MINUTES
TUESDAY, February 15, 2011
Vice-Chairman Lefebvre called the meeting of the Community Development Authority to order at 6:00
PM
Those in attendance recited the Pledge of Allegiance.
STATEMENT OF PUBLIC NOTICE
The meeting was posted in accordance with the Open Meeting Law.
PRESENT: Commissioners Kathy Chiaverotti, Larry Lefebvre, Ald. Harenda, Ald. Soltysiak and
Executive Director Muenkel

APPROVAL OF THE MINUTES OF January 18, 2011
Ald. Harenda moved to approve the minutes of January 18, 2011 meeting. Commissioner
Chiaverotti seconded. Upon a voice vote, the motion carried.
PUBLIC INPUT: None
NEW BUSINESS
Resolution for an Amendment to the Redevelopment District #1 Plan
CDA members reviewed the content of the resolution. According to staff, there was nothing that came out of
the public hearing that necessitated changes to the plan. Executive Director Muenkel stated that the red
clothing box issue can be handled through the clean-up efforts and the landscaping along Janesville Road is
already a part of the beautification section of the plan. Commissioner Chiaverotti moved and Alderman
Harenda seconded to approve CDA Resolution #001-2011; Resolution of the City of Muskego
Community Development Authority to Amend the Redevelopment District No. 1 Plan. Upon a voice
vote, the motion carried. Executive Director Muenkel advised that the resolution would now go on to the
Common Council for their action, possibly next Tuesday.
OLD BUSINESS
RD#2 Plan
Executive Director Muenkel provided the CDA members with a draft of a plan for the revitalization of the
Pioneer Drive area. He included the things that were talked about at the last meeting. He went over the goals
and recommendations specifically for the Pioneer Drive corridor. Some of the goals are already being
addressed. Goals for the area included:
Outreach: Ensure all interested parties know about the revitalization efforts taking place through the
city’s efforts and are able to partake in the formulation of goals and recommendations of the plan.
Future Development/Redevelopment: Partake in redevelopment or new development of every property
in the Pioneer Drive corridor so as to create full investment in the revitalization of this area.
General Cleanup: Promote the general upkeep of all properties in the Pioneer Drive planning area.
Beautification: Create a sense of place when driving through the Pioneer Drive corridor via various
beautification efforts and practices.
Marketing: Determine the niche of the Pioneer Drive planning area in relation to commercial
opportunities.

Financial: Provide both broad and specific financial incentives and aids that further the goals of the
revitalization of Pioneer Drive.
Infrastructure: (1) Recognize that Pioneer Drive itself fully relates to the perception of redevelopment of
the area and work to reconstruct the aging areas of the Pioneer Drive streetscape. (2) Assure that all
properties along the Pioneer Drive planning area have the opportunity for public utilities. (3) Remediate
all existing and potential flooding occurrences.
City Budget: Appropriately budget so as to realize the recommendations set forth in the revitalization
plan.
Implementation: Appropriately implement the goals and recommendations of this plan in order to make
the vision of revitalizing Pioneer Drive a reality.
Commissioners discussed restructuring of Pioneer Drive to coincide with Phase 1 of the Janesville Road project
which is scheduled for 2012. To determine what businesses would be suited for the area, a marketing study be
done for the area and funded by the CDA. Executive Director Muenkel will be presenting the draft to the
property owners along Pioneer Drive for their input before the next meeting. Ald. Harenda would like to reach
out to home owners as well as businesses in putting the plan together. He would like to get some feedback from
them as to what their plans are for the future in regard to their homes—move, sell or convert. Commissioner
Chiaverotti’s inquiry on the style of homes being 1940s or before brought about a discussion on the design
guide for the historic area with Executive Director Muenkel noting that most of the homes were bungalows. In
regard to the parks building and lot, more discussion needs to occur at the Common Council level on how uses
are going to be changed or interchanged. Director Anderson did advise the Parks and Recreation Board at their
meeting Monday on this issue. Alt. Soltysiak asked for clarification on the land purchases, partnerships or
leases. Executive Director Muenkel said some of the property owners may have vacant land or want to get out
of a property and this may be an opportunity for the CDA to purchase property. More discussion on how to
approach the home owners either by survey or door-to-door ensued.
Next Steps to take in RD#3 Plan
Executive Director Muenkel distributed a draft of a newsletter to be distributed to the owners and tenants in
Redevelopment District #3. By this mechanism, they would know what the CDA has done and will be doing for
that area in the future. Comments by the commissioners included:
adding a picture of the Muskego business sign to the header;
too wordy so put a summary, or bullet points on the first page;
contact information on the front;
bullet points within each section;
request an email for future newsletters;
post a link on the web site.
Commissioners liked the idea and appreciated the work put in by staff in gathering the information into a
document.
RD#4 Plan Progress
Executive Director Muenkel stated they had agreed on the boundaries last month. With time constraints, he was
not able to get to the implementation of actual ideas. He expects to have these available at the next meeting
and further asked the members that when they drive through the area, to think about the existing development
that is there and that is not there. He would like to get their ideas on how this program can move forward and
the implementation to be discussed at the next meeting.
MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW

The L. Spa was approved at the Plan Commission last Thursday.
O’Reilly
Plan Commission deferred the item. This would allow the petitioner to come back with a different design.
An O’Reilly representative from Minnesota was present and they may come back with no red at all on
the sign or just red around the sign itself.
Jill’s Cleaners
Jill’s Cleaners has not come back with a new grant application.
Janesville Road
Executive Director Muenkel confirmed that the Janesville Road project is still on schedule; Phase 1 in
2012 and Phase 2 in 2013. The city is anticipating burying the utilities at the end of this year.
Motions under Miscellaneous Business
Executive Director Muenkel shared that he had checked with our attorneys and the Internet. It is
basically up to the CDA how they want to run a meeting. They should be cognizant of making motions
that could directly affect judgments of their jurisdiction that aren’t listed under miscellaneous business. If
the CDA is making a motion about consensus that doesn’t affect something that should be under
resolution form or something like that, they are allowed to do that during the course of the meeting.
Obviously, everyone says don’t go out of bounds of what topic you should be discussing whether it is
new business or old business or miscellaneous business.

There being no further business, Ald. Harenda moved for adjournment, Commissioner Chiaverotti
seconded. Upon a voice vote, the motion carried unanimously. Meeting adjourned at 6:53 PM.
