM PARK – Nothing new to report.
EROSION CONTROL PROJECT ON HOLZ ISLAND ON LITTLE MUSKEGO LAKE – Nothing
new to report.
CONSIDER RUSTIC STRUCTURE DESIGNATION FOR THE BARN ON RUSDAHL
PROPERTY (W185 S8266 DURHAM DRIVE) – Len Pilak gave an overview of what was
discussed at the last meeting and opened the meeting up for discussion. Howard Schneider
questioned the owners as to any plans to fix up the barn. The owner stated that they are
aware that the structure needs some repairs and had planned to do some work on the
structure. Len Pilak stated at the last Conservation Commission meeting, the Commissioners
were in favor of preserving the structure but had concerns regarding repairs and neighbors are
concerned with the appearance. Len Pilak stated that a timeline or a definite date to repair the
structure is needed in order for the Commissioners to grant this structure a rustic structure
designation. The owner stated at this time, they do not have the funds but after the sale of the
(2) lots, they plan to repair the structure. Howard Schneider question Interim Plan Director Jeff
Muenkel asking if the city would set a timeline date for repairs. Jeff Muenkel stated that as
part of the Plan Commission Resolution there will be an annual review of the structure and at
that time, the Conservation Commission will review the structure also.
Howard Schneider motioned to recommend a rustic structure designation for the barn on
the Rusdahl Property; seconded by Henry Posbrig and carried by all.
An amendment to the motion; Howard Schneider motioned to recommend a rustic
structure designation for the barn on the Rusdahl Property and that Plan Commission
and Conservation Commission review this designation annually; seconded by Henry
Posbrig and carried by all.
MISCELLANEOUS BUSINESS- Tom Zagar updated commissioners members regarding the
leasing of farmland on two (2) City-owned lands under the direction of this commission.

Conservation lands: a 9-acre parcel located off of Kelsey Drive, and the remaining farmlands
on the Engel Conservation Property. The two conservation properties have a year-to-year
lease with a rate of $55.00 an acre. Tom Zagar also noted that the Boxhorn Reserve
Subdivision final plat would be coming forward for discussion. Len Pilak stated he would like
to review the plat at the January meeting.
MEETING DATE – At this time the Commission did not set the next meeting date.

Being no further business to discuss, Howard Schneider motioned to adjourn; seconded
by Henry Posbrig and carried by all. Meeting adjourned at 6:17 PM.
