OLD BUSINESS:
TAX INCREMENT DISTRICT #9 (TID #9) PROJECT PLAN STATUS
Plan Director Turk informed the members that the Plan Commission did approve the project plan
for TID #9. It will now go before the Common Council on February 25 concurrent with
Redevelopment District #1 if it is adopted by the CDA. The joint review board is scheduled to meet
March 10 to certify the plan and send it on to the Wisconsin Department of Revenue and this will
complete the process.
NEW BUSINESS:
REVIEW WRITTEN COMMENTS AND/OR OBJECTIONS TO THE REDEVELOPMENT DISTRICT
#1 BOUNDARIES AND PROJECT PLAN
Plan Director Brian Turk advised the CDA members that no additional public input/comments on
the Redevelopment District #1 project were received.
REDEVELOPMENT DISTRICT #1 PROJECT PLAN DRAFT
Commissioners had received a revised draft of the Redevelopment District #1 project plan dated
January 28, 2003. Plan Director Turk called their attention to the required amendment on page 14:
CDA Minutes, February 12, 2003, page 2
“PRESENT AND POTENTIAL EQUALIZED VALUE FOR PROPERTY TAX PURPOSES The
District located in the northeastern portion of the City, encompasses 198.75 acres (including public
rights-of-way) and containing 61 properties. The equalized value for the District in January 2002
was $18,598,250. In January 2003 the value of the District was reduced to $17,609.442 as a result
of property acquisitions for the pending Waukesha County Department of Transportation road
widening and reconstruction project. In 2003 the district is anticipated to lose an additional
$553,102. The potential projected equalized value of the area at build-out is expected to be
approximately $22,956,425.” This information was presented at the hearing, but was not included
in the text draft at the hearing. Commissioner Suzi Link moved, Commissioner Lidbury
seconded, to amend the project plan to include the equalized value information. No further
discussion. Upon a voice vote, the motion carried unanimously.
RESOLUTION #CDA 001-2003 RESOLUTION OF THE CITY OF MUSKEGO COMMUNITY
DEVELOPMENT AUTHORITY DESIGNATING THE BOUNDARIES OF THE REDEVELOPMENT
DISTRICT NO. 1 PROJECT AREA, FINDING AND DECLARING THAT THE PROPOSED
REDEVELOPMENT PLAN FOR THE REDEVELOPMENT DISTRICT NO. 1 PROJECT AREA IS
FEASIBLE AND IN CONFORMITY WITH THE GENERAL PLAN OF THE CITY OF MUSKEGO,
FINDING AND DECLARING THAT THE PROJECT AREA IS A BLIGHTED AREA, AND
APPROVING AND ADOPTING THE REDEVELOPMENT PLAN
Commissioner-Chairman Waltz asked if there were any questions on the resolution? He asked if
the planner’s blight memorandum was a part of the resolution or separate? Plan Director Turk
stated that it was separate and was done in order to provide a record at the public hearing that the
CDA considered all the factors that go into making a determination of blight. Commissioner Suzi
Link moved to adopt Resolution #CDA 001-2003, Redevelopment District #1, commonly
known as the Tess Corners area. Commissioner Glazier seconded. Plan Director Turk
commented that with this approval, the resolution would go before Common Council on February
25 for their review. If they choose to approve it by 2/3 votes, it would then come back to the CDA
at the March meeting. A resolution would then be made certifying the plan. Once the plan is
certified, the Common Council at their next meeting would have a resolution relating to review of
building permits prior to issuance in the project area to insure the integrity of the project area.
Commissioner Miles inquired what happens if the Common Council makes an amendment? Plan
Director Brian Turk stated that it would then come back to the CDA. Upon a roll call vote, the
motion carried unanimously.
REDEVELOPMENT DISTRICT #2
Commissioner-Chairman Waltz refreshed the CDA commissioners that at the previous meeting
they had discussed moving forward with project #2 in the area of Janesville Road/Parkland Mall.
