Chairman Frank Waltz called the meeting of the Community Development Authority to order at 6:30 p.m.
Those in attendance recited the Pledge of Allegiance.
The meeting was posted in accordance with the Open Meeting Law.

APPROVAL OF MINUTES
February 18, 2008
Commissioner Glazier moved to approve the minutes, as corrected, for the February 18, 2008 meeting,
Commissioner Miles seconded. Commissioner Glazier asked that his motion be clarified by removing the words
“given the understanding that the CDA reached on the loan.” Commissioner Link advised that Ald. Werner made
the statement on “including the former post office property…” Upon a voice vote, the motion carried.
OLD BUSINESS
Redevelopment District #2 Amendments
Executive Director Muenkel provided the CDA members with a map on the future amendments to the
existing Redevelopment District #2 based, in part, on discussion at the last meeting. The proposed
amendments included:
Addition of Country Squire parcel which has potential for redevelopment
Addition of Aurora parcel which has potential to add-on
Possible subtraction of the new Forest Glen subdivision
Addition of Pioneer Drive parcels. The parcels zoned for mixed use commercial under the HC-1
Historic Crossroads zoning district.
Addition of the old post office parcel and funeral home parcel on Westwood Drive
Addition of parcels all the way to Racine Avenue. Mostly residential but programs may be able
to be implemented allowing updates to these properties as well even though they don’t have
commercial potential.
Addition of parcels west of Racine Avenue. Potential to rezone these properties to commercial;
currently underutilized parcels as residential.
Some discussion on whether or not the Bay Breeze area would need to be included also in the district.
Executive Director Muenkel stated that they would not implement the amendments until they know what
properties are impacted by the Janesville Road reconstruction project. With the addition of Pioneer
Drive, they discussed extending it to include all properties along Pioneer Drive from Janesville Road to
Racine Avenue and possibly the second queue of properties. Also, as they move forward towards
adding and removing properties from the district, Ald. Werner would like to know what that would do
financially for them. This should give the CDA members a better understanding for what properties need

to be included in the district. Executive Director Muenkel cautioned that before making the amendments,
they would have to consider the blighted definition relative to redevelopment districts. Some properties
may not meet the definition but could be tied to the district in some other way to fit into what the CDA
wanted to see in the phases of the district.
Industrial Park Redevelopment Districts
Maps were reviewed on how the new redevelopment district boundaries would look for the Muskego Industrial
Park and the Tess Corners Industrial Park. Executive Director Muenkel went over the maps and analysis of what
can be done in the area. City staff came up with some ideas for the districts as follows:
General cleanup timeline implemented possibly allowing two years for businesses to become
compliant;
Grant program to aid outdoor storage screening;
Industrial revenue bond program formal implementation;
Gateway enhancements;
Signage enhancements;
Intersection upgrades;
Possible removal of ditches;
Landscaping and lighting enhancements;
Formulation of BID district for reinvestment;
Storm water grant program;
Encourage specific parcel owners to develop where development/redevelopment opportunities exist;
Establish interactive real estate website with all ownership and property data for each industrial park.
Much discussion ensued on the limitations created by the storm water management system as required by the
City of Muskego for the business owners in the industrial parks. Executive Director Muenkel shared information
on the possibility of a storm water retention pond and what the City of Muskego has investigated on the cost
analysis of providing the pond and how many properties would benefit.
CDA members would like to get the business owners involved in discussions on what they would like to see as
improvements and changes for the industrial parks. In regards to the boundaries of the industrial parks, there was
discussion on adding a property along the east side of Racine Avenue as well as incorporating properties along
Janesville Road, from the auto store west to Mercury Drive.
In view that many of the items would require budgeted monies from the City of Muskego, Executive Director
Muenkel advised that there is approximately $88,000 earmarked for industrial park improvements that the CDA
could utilize.
NEW BUSINESS
CDA-owned Janesville Road Property Proposal
CDA members were provided with the recent conceptual proposal for the property on Janesville Road. The
developer in addition to his investment of $175,000 for the parcel was seeking additional $250,000 in TIF money.
Executive Director Muenkel had contacted Phil Cossen of Ehlers Associates, Inc. relative to updates on TID #8
and these were provided for the CDA members review. CDA members commented lengthily on the developer’s
proposal and request. They would like more information from the developer. In the meanwhile, the CDA
members elected to move forward with marketing the property.

MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW
Update on Janesville Road Reconstruction Design
Executive Director Muenkel reported that the meeting held by the County on March 11 relative to the Janesville
Road reconstruction was well attended. They received good input from those that were in attendance. In about
three month’s time, there should be another meeting on the design plans based on the public input. The County
will work on an individual basis with the property owners affected by the reconstruction. CDA members voiced
their concerns on being able to assist the property owners.
Financial Resources
Chairman Waltz shared information on the study group of the Mayor’s Task Force and the mid-town planning
group’s assignment to take a look at the façade grant program. The grant money would be used as seed money
for those properties that are going to be remaining on Janesville Road. The City has now received about $32,000
from Waukesha County’s Community Development Block Grant. The money can be used for a grant program in
areas deemed blighted. Commissioner Link requested that the CDA look at the literature being distributed on the
Revolving Loan Fund as she noted, it does not specify that there is a “but for” test required. Chairman Waltz
summed up that there are many financial resources with opportunities to assist businesses with alternatives.

The next meeting was set for Monday, April 21, at 6:30 P.M.

There being no further business, Ald. Werner moved for adjournment, Commissioner Glazier seconded . Upon
a voice vote, the motion carried unanimously. Meeting adjourned at 8:35 p.m.
