Commuinity Development Authority - MINUTES - 7/12/2005 CITY OF MUSKEGO Approved 8/15/05 COMMUNITY DEVELOPMENT AUTHORITY (CDA) Audio recording of meeting MINUTES NOT available. Tuesday, July 12, 2005 Vice-chairman Link called the meeting of the Community Development Authority to order at 6:44 p.m. Those in attendance recited the Pledge of Allegiance. The meeting was posted in accordance with the Open Meeting Law. PRESENT: Commissioners Rob Glazier, Suzi Link, Gail Miles, Ald. Nancy Salentine and Executive Director Jeff Muenkel. ABSENT: Commissioners David Lidbury, Frank Waltz, Alderman Schroeder GUESTS: Ald. Buckmaster, Ald. Madden APPROVAL OF MINUTES June 13, 2005 Ald. Salentine moved to accept the minutes for the June 13, 2005 meeting of the CDA. Commissioner Glazier seconded. Upon a voice vote, the motion carried unanimously. OLD BUSINESS Update on City-owned Janesville Road Property and RFP (Request for Proposal) Executive Director Muenkel stated nothing new until after July 20. NEW BUSINESS Approval of a Building, Site and Operation (BSO) Plan for Waukesha State Bank located in Redevelopment District #1 (Tax Key No. 2167.995.013 / Janesville Road). Executive Director reviewed the BSO for Waukesha State Bank with the commissioners. The site location is next to Aldi’s in Redevelopment District #1. He included the Moorland South Design Guide which indicates what the city is looking for in the area. Since the first submittal, the petitioner was asked for additional items including a colored rendering, landscape plan, photo metrics, lighting specifics, and signage details. Some of the items have been included in the new proposal and that included the connection to the Janesville Road trail. The main thing the city is looking for is that they meet the design guides with main respect to the architecture. He pointed out the design element with the additional materials and different architectural elements in the windows that give it more character. It will have the limestone-type finish and champagne-colored framing around the glass doors and the windows with insulated solar green glass and a metal copper roof. Commissioner Link commented that in Redevelopment District #2, the parking is concealed from Janesville Road. For consistency, she wanted to strive for the same in this Redevelopment District #1. Is there a way to get no more than one set of parking spaces immediately facing Janesville Road without CDA Minutes July 12, 2005 - page 2 messing up their site plan too much? Executive Director Muenkel stated there is a 30-foot landscape easement and they have incorporated more landscaping than the retail center in Redevelopment District #2. Unfortunately, the area has already established huge parking lots in front of Kohl’s and Aldi’s. The main thing was to make sure they have appropriate landscaping involved. Commissioner Link stated either they ignore the parking area for Redevelopment District #1 or address it now. Executive Director Muenkel mentioned that the Tess Corners area has a different zoning and design guide with the setback of 10 feet so maybe it could be promoted in that area. Commissioner Glazier added that the businesses in this area are large scale and it would be difficult to hide all the parking. Ald. Salentine found the 30- foot elevation with landscaping would take care of the parking. Commissioner Miles inquired about the monument sign? Executive Director Muenkel responded they have not sent a design for the sign yet. He said they should incorporate the same type of materials as in the building. Commissioners discussed the location of the dumpster. They would like it in a different location than near the Janesville Road access. Commissioner Miles asked about the designated community room, would it be available for use by the community? Commissioner Link said most banks have these rooms and basically it is a meeting room that is made available to their customers, not the general public. Ald. Salentine inquired when they would start building? Executive Director Muenkel stated from information received from Ald. Madden, they would like to break ground as early as August. Ald. Salentine moved to approve with the recommendation that they move the enclosed dumpster area down to the southwest driveway. Commissioner Miles seconded. Commissioner Link asked if they wanted to limit it to a specific driveway, but just a Princeton driveway. Commissioner Glazier questioned if there wasn’t a specific logic why it was placed at the Janesville access such as trucks not having to drive through the parking lot to get to it? Commissioner Link responded there will be maneuvering of the trucks wherever they are on the site. Ald. Salentine amended her motion to make the recommendation to approve with the Plan Commission and Planning Department working out a better location for the enclosed dumpster. Commissioner Miles seconded. Commissioner Glazier asked would this be leaving it to their best judgment? Commissioner Link did not think they needed to be more specific. Executive Director Muenkel said he would only bring it back to the CDA if there was a major change, a substantial change. Upon a voice vote, the amended motion carried unanimously. PUBLIC INPUT Ald. Buckmaster commented that when you move the dumpster, they should consider the impact on the condos across the street. He also was concerned with the location of the drive thru which would have traffic and noise from ATMs late at night affecting the residents. MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW: The next meeting to be determined. ADJOURNMENT: There being no further business, Commissioner Glazier moved for adjournment, seconded by Ald. Salentine.
