Commuinity Development Authority - MINUTES - 3/19/2013 CITY OF MUSKEGO Approved 5/21/13 COMMUNITY DEVELOPMENT AUTHORITY (CDA) MINUTES TUESDAY, March 19, 2013 Chairman Glazier called the meeting to order at 6:00 PM. Those in attendance recited the Pledge of Allegiance. STATEMENT OF PUBLIC NOTICE The meeting was posted in accordance with the Open Meeting Law. PRESENT: Commissioners Kevin Kubacki, Robert LeClaire, Larry Lefebvre, Bob Mueller, Ald. Rob Glazier (excused 6:50 P.M.), Ald. Wolfe and Executive Director Muenkel ABSENT: Commissioner Dan Draeger GUESTS: see attached list APPROVAL OF THE MINUTES OF THE JANUARY 15 MEETING: Commissioner Kubacki moved to approve the minutes of the January 15, 2013 meeting. Commissioner Mueller seconded. Upon a voice vote, the motion to approve the minutes carried. PUBLIC INPUT: None NEW BUSINESS 1. Janesville Road Grant Request: Bethel Lutheran Church (S77 W18426 Janesville Road) Executive Director Muenkel stated that Bethel Lutheran Church had submitted a grant request in the amount of $3,000 matching grant for a new monument/messaging sign. This replacement signage was due in part to the Janesville Road reconstruction. He stated there was no doubt that a new upgraded sign for a property affected by the Janesville Road widening is a project that should be funded by the grant program. However, it comes down to the merits of the program that grants should be for commercial building and sites. The church parcel is used as an institutional use, not commercial. He advised that Bethel Lutheran Church had inquired in 2011 if they would qualify for the grant/loan program as they are an institutional body and shared that portion of the December 11, 2011 CDA minutes. Mr. Rodger Runyan, church secretary, did a power-point presentation of their request before the CDA members. CDA members deliberated on the institutional use relative to the grant/loan program. Ald. Wolfe felt that as they have a business tenant and the business tenant could use the sign that would qualify as commercial. Also, the road work is forcing them to lose the sign and there is grant money available for the replacement. Chairman Glazier said the CDA has the flexibility on an individual basis to decide and wanted to make clear why they would grant money for a non-traditional use as a similar request may come up in the future. They also considered the new look along Janesville Road with the lights and signage and felt the upgraded signage would enhance the area and make it more attractive Commissioner Lefebvre made a motion to approve the $3,000 matching grant. Commissioner Mueller seconded. Chairman Glazier read the language from the grant program regarding why it was established. The whole point of the grant program was to improve the environment around and spur development. It fits the spirit of the program. Upon a voice vote, the motion carried. This will move forward to the Common Council. Chairman Glazier turned the meeting over to Vice-chairman Lefebvre. CDA Minutes, March 19, 2013 2 ONGOING BUSINESS Tess Corners Redevelopment District (#1) Implementation Executive Director Muenkel reported that the landscaping bid has gone out and is due back on April 5. He wants the landscaping put in within a week after the contract is signed. Banners will be installed in the historic areas of Pioneer Drive and Tess Corners. Samples of historic designs for the banners were reviewed by the CDA members. He had worked with the Muskego Historical Society to get some ideas on design. The members preferred the tan backgrounds rather than the blue as they looked more historical. The banners would be up between Memorial Day and Labor Day. Comments from the CDA members included:  Would the signs show up at night being so dark  Liked the older look for the historic area  Talked about money donations for the banners  Signs would be intermixed along the drives  Single banners on each side the pole Downtown Redevelopment District (#2) Implementation Executive Director Muenkel is still working with a group of owners on updating their properties. The city can help them out with some TIF 8 funds. The BP gas station has been put aside temporarily as the county needs to get an appraisal for the property. They have to put it on the open market basically; however, the city would get the right of first refusal. They are not expecting much due to the property having contamination. There will still be an opportunity for the city to purchase the property. Relative to the Janesville Road reconstruction, the utilities are in the process now of being buried. The final touches of the landscaping, signage, etc. should be starting up in the next month. Parkland Mall lawsuit was denied by the judge. The parcel is zoned for commercial, mixed uses and it is open for development. Executive Director Muenkel presented the renderings for the business signs for Pioneer Drive. The signs would be on each end of Pioneer Drive. Using nameplates, they would list the businesses along Pioneer Drive. The nameplates could be changed as the businesses come and go. The signs would be quite large and metal in nature like the way-finding signs. The cost of the main signs would be just under $1000 each, delivered and installed. It would be about $250 for each business nameplate. Executive Director Muenkel said the funding could come from the CDA property sale fund. He would proceed to notify the business owners along Pioneer Drive to seek their interest in participating in the signage. CDA members discussed initially funding half the cost of the business plates. There was a potential to list ten businesses on the sign. It was proposed to have signage in place prior to the Janesville Road construction start-up. Muskego Business Park Redevelopment District (#3) Implementation As part of the marketing plan, Executive Director Muenkel sent out a business retention survey to find out why they are in Muskego, how they view the business and employment landscape in Muskego and to see what the city can do better from a civic standpoint. The CDA members will be provided a report on the survey results. He and the Mayor recently toured the ACCU Stamping along Apollo Drive and were shown how the company builds parts for electrical facilities worldwide. Mill Valley Redevelopment District (#4) Implementation The Fox River Christian Church was approved by the Planning Commission to go in the old movie theatre building. They will be doing modifications to the façade and the interior targeting to open in October or November. Marketing Plan Implementation As part of the marketing plan implementation:  business retention surveys were sent out  use TIF Leverage as a resource to bring new business and jobs to the community CDA Minutes, March 19, 2013 3  sent out business recruitment grant program to brokers  show the CDA the wealth of data from the business contact list/database  attend the Global Real Estate Convention in May  put together banners and information for convention MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW Redevelopment District Development & Other Miscellaneous Information Updates Way-finding signage was shown to the CDA members. When the frost goes out, the installation of the signs will begin. Still working on the loan program with another local bank. Next Meeting Date: The next meeting date was not scheduled. CDA members will be notified at a later date. ADJOURNMENT: There being no further business, Commissioner LeClaire moved for adjournment. Commissioner Kubacki seconded.
