Conservation Commission -Minutes-20040112 Conservation Commission approved City of Muskego Minutes of Meeting Held on Monday, January 12, 2004 Chairman Len Pilak called the meeting to order at 7:35 PM. Present were Commission members Howard Schneider, Gary Stewart, Alderman Salentine, Henry Posbrig, Conservation Intern Wendy Multhauf and Conservation Coordinator Tom Zagar (staff) and those per the attached list. Mayor Mark Slocomb and Associate Planner Jeff Muenkel, Mark Kockanski and Christy Cramer of Ruekert & Mielke also attended the meeting. The Pledge of Allegiance was recited at the Parks & Recreation Board/Conservation Commission Joint Meeting prior to the Conservation Commission Meeting. Len Pilak noted the meeting was posted in accordance with the Open Meeting law on January 6, 2004. APPROVAL OF PREVIOUS MEETING’S MINUTES – A motion was made by Gary Stewart to approve the minutes of the May 28, 2003 meeting, seconded by Alderman Salentine and carried by all. MISCELLANEOUS BUSINESS Following the Parks & Recreation Board/Conservation Commission Joint Meeting, discussion continued regarding the defeated motion to accept the Conservation Fee Plan as read by Ruekert/Mielke and forward it on as recommended to the Finance Committee and Plan Commission. Gary Stewart voiced his concerns regarding the plan calculates the fee using only the high acquisition priority land sites. Gary Stewart advocated also including lands that were medium and low acquisition priority. After further discussion, the commission requested Ruekert & Mielke to revise the fee proposal by factoring in the costs of acquiring fifty percent of the medium acquisition priority sites and twenty-five percent of the low priority acquisition sites. The Conservation Commission directed Mark Kockanski and Christy Cramer of Ruekert & Mielke to revise the calculations and provide the commission with the changes at the next meeting. The next agenda will include discussion of the revised study and a recommendation to Finance Committee and Common Council to accept the study and enact a conservation dedication fee. Mayor Mark Slocomb, Associate Planner Jeff Muenkel, Mark Kockanski and Christy Cramer of Ruekert & Mielke left the meeting at 7:58 PM. OLD BUSINESS STATUS OF CONSERVATION EASEMENT FOR THE RIDGES CONSERVATION LANDS LOCATED IN THE SE ¼ OF SECTION 6 – Nothing new to report. This item will be on the next agenda. Conservation Commission Meeting January 12, 2004 Page 2 NEW BUSINESS REVIEW BOXHORN RESERVE PRELIMIINARY PLAT & DETAILED SITE ANALYSIS-Tom Zagar reviewed with the Commission a preliminary plat and detailed site analysis of Boxhorn Reserve Subdivision. He noted that the tree area has characteristics of an oak savanna and has restoration potential. Most of this area is identified as a preserved outlot that the City will negotiate to acquire. He noted the mitigation of any older aged oak and hickory trees lost in the developed portion should include qualitative efforts beyond a 1:1 replacement. Specifically the Developer is requested to remove of invasive vegetation in Outlot 2 or purchase seed for oak savanna restoration as a means of qualitatively mitigating the tree loss. Alderman Salentine questioned if this is a conservation subdivision. Tom Zagar stated the developer is following the guidelines for a conservation subdivision. No action was taken. CONSIDERATION OF IDEAS TO MEMORIALIZE BETTY CZARAPATA – Tom Zagar stated he would like to memorialize Betty Czarapata for her efforts and dedication to eliminate invasive species throughout the city parks. Betty Czarapata was a big crusader against invasive species and volunteered many hours at Veteran’s Memorial Park removing invasive species such as buckthorn and garlic mustard. Gary Stewart made a motion to adopt Tom Zagar recommendation to recommend placement of a plaque naming the Veterans Park woodlot “Betty’s Woods” to commemorate Betty Czarapata efforts. Seconded by Howard Schneider and carried by all. Howard Schneider will contact the Parks & Recreation Board for approval to install a commemorative plaque at Veteran’s Memorial Park in memory of Betty Czarapata. 2004 CONSERVATION WORK PLAN/DRAFT RESTORATION AND MANAGEMENT IMPLEMENTATION PLAN – Tom Zagar presented a draft 2004 Conservation Work Plan to the Commission members. The draft plan included an outline of the work to be completed this year and through 2008 with maps of individual areas created by Conservation Intern Wendy Multhauf. Howard Schneider suggested a tour to visit the different areas listed in the plan and include Parks & Recreation Board Members. Tom Zagar suggested the commission members review the draft Conservation Work Plan for discussion at the next meeting. NEXT MEETING DATE – A meeting date will be set when revisions to the Conservation Fee study are made. ADJOURNMENT Being no further business to discuss, Gary Stewart moved to adjourn, seconded by Henry Posbrig and carried by all. Meeting adjourned at 8:25 PM.