They had asked the Plan Department staff to come up with potential boundaries for the scope of
the area to be considered. Plan Director Turk elaborated on the alternatives for a new
redevelopment district in the Janesville corridor area. He referred to the map provided to the
commissioners. On this map, the Alternative #1 area was depicted in dark green, showing
properties within TID #8 which was created in 2000. They also were asked to consider alternatives
that extended as far west as Pioneer Drive and as far east as Bay Lane. This area (Alternative #2)
was depicted by an intermediate green color, leaving out the medical clinic and the library, which
are relative new developments. Staff, also, added additional areas for consideration, depicted in
CDA Minutes, February 12, 2003, page 3
light green (Alternative #3). This included the Freedom Square condominium properties that are
north of Parkland Mall because of the joint interest with the mall property and the city is in the
process of acquiring their water utility; the Lakeview Tavern property on Lannon that has property
on both sides of the road, and a part of the Basse farm which is in the early stages of going
through a development plan. He felt that anything that was in TID #8 was appropriate for the
district. He shared with the commissioners that a meeting was held last Friday with the consultants
from Vandewalle & Associates. They strongly recommended that the focus should be on this area
when discussing downtown, not looking at the linear corridor as downtown. They will be
presenting some design concepts for a downtown theme that begins at Lannon Drive and
Janesville Road with a focal point there, then extending to Parkland Drive with a focal point there
also. He indicated on the map the area that they would be focusing for the downtown. The area
included Pick ‘N Save Center, the Walgreens area, the US Bank, Burger King, as well as the other
side of the street with Parkland Mall, and extending along the north side of Janesville Road as far
east as the Clark gas station. He further mentioned that the corridor from Pioneer to Bay Lane
offers development options in the next 5-10 years when the county widens the road. The design
concepts from Vandewalle will be available in about 60 to 90 days. He would recommend that the
CDA and the Mayor’s Task Force have a joint meeting to review those designs as there are
overlapping issues.
Plan Director Turk informed the CDA commissioners that they could become involved in issuing
“B” bonds to help fund the CDA. They have the option, by statute, of issuing housing revenue
bonds or special assessment “B” bonds. In essence, the CDA acts as the banker on the project.
They would work with the developer who designs the infrastructure. The city and the CDA publicly
bid it as a city project and special assess all the costs associated with it back to the project. They,
then, repay the loan through special assessment when they sell the property. Generally, the first
property that is sold is 125% of the assessment on the property; therefore, more than halfway
through the project the debt to the CDA is paid and the rest of the sale of their lots is profit. This
encourages them to sell the lots quickly and the CDA has revenue generation from their low
interest loan to providing loans at a higher rate of interest.
Commissioners discussed TID #8 and it becoming part of the Redevelopment District #2. If the
district is bigger than the TID, the CDA can go back to the joint review board to amend the TID;
however, it does not change the time frame for the TID. Alderman Petfalski would like to receive
an update on the recalculation of the improvement value of the TID.
Alderman Petfalski moved to create the Redevelopment District #2 encompassing all the
green-colored areas on the map, the three alternatives, as indicated by Plan Director Turk.
Ald. Salentine seconded. Plan Director Turk advised the CDA commissioners that their attorney
would like this district project done in three steps: (1) resolution establishing the boundaries, fix the
boundaries and know who is going to get the notices, (2) a second resolution reviewing the memo
finding blight and declaring blight, and (3) resolution on the project plan which identifies the specific
things that are eligible for CDA review and assistance. The attorney felt it was more important to
do the process in increments due to sensitive nature. Upon a roll call vote, the motion carried
unanimously. Plan Department staff will start preparing the resolution on the boundaries and in
April, the statement of blight in the area.
CITIZEN COMMENTARY: No comments.

MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW
Commissioner-Chairman Waltz shared that Commissioners Miles, Lidbury and he attended the
January 23 open records seminar. They felt that they had not learned anything newer than what
was supplied from the city. He noted that the meeting notices need to be clear enough that the
public knows what the meeting is about and that the agendas are posted within the 24 hours.
Commissioner-Chairman Waltz inquired if there was any update on the CDA managing the
revolving loan account. Plan Director Turk responded that he had discussed it briefly with the
Mayor. It hasn’t advanced to Council. He indicated they needed to meet with the finance director
and the clerk-treasurer to see what direction to take.
ECONOMIC DEVELOPMENT STRATEGIC PLAN STATUS
Plan Director Turk reported that the Mayor’s Task Force had met earlier this evening. They had
presentations from the Taurean group. The information presented wasn’t what the group
expected. The group will be meeting twice in March. They are working on the design concepts for
the downtown area, taking into account the visual preference survey that was done at the
community vision workshop as well as some of the design principles already adopted for the
downtown design guides. They will be coming up with several options for the group to review.
This would be within 60-90 days.
Commissioner Miles had attended a Chamber of Commerce meeting on economic development.
One of the highlights was on what is happening at the county level and how they are trying to
associate more with Milwaukee County. Copies of the booklet Waukesha County 2020 are
available on request.
NEXT MEETING:
The next meeting is scheduled for Wednesday, March 12, 7:00 p.m., Muskego City Hall.
Commissioner Link will be chairing this meeting. Agenda items will include RD #2 issues.
ADJOURNMENT:
There being no further business, Ald. Petfalski moved to adjourn. Commissioner Glazier
seconded. Upon a voice vote, the motion carried unanimously. Meeting adjourned at 7:45 p.m.
