COMMUNITY DEVELOPMENT AUTHORITY MINUTES
Wednesday, September 11, 2002 7:00 PM
City Hall, Aldermens Room, W182 S8200 Racine Avenue
Mayor Slocomb called the meeting to order at 7:27 pm.
Those present recited the Pledge of Allegiance.
PRESENT
Mayor Slocomb, Alderman Salentine, Alderman Petfalski, Commissioners Glazier, Lidbury,
Link, Miles, Waltz, Plan Director Turk, Assistant Plan Director Wolff, Finance Director
Gunderson, Mr. Dave Anderson from Ehlers & Associates and Recording Secretary Asti.
Recording Secretary Asti noted that the meeting was properly noticed on September 3,
2002 in accordance with the Open Meeting Law.
Mayor Slocomb requested each commission member to introduce themselves. Support
Staff will consist of Plan Director Turk, Assistant Plan Director Wolff from the Plan
Department and Finance Director Gunderson from the Finance Department.
ELECTION OF CHAIR, VICE-CHAIR, AND SECRETARY
Alderman Petfalski made a motion to nominate Frank Waltz for Chair. Commissioner Link
seconded. There were no other nominations. Commissioner Link made a motion to close
nomination. Alderman Petfalski seconded. Motion carried. Upon a voice vote, Frank
Waltz was unanimously elected Chair of the Community Development Authority.
Alderman Salentine made a motion to nominate Suzi Link for Vice-Chair. Commissioner
Lidbury seconded. There were no other nominations. Alderman Salentine made a motion
to close nomination. Commissioner Miles seconded. Motion carried. Upon a voice vote,
Suzi Link was unanimously elected Vice-Chair of the Community Development Authority.
Alderman Salentine made a motion to nominate Gail Miles for Secretary. Commissioner
Link seconded. There were no other nominations. Alderman Petfalski made a motion to
close nomination. Commissioner Link seconded. Motion carried. Upon a voice vote, Gail
Miles was unanimously elected Secretary of the Community Development Authority.
NEW BUSINESS
Mr. Dave Anderson of Ehlers & Associates distributed a handout and gave a presentation
of the CDA. Mr. Anderson briefly described goals, purposes, powers, and CDA bonds. A
copy of the CDA State Statues was given to each member.

September 11, 2002
Plan Director Turk reviewed the By-Laws and Rules of Procedure as amended and
adopted by the Common Council on June 12, 2002. Director Turk also mentioned several
of the issues that will be brought for review to the CDA in the future.
Consensus of the members decided to meet the second Wednesday of each month. The
next meeting will be held on October 9, 2002 at 7:00 p.m.
MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW

Mayor asked if any members would be interested in attending the 11 Annual Governor’s
Conference in Appleton, Wisconsin. The conference will focus on downtown revitalization
and economic development. Staff will distribute copies of the conference notice to all
members.
ADJOURNMENT
Commissioner Link made a motion to adjourn at 8:42 p.m. Alderman Petfalski seconded.
Upon a voice vote, motion carried.
