Commuinity Development Authority - MINUTES - 3/29/2007 CITY OF MUSKEGO Approved, as amended, 8/20/07 COMMUNITY DEVELOPMENT AUTHORITY (CDA) Audio recording of meeting MINUTES is also available. Thursday, March 29, 2007 Chairman Frank Waltz called the meeting of the Community Development Authority to order at 7:00 p.m. Those in attendance recited the Pledge of Allegiance. The meeting was posted in accordance with the Open Meeting Law. PRESENT: Commissioners Rob Glazier, David Lidbury (7:03 p.m.), Suzi Link, Gail Miles, Frank Waltz ABSENT: Ald. Buckmaster (excused), Ald. Nancy Salentine (excused) GUEST: Mayor John Johnson APPROVAL OF MINUTES Commissioner Link moved to approve the minutes, as amended, for the December 5, 2006 meeting. Commissioner Miles seconded. Amendment to the minutes was on page 2, change predevelopment to per development. Upon a voice vote, the motion carried. OLD BUSINESS — None NEW BUSINESS Mayor’s Task Force on Economic Development Chairman Waltz shared with the members that Mayor Johnson had reinstituted the Mayor’s Task Force on Economic Development. He briefly reviewed the history of the task force. During Mayor Slocomb’s term, Vandewalle and Associates with The Tauren Taurean Group had done a study on the urban communities and as the City of Muskego relates to these other communities. There was a need for commercial development in the City of Muskego to have a proper tax base within the city. Members on the task force are Frank Waltz, Steve Ziegler, John Mooney, William S. Engelking, Britt Hall, Olga Rammer, and Donald Reidy. Advisory Members are Kathy Chiaverotti, Bill Mitchell, Mayor Johnson, Plan Director Muenkel and Rick Petfalski. He highlighted the missions of the task force as:  diversify the tax base, more local shopping and employment  establish a memorable community image  improve the overall “climate” for economic development  improve the quality of life  assist in the promotion and retention of existing businesses  aid in creating more employment opportunities The next meeting of the task force will be Friday, April 27 at 3:30 p.m. Commissioner Link suggested since the CDA is working closely with the Mayor’s Task Force on Economic Development that the CDA members be copied the minutes of the task force meetings. CDA Minutes March 29, 2007 - page 2 Janesville Road Property CDA members were notified that Mr. Dilworth had pulled his plans for the Parkland View development citing economic constraints at this point. He further had explained that soil conditions might force a new developer to have added expenses. His soil tests revealed some concrete dumpings underground that would have to be removed at a somewhat higher expense. He was willing to share these findings. He had purchased the Assist-to- Sell parcel during the development process and it appears he would be open to selling the parcel to a future developer to allow for a larger development. Commissioner Link moved to authorize Executive Director Jeff Muenkel to put the property up for sale again. Commissioner Glazier seconded. Commissioner Miles shared her notes from the Common Council December public hearing which summarized as:  businesses are okay, but not condos  believed there is too much density on Janesville Road  the ponds needed to be cleaned  fear they will loose property value with no city value for the exchange of property  taking away wildlife and replacing with brick and mortar  led to believe that there was not going to be development when they bought their property Commissioners discussed to some length the need for a mixed-use development in the area. Commissioner Link stated that Mr. Dilworth’s plan had met all the criteria that the community had designed. Mayor Johnson felt that the Plan Commission would have approved his plan. Since the city donated the property to the CDA, Commissioner Miles asked, now that they are holding the property, if there were any holding costs to the property? Chairman Waltz wasn’t aware of any costs but he will check on it. Upon a voice vote, the motion carried unanimously. PUBLIC INPUT — There was no public input. MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW Chairman Waltz shared that developers are in discussion with Mr. Dyer on his property. Nothing specific has been signed or agreed upon yet. The next meeting date to be determined. ADJOURNMENT: There being no further business, Commissioner Lidbury moved for adjournment, seconded by Commissioner Glazier.
