Minutes of Meeting Held on Monday December 16, 2002
Chairman Len Pilak called the meeting to order at 7:01 PM.
Commission members Howard Schneider, Alderman Salentine, Henry Posbrig and
Conservation Coordinator Tom Zagar (staff) attended the meeting. Gary Stewart was
absent. Resident Mr. & Mrs. Alan Schroeder and Jerald Hulbert (Park & Recreation Board &
Plan Commission member) attended the meeting.
Those present recited the Pledge of Allegiance.
Len Pilak noted the meeting was posted on December 11, 2002 in accordance with the Open
Meeting law.
APPROVAL OF PREVIOUS MEETING’S MINUTES – A motion was made by Nancy
Salentine to approve the minutes of the September 25, 2002 meeting, seconded by Howard
Schneider and carried by all.

NEW BUSINESS
DISPOSITION AND/OR CONSERVATION EASEMENT FOR THE RIDGES
CONSERVATION LANDS LOCATED IN THE SE ¼ SECTION OF 6 - Ron Ford updated the
Commission regarding a proposal of Mr. & Mrs. Alan Schroeder to purchase the 27-acre,
city-owned “Ridges” outlot 1 in Section 6. Mr. Schroeder indicated that he would in turn
deed the property, with the exception of three acres of upland, to the Muskego Lakes Land
Conservancy for permanent protection of the land’s conservation values. Mr. Ford noted the
land is a high management priority in the Conservation Plan and a restoration project could
be conducted in the degraded wetland area. Mr. Ford strongly recommend that regardless
of whether or not the City sells the “Ridges,” a conservation easement should be drafted for
the property. The easement would be granted to a non-profit conservation organization that
would act as a “watchdog” to see that the land is being maintained in accordance to the
easement. Mr. Hulbert expressed his concern that although the current Mayor and Council
recognize the value of publicly-owned conservation areas, a future Council may decide to
sell such lands. There was general agreement among Commission members. After further
discussion the Commission decided a conservation easement would be appropriate for the
27-acre, city-owned “Ridges” outlot 1 in Section 6.
Nancy Salentine made a motion to recommend that staff and Council consider placing
a Conservation Easement on the 27-acre, City-owned “Ridges” outlot 1 in Section 6,
seconded by Howard Schneider and carried by all.
Ron Ford recommends the City to hire an attorney that is familiar with conservation
easements to write the agreement.
Mr. & Mrs. Alan Schoeder and Jerald Hulbert left the meeting at 7:51 PM.

PRELIMINARY PLAT OF STONEBRIDGE SUBDIVISION IN THE NW ¼ OF SECTION 25 –
Tom Zagar discussed with the Commission a preliminary plat of Stonebridge Subdivision
located west of Champions Village Subdivision. Tom Zagar noted the wetland areas on the
plat are identified as a low management priority in the conservation plan. These wetlands
currently consist of mostly cattails and reed canary grass and are likely becoming invaded
with purple loosestrife. Tom Zagar explained that the homeowner’s association would be
required to execute an open space management plan for the wetlands, which will likely
require the management of invasive purple loosestrife. The developer will be required to
submit a tree survey and detailed site analysis before submittal of the final plat so that the
development’s effect on existing resources can be more fully evaluated.
MISCELLANEOUS BUSINESS - NONE
NEXT MEETING DATE – At this time the Commission did not set the next meeting date.

Henry Posbrig and carried by all. Meeting adjourned at 8:10 PM.
